ISSUE
Award a construction contract to Laser Underground and Earthworks, Inc. for construction of the
2015 Annual Small Drainage Program — Longacres Way South.
BACKGROUND
Washington State Department of Transportation (WSDOT) is preparing to overlay West Valley
Highway between South 180th Street and 1-405. As part of the construction, WSDOT will correct
roadway grading issues and overlay a portion of the City's Longacres Way South. The City's 2015
Annual Small Drainage Program also has a project to install a drainage system within the Longacres
Way overlay project's parameters. The City was coordinating with WSDOT on this work, but was
recently notified that the WSDOT project is approximately two months ahead of schedule and the
overlay is now scheduled to be completed by the end of May.
ANALYSIS
To complete the drainage portion of the Longacres project within the limited construction window,
staff broke out the Longacres Way South drainage work as a separate standalone project and
solicited proposals using the MRSC roster. Eight proposals were received on April 6, 2015 and were
checked and tabulated. Laser Underground and Earthworks, Inc. submitted the lowest cost proposal
in the amount of $55,441.00. The engineer's estimate was $66,845.00. Laser Underground and
Earthworks, Inc. has successfully completed drainage projects and their current references were
satisfactory.
The remaining projects in the 2015 Small Drainage Program will be advertised at a later date.

DESCRIPTION: Select, design, and construct small drainage projects throughout the City.
JUSTIFICATION: Provide drainage corrections for existing /ongoing drainage problems throughout the City, including culvert
replacements, drain extensions, and pavement upgrades.
STATUS: Projects for this annual program are taken from Small Drainage Project List.

Resolution to Adopt the 2015 Comprehensive Water Plan
ISSUE
Repeal Resolution No. 1834 that approved the 2013 Comprehensive Water Plan and adopt by Resolution
the 2015 Comprehensive Water Plan.
BACKGROUND
On July 21, 2014 Council adopted the 2013 Comprehensive Water Plan by Resolution No. 1834. After
Council adoption on August 12, 2014, Washington State Department of Health (DOH) requested
revisions to the Plan. The changes concerned fire flows in the Crystal Springs and Ryan Hill areas of the
City. In March of 2015, the City submitted the requested revisions prepared by Carollo Engineers to
DOH. On March 24, 2015 DOH approved the revisions to our Comprehensive Water Plan. The 2013
Comprehensive Water Plan has been updated and is now the 2015 Comprehensive Water Plan.
DISCUSSION
DOH requested the City of Tukwila provide additional information in the Comprehensive Water Plan for
,how the City provides fire flows to neighborhoods listed below:
• The City has begun negotiations with Highline Water District regarding fire flow to the 12
accounts in the Crystal Springs neighborhood.
• Currently the contractual water flow for the Ryan Hill area is 70 gallons per minute (GPM) by the
agreement between Seattle Public Utilities (SPU) and Cascade Water Alliance. The actual flow
from the SPU water tap is 1,300 GPM for the 140 accounts on Ryan Hill. The City will work with
our supply partners, Cascade Water Alliance and SPU to increase the contract agreement for
fire flows to the Ryan Hill neighborhood.
DOH has accepted revised information in Chapter 6 and will issue an approval letter after Council passes
the new Resolution for the 2015 Comprehensive Water Plan
The Comprehensive Water Plan is available on the City's website at
www.tukwilawa.ciov/pubwks/water/2015ComprehensiveWaterPlan.pdf and on the Z drive in the 2015
Comprehensive Water Plan folder.
RECOMMENDATION
Council is being asked to Repeal Resolution No. 1834 that approved the 2013 Comprehensive Water
Plan and adopt by Resolution the 2015 Comprehensive Water Plan and consider this item on the
Consent Agenda at the April 20, 2015 Regular Meeting.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF TUKWILA, WASHINGTON, ADOPTING
THE REVISED COMPREHENSIVE WATER PLAN,
DATED FEBRUARY 2015, AND PROVIDING FOR
WATER SERVICE POLICIES FOR THE CITY, AND

WHEREAS, the City of Tukwila is an Optional Municipal Code city, subject to the
duties imposed under the provisions of Chapter 35A of the Revised Code of
Washington; and
WHEREAS, the Comprehensive Water Plan identifies specific actions and
strategies to manage and control the quality of the water system in Tukwila; and
WHEREAS, the City

reflect changes in the City of Tukwila's Capital Improvement Program, which requires
facility modifications, as it relates to the standards outlined in WAC 246- 290 -100.

Section 3. Repealer. Resolution No. 1834 is hereby repealed.
