Meeting Minutes
June 2, 2015 — 5:30 p.m.; Hazelnut Conference Room
PRESENT

CALL TO ORDER: Committee Chair Hougardy called the meeting to order at 5:30 p.m.

There was consensus to take up a miscellaneous item as the first order of business.
MISCELLANEOUS
Commander Harrison addressed the Committee on the topic of the City's current tow contract,
which was first brought up at the April 7 Committee meeting and discussed again on May 5, 2015.
The rates charged under the current contract have not been increased since 2007 and are as
follows:
Class A: $136
Class B: $163.20
Class C: $272.00
In comparison, current rates established by the Washington State Patrol (WSP) in its agreement
with tow operators are based upon the CPI and are as follows:
Class A: $179
Class B: $216
Class C: $378
If the City were to rebid this contract it is likely that rates proposed by all bidders would be similar
or equivalent to the WSP contract rates and therefore an additional cost to the City. Both the
Police and Public Works Departments are satisfied with the service and response times provided
by the current contractor as well as the contractor's ability to handle Class C vehicles such as fire
apparatus. The Committee asked clarifying questions and requested a spreadsheet showing the
number of tows paid by the City in 2014 along with the current cost and what the cost would be at
the WSP contract rate. INFORMATION ONLY.
A. 2015 1St Quarter Investment Report
Staff reviewed the 1St Quarter Cash and Investment Report for 2015, including information
on the City's portfolio components, performance, policy compliance and liquidity analysis,
fund cash and investment balances, and investment environment. At March 31, 2015, the
portfolio totaled $43.8 million comprising $36.3 million in cash and cash equivalents and
$10.8 in longer term investments. This represents a $1.6 million decrease from the December
31, 2014 balance, attributable to the collection of property taxes in the 2nd and 4th quarters.

B. Fireworks Permits: Foster High School Graduation and Family 4th at the Fort
Staff is seeking Council approval of a Fireworks Permit Application submitted by Western
Display Fireworks Ltd. for a fireworks display at Foster High's graduation ceremony on June
12, 2015. The fireworks display is to honor Ms. Cynthia Chesak on the occasion of her
retirement after 34 years. The discharge location will be on the baseball field behind
Showalter Middle School, with the fallout area being the grass outfield area. The largest aerial
shell will be 2 inches. UNANIMOUS APPROVAL. FORWARD TO JUNE 8, 2015
COMMITTEE OF THE WHOLE AND SPECIAL MEETING.
Staff is seeking Council approval of a Fireworks Permit Application submitted by Western
Display Fireworks Ltd. for the fireworks display at the City's annual 4th of July Celebration at
Starfire Sports Complex. The application has been approved by the Fire Marshal and found to
be in compliance with standards and regulations, and this vendor and launch location have been
working well. The show is estimated to be 20 -30 minutes starting at around 10:00 p.m.
UNANIMOUS APPROVAL. FORWARD TO JUNE 8, 2015 COMMITTEE OF THE WHOLE
AND SPECIAL MEETING.
