HomeMy WebLinkAbout2015-01-12 Special Minutes - Puget Sound Emergency Radio Network / Open Government Training Work SessionCity Of Tukwila • City Council Puget Sound Emergency Radio Network /Open Government Training Work Session Location: Council Chamber Date: January 12, 2015 Start: 5:40 p.m. End: 7:00 p.m. PRESENT Elected Officials: Jim Haggerton, Mayor; Kate Kruller, Council President; Councilmembers: Allan Ekberg, Kathy Hougardy, Dennis Robertson, Verna Seal, De'Sean Quinn Staff: David Cline, Christy O'Flaherty, Barbara Saxton, Melissa Hart, Ann Marie Soto, Rachel Turpin The purpose of this meeting was to 1) update the City Council on the Puget Sound Emergency Radio Network ( PSERN) System Interlocal Agreement and Operations Memorandum of Understanding, and 2) provide training pursuant to the Open Government Trainings Act effective July 1, 2014. Assistant City Attorney Ann Marie Soto updated the Council on the status of a draft interlocal agreement (ILA) and memorandum of understanding (MOA) that will be presented for discussion at the January 12 Committee of the Whole. King County, the City of Seattle, and Eastside Public Safety Communications Agency (EPSCA) and Valley Communications Center (ValleyCom) cities have developed an interlocal agreement for the implementation of a new PSERN system and eventual creation of a new PSERN System Operator. The existing voice radio system is aging and becoming unsupported by the supplier. The purpose of the ILA is to establish the terms and roles of the PSERN implementation. At the January 12 Committee of the Whole Councilmembers will review the draft ILA in greater detail. 2. Staff from the City Attorney and City Clerk Offices provided a training to the Mayor and Council pursuant to the State's Open Government Trainings Act that became effective in 2014. The Act requires that public officials receive training on open government principles, public records, open public meetings, and records management and retention. Staff presented information relevant to State law and the City of Tukwila that included the following topics: • Revised Code of Washington Chapter 40.14 — Preservation and Destruction of Public Records • Consequences of early destruction • Records retention schedules • Proper disposition • Revised Code of Washington Chapter 42.56 — Public Records Act • Definitions and responsibilities • Public records requests • Common exemptions • Penalties for violation • Revised Code of Washington Chapter 42.30 — Open Public Meetings Act • Applicability and definitions • Meeting notice requirements • Executive sessions • Penalties for violation Material distributed at the meeting: • Powerpoint presentation Summary by LH
