A. 42nd Avenue South /Allentown Roadside Barrier Project Update
The 42nd Avenue South /Allentown Roadside Barrier Project was initiated to study guardrail
and /or barrier warrants along the Duwamish River adjacent to 42nd Avenue South and South
115th Street. The goal is to prevent accidents in which vehicles go into the river, reduce illegal
dumping of vehicles, and to provide additional security for large fire apparatus on narrow streets.
The 30% design involving guardrails and Jersey barriers was presented at the November 24,
2014 Transportation Committee, and following that discussion in which four residents expressed
concerns about the aesthetics of the proposal, staff was asked to return with potential design
alternatives. To follow upon this request, staff reviewed the current list of Federal Highway
Administration (FHWA) approved options and identified two additional options in place of the W
beam guardrail: Option A, TimBarrier wood guardrail, and Option B, timber - backed steel.
Anchored concrete Jersey barrier is still proposed in certain locations where underlying utilities
prohibit the installation of guardrail posts. If an alternative is desired in those locations, utilities
will need to be relocated at additional cost.
The estimated costs for construction of the current 30% design is $299,970. Since grant funding
was not successful, the improvements will need to be constructed over multiple years as budget
allows. The 2015 construction budget is $70,000. Option A is estimated to cost an additional 10-
13% (around 30 -40K) and does not include crashworthy end treatment. Option B is estimated
to cost an additional 40% (around 120K). Based on the current budget and the costs and
challenges associated with other options, staff recommends proceeding with the project as
currently designed.
Councilmembers and staff discussed the options, although no Council decision is being asked
at this time. City Administrator Cline noted an upcoming community meeting in the Allentown
neighborhood and suggested that staff provide an information table on this issue and solicit
community input and feedback on barrier options. INFORMATION ONLY.

B. South 119th Street Pedestrian Bridge Repair and Replacement Options
The South 119th Street Pedestrian Bridge over the Duwamish River in Allentown was built in
1965 and is currently experiencing deterioration of the top surface of its timber girders and its
paint overall. While it is structurally sound and passes its biennial safety inspection, residents
have expressed concerns due to its aesthetic condition. David Evans and Associates has
prepared a conceptual plan including repair of the girder deterioration and repainting, estimated
to cost $282,728. Funding for this project is available through the 2015/2016 Bridge Inspection
and Repair Program. With consistent maintenance the bridge has many years of service left.
Staff offered to work with the community regarding the paint color selection. Councilmember
Hougardy also suggested involving the Historical Society to see if there are funding options from
that angle. INFORMATION ONLY.

Councilmember Hougardy highlighted the March 17, 2015 presentations on the I -5 /Port of Tacoma
Interchange Improvement Project in Fife and the King County Metro Long Range Plan.
IV. MISCELLANEOUS
Mid -block Crosswalks: Cities should be prudent about marked crosswalks mid - block, as they can
create a false sense of security. There are 28 mid -block crosswalks in Tukwila and would require
further study to determine if they are warranted.
Chair Duff ie asked for an update on the stop light at 42nd Avenue South and South 144th by Foster
High School, and staff confirmed that completion is expected this year.
Interurban Avenue South /48r' Avenue South Intersection: A business owner reported that large trucks
exiting 1 -5 onto Interurban Avenue South and then turning right onto 48th Avenue South do not have
enough room and often must cut over the sidewalk to complete the turn. Staff observed this
happening and noted that the solution is to change the design, including a sidewalk rebuild, right -of-
way acquisition, and utility relocation. Staff will check with WSDOT on the possibility of partnership.
Chair Duff ie requested an update on the Interurban Avenue South Project. It has been delayed due
to issues with the water quality vault and the wall along the river, but those have been resolved and
the project is ongoing. The City does not yet have a revised project schedule.
