SUBJECT: Report for April 20, 2015 Regular Council Meeting
The City Administrator Report is meant to provide the Council, staff and community an update on the
activities of the City and on issues that concern Tukwila. Please let me know if you have any questions
or need additional information about any of the following items.
I. Intergovernmental Update
• Partnership with Tukwila School District: Staff participated in the Foster High School Career
& Technical Education Advisory Council meeting, and discussed upcoming Career Day and
opportunities to bring businesses and students together.
• Workforce Development: Staff participated in a meeting sponsored by One America and
Seattle Jobs Initiatives, to discuss workforce development in South King County.
• King County Library Foundation: Economic Development Administrator Derek Speck
presented to the Board of Directors for the King County Library Foundation. The Foundation
requested the presentation so they could understand the project schedule and respond to
donor questions.
11. Community Events
Domestic Abuse Women's Network (DAWN) Annual Breakfast: Several staff members attended
the annual DAWN breakfast meeting and fund raiser.
111. Staff Updates
Public Safety
• Valley SWAT Training Exercise: Valley SWAT recently completed a breaching training
exercise at the Spruce Motel, which gave this important team a unique opportunity to conduct
realistic drills.
• Lean Process Improvements: In March of 2015 the Special Services Division of the Tukwila
Police Department initiated a Lean process on the Evidence processing of the Department.
The Lean evaluation will look at the entire evidence process, from the time that an officer first
takes an item into evidence, until it is released for the Department's custody. The goal is to
increase efficiency and accountability for the Department's evidence program. We hope to
implement changes identified by the Lean process by the end of 2015.

Project Updates
• Business Outreach Tour: Mayor Haggerton, David Cline and Joyce Trantina visited the UPS
Customer Center on Andover Park West to learn more about operations, and share highlights
of City projects underway.
• Meeting with Bellwether: Several staff met with staff from Bellwether, a non - profit developer
of affordable housing, to discuss development opportunities across the City, particularly along
Tukwila International Boulevard.
• Thorndyke Safe Routes to School: Final grades have been set with curb and gutter in place.
First layer of asphalt pavement has been scheduled. Sidewalk installation and final layer of
pavement to follow.
• Duwamish Gardens: Bids were advertised and opened on April 14. Results are being analyzed
and bid tabulations will be brought forward to Committee and Council for formal bid award.
• East Marginal Way Storm Pipe Replacement: At long last the project is substantially
complete with all storm pipe in place, all pavement restoration and striping allowing traffic to
be fully opened to traffic. Only minor cleanup and final payment issues remain to be
completed.
• Tukwila Village: The City, King County Library System (KCLS) and the developer are working
to complete the lot consolidation and associated easements so that the City can sell a parcel of
land to KCLS for the library. This is our most immediate task for the project and we hope to
close escrow by the end of April. The City has completed its review of the library's building
permit application and is ready to issue the permit once the land sale is complete.
• Status of Boeing Access Road Station project: City staff continue to work with our coalition
partners, including residents and businesses, to identify funding for the construction of the
Boeing Access Road Sounder and Link Light Rail station. The coalition continues to work to
get the station included in the ST3 package, which will go in front of the voters for approval in
the fall of 2016, as well as identify other potential sources of funding for the station. This topic
will be one of the two focus areas of the Tukwila delegation traveling to Washington DC next
week.
• BNSF land purchase: Last week BNSF notified the City that they are purchasing a vacant lot
on 44th PL S. between the addresses 11870 and 12014. The City has confirmed that this is an
existing empty lot. This lot will be used as a buffer, similar to other lots they own in the
neighborhood.

County Library System. Continued building permit
review. Amended TMC to enable street frontage
agreement and property sale.
Urban renewal motel purchases and redevelopment

Completed purchase of the Spruce Motel. Hired

specifications.
Maintain enhanced level of clean up on TIB

Continued higher level of cleaning including bus
shelters, litter, trash and graffiti.
Adopt and implement TIB Comprehensive Plan Element Update

Held two joint meetings with City Council and
Planning Commission, preparation for public open
house and Planning commission review starting in

Provided three comprehensive presentations on
Residential Focus area at Council meetings, with
emphasis on 1) Creating safer communities; 2)
Improving the quality of housing; and 3) Increasing
pride and ownership in Tukwila Neighborhoods.

Ongoing efforts are across all city departments.
Decrease property crime in residential neighborhoods
Police
Staff conducted multiple foot and bike patrols in
residential areas. Held a community meeting with
12 residents, took enforcement action and worked
with a property owner to resolve a "crime hot spot"
in one of the neighborhoods.
Enhanced code enforcement
DCD
Hired third permanent code enforcement officer.
Currently recruiting for administrative support tech
for code enforcement. Initiated Lean protocols for
code enforcement and currently auditing results
with a 30 -60 -90 day feedback planned.
Coordinate and update Walk and Roll plan, including prioritization
of sidewalks
Public Works
Consultant selection and contract scheduled for
Second Quarter.
Review undergrounding opportunities
Public Works
42nd Ave South contract amendment for
undergrounding and related design revisions being
negotiated. Approval slated for Second Quarter.
53rd Avenue South consultant selection and scoping
will include undergrounding.
Create and implement 1% for art policy
Parks & Recreation
A draft policy is currently being developed
alongside guidelines and procedures on how to
implement the policy. Parks and Recreation and
Public Works are working closely together to
discuss scenarios that could affect how funding will
be implemented.
Expand recreational opportunities throughout the City
Parks & Recreation
The Youth Basketball program served 304 youth
(Kindergarten to 6th grade). There were 32 teams
and almost 50 volunteer coaches. 60 youth took
advantage of the new $25 rate (for those kids that
qualify to receive free or reduced lunch through the
Tukwila School District). There was a 9% increase in
resident participation from last year's program in
part due to the new reduced fee offering.
The REACH after school program is meeting
enrollment expectations. Program wide enrollment

to City Council. Community Meeting is planned for
May 7 to discuss implementation steps.

employees demonstrating city values; additional
communications vehicles continue to highlight
values in different ways, including the Grapevine,
posters in staff areas, etc.
