ISSUE
Provide an update on the side sewer repair at 14139 56th Ave S.
BACKGROUND
In April of this year a complaint of the smell of sewage was reported near 14139 56th
Ave S. On April 14th, City staff videoed the sewer main in the street and found no
blockage. On April 20th, dye was released in a drain from inside the house and was later
detected at the surface of the street. A break in the side sewer between the house and
the public sanitary sewer main in the street is evident. The sanitary sewer main was
constructed in 1965.
ANALYSIS
City policy in similar experiences has made the property owner responsible for
maintenance and repair of the side sewer from the building to the sewer main in the
street. The property owner was informed that they are responsible for the repair at
which time they responded that they were financially unable to pay for the repairs.
Human Services was contacted regarding possible financial assistance and referred the
owners to the King County Housing Repair Program. While King County can provide
loan services through a lien on the property, the City has the ability by Code to perform
the repairs and place a lien the property. The property owner's preference was to have
the City perform the work and apply a lien, if appropriate, after the work is complete.
Construction of the repair was started on April 18th and is now complete. It was discover
during the repair that the installation of a city-owned storm line in 1979 was the cause of
the break and that the City is responsible for the repair costs.
FISCAL IMPACT
The City requested quotes from five contractors to complete the repair. Two of the five
contractors returned quotes to the City with the lowest from R.L. Alia at $16,411.86.
Funding will come from the 2015 Annual Sewer Repair Program Budget.
