May 26, 2015 — 5:30 p.m. — Hazelnut Conference Room

CALL TO ORDER: Committee Chair Seal called the meeting to order at 5:30 p.m.

A. National Healthy Housing Standard
Staff is seeking Committee direction on the inclusion of the National Healthy Housing Standard
when the 2015 International Property Maintenance Code (IPMC) is considered for adoption
(aster this year. The National Healthy Housing Standard is a new code developed by the
National Center for Healthy Housing and the American Public Health Association. It is intended
to be an enhancement to the IPMC, addressing issues relating to interior housing quality and
occupant health not addressed elsewhere. Examples of areas not in the IPMC that are
addressed in the National Healthy Housing Standard are kitchen and fire extinguisher
requirements, integrated pest management, mold, noise, air, and smoking. Staff recommends
adoption of the Standard along with the IPMC to give Code Enforcement additional tools to
improve the quality of housing in the City. Committee members asked clarifying questions and
discussed the proposal. Each member stated support for the additional regulations and
requested that the National Healthy Housing Standard return to Committee alongside the 2015
International Property Maintenance Code. That future Committee discussion should include
information regarding the City's ability to enforce the standards including input from the City
Attorney and Prosecutor. UNANIMOUS APPROVAL TO RETURN TO COMMITTEE.
B. Green City Partnership
Forterra has identified the City of Tukwila as a good candidate to partner on a "Green City"
designation due to its ample green space, parkland, and river. Jennifer Chang of Forterra gave
a presentation on the Green City program, which strives to "restore urban greenspace through
community stewardship." The process of establishing the Green City designation takes around
two years. Year one would include an assessment and then a 20 -year plan. Year two would
focus on implementation through stewardship programs. Forterra and City staff would work
together to accomplish these goals. The two year plan is budgeted at $100,000, with the City
contribution at $40,000 and Forterra committing to $60,000. Staff is seeking Committee
direction and interest in this program. If there is interest, staff will prepare a budget amendment
of $40,000 that will be considered by the entire Council via the Budget amendment process. A
draft agreement would also be presented to the Committee. Committee members, staff and
guests discussed the program. One benefit of the partnership would be a stewardship plan that
integrates large projects such as Duwamish Hill Preserve.

The Tukwila Park Commission unanimously recommended the partnership at its May meeting.
The Committee unanimously supported the pursuit of the Green City partnership via a budget
amendment proposal and draft agreement. UNANIMOUS APPROVAL TO RETURN TO
COMMITTEE.
C. Park Watch Program
Staff provided a status update of the Park Watch Program that has been in development since
2014. This program aims to connect City staff with park users and various neighborhoods in an
effort to improve communications, connections and livability. The project charter, scope and
schedule were described to Committee members. A kick -off meeting for several ad -hoc
committees will take place on May 27, 2015. Several "See you in the Park" events are being
planned for this summer. Committee members expressed support for the program.
Coucilmember Robertson emphasized the importance of outreach and communication as
community members have a lot of valuable information to share regarding their parks.

D. Bid Award: Duwamish Hill Preserve Phase 2
Staff is seeking Council approval to award a construction bid in the amount of $620,587.22 to
Paul Brothers, Inc. for the construction of the Duwamish Hill Preserve Phase 2 Project. Paul
Brothers, Inc is the low bid of five received and has successful constructed other municipal
projects in the Northwest. UNANIMOUS APPROVAL. FORWARD TO JUNE 1, 2015
REGULAR CONSENT AGENDA.
