The City of opportunity, the community of choice TO: Mayor Haggerton Councilmembers FROM: David Cline, City Administrator DATE: April 1, 2015 SUBJECT: Report for April 6, 2015 Regular Council Meeting The City Administrator Report is meant to provide the Council, staff and community an update on the activities of the City and on issues that concern Tukwila. Please let me know if you have any questions or need additional information about any of the following items. Intergovernmental Update • South King Food Access Working Group: City staff attended the bimonthly meeting of the South King Food Access Working Group (SKFAWG) on March 11. Staff from cities in the South King County sub - region, service providers, and food access advocates discussed their current efforts to promote food access and a viable local food economy. City staff shared updates on the Comprehensive Plan update process and discussed a possible food truck rodeo in 2016. • Feedback to the Committee to End Homelessness: Human Services met with representatives other cities, the King County Housing Authority, and several non - profit organizations to continue providing feedback to the Committee to End Homelessness in conjunction with their draft strategic plan. • Highline Forum: Tukwila hosted the Highline Forum at Starfire Sports on March �5th The Highline Forum includes the cities of Tukwila, Burien, Des Moines, SeaTac, Normandy Park, and Federal Way (which does not attend); the Highline College, and Highline Public Schools. The topic of the meeting was innovative approaches to providing Parks and Recreation Services. CM Hougardy, the City's representative on the Forum, provided an update on activity in Tukwila. • King County City Managers /Administrators Meeting: Brandon Miles, Economic Development Liaison attended the monthly meeting of King County City Managers and City Administrators. Sound Transit and King County Metro each provided updates regarding transit system planning. Sound Transit noted that a priority project list for Sound Transit 3 will be released in May. City staff will closely monitor the release of the project list to evaluate possible transit projects for the City. • State Senate Bill 536: Last week Chief Villa testified at the House Judiciary Committee in opposition to State Senate Bill 5363, which would limit the ability to condemn in blighted areas. According to the Association of Washington Cities the Bill has died in committee in the State House. EYA City Administrator Report April 1, 2015 Page 2 II. Community Events • Preschool Open House On April 2 Tukwila Parks & Recreation hosted a Preschool Open House at the Tukwila Community Center. Parents and children were invited to tour the preschool room, meet the teacher and staff, and get enrollment information. • Project Feast Community Open House: On April 10 Tukwila Parks & Recreation in partnership with Project Feast will be hosting a community open house event featuring culture and cuisine from Mexico. This free event will be held in the Social Hall at the Tukwila Community Center. • S2 Inaugural Game: On March 21 S2, the second team for the MLS Seattle Sounders, kicked off their first season with a 4 -2 win over the Sacramento Republic. Mayor Haggerton and Council President Kruller and Councilmember Robertson participated in the pre -game coin toss and members of the Tukwila Police Honor Guard: Officer Chris Daugherty and Officer Isaiah Harris presented the colors. Staff has estimated that the games will bring approximately 4,000 people to Tukwila. Economic Development has provided a nominal amount of funds for the Sounders to test a game shuttle to get fans to the game. The shuttle connects S2 fans to Starfire with stops at Odin Brewery, the Mall, and the TIB Station. III. Staff Updates Public Safety • PD Leadership Summit: The Police Department leadership team (supervisors and above) attended a two -day leadership summit on March 17 and A. The primary objective was to continue to build a more cohesive "world- class" team and to ensure alignment of the Police Department vision and goals. Topics such as trust, conflict, commitment, accountability and results were discussed as well as why we exist, how we will succeed and as well as the department's current priority. Project Updates • 2o14 Employee Awards: The 2014 Department Employee of the Year Award recipients are: Lynn Miranda, DCD; Marty Grisham, Fire Department; Diane Jaber, Internal Services; Joyce Trantina, Mayor's Office; Julie Tran, Municipal Court; Marlus Francis, Parks & Recreation; Rick Mitchell, Police Department; and Laurie Werle, Public Works. The 2014 City -wide Award recipients are: The Big Idea Award, Warren Orr, Parks & Recreation for FootGolf; The Leadership Award, Tracy Gallaway, Parks & Recreation; The Spirit Award, Crystal Sweet, Municipal Court; The Pride in Service Award, Loren McFarland, Fire Department; and the Teamwork in Action Award, the Digital Records Team, Christy O'Flaherty, Ana Le, Nora Gierloff, Brenda Holt and Teri Svedahl. The 2014 Mayor's Award recipient is Nate Robinson, Parks & Recreation. • Statewide Leadership: On March 1g at their 45th Annual Conference the Washington State Municipal Clerk's Association (WMCA) elected Tukwila City Clerk Christy O'Flaherty as the Vice - President. This professional organization specializes in providing networking and training opportunities regarding open government, public disclosure best practices, leadership and strategic planning, and successful intergovernmental relationships. .; City Administrator Report April 1, 2015 Page 3 • Tree Risk Assessment and Tree Management: Department of Community Development and the Washington State Department of Natural Resources (DNR) hosted a second training class for City staff and local apartment managers on tree risk assessment and tree management. This class followed up on the earlier training on proper tree pruning techniques. • Westfield Mall Flood: While Round One was doing tenant improvements to add a bowling alley in the space above Seafood City a water leak was discovered. The leak came from a water line that flowed for over an hour before the main water supply was shut off. The Fire department had crews' onsite to remove as much standing water as possible. Due to the diligence of the Fire Department and the Department of Community Development the store was able to reopen March 27, earlier than initially expected. 0 4448 S. 164th Street: Code Enforcement is working with Public Works, the Police Department and the Fire Department to secure and clean up the property. 0 4736 S. 164th Street: Code Enforcement continues to work with the tenants on cleaning up the property. Neighbors should see a visible difference soon. • 1665 I S3rd Av S: On March g, Code Enforcement received a complaint regarding a vacant house. The front door had been broken in and Tukwila Police removed 2 individuals from the property. With collaborative efforts from Public Works, Police and Code Enforcement, the building has been secured. The debris and overgrowth will be addressed as soon as they receive approval from their client. • Tukwila Station: Sound Transit's contractor has requested final approval on their construction permit. There is an outstanding issue regarding removal of a 350 x loo foot pile of fill placed on their property sometime during the station's construction, in violation of City regulations. According to the contractor, Sound Transit is not closing the contract with them until a final approval is given by the City. The City is working with Sound Transit to get this issue resolved. .•
