PRESENTATIONS II. BUSINESS AGENDA A. 42nd Avenue South /Allentown Roadside Barrier Project Status Update Staff provided an update on 42nd Avenue South /Allentown Roadside Barrier Project, which was last before the Committee on April 6, 2015. This project was initiated to study guardrail and /or barrier warrants along the Duwamish River adjacent to 42nd Avenue South and South 115th Street, in order to prevent accidents, reduce illegal dumping, and provide security for large fire apparatus. Several areas of the riverbank are being recommended for guardrails or barriers. Originally these barriers were to be steel and concrete, but based upon community feedback on the aesthetics of these options, a revised plan has been prepared that proposes the use of timber guardrail at all new barrier locations. In addition, replacement of existing concrete or steel barriers with timber guardrail will be considered. Use of timber guardrails will increase the total cost of the project. The estimated construction cost for the original plan based upon 30% design was $299,970.00, and with timber guardrail the estimated construction cost becomes $470,000.00. The revised plan also includes increased costs due to waterline and communication relocation. The estimated total project cost is $540,500.00. The funding level for 2015 includes $60,000 for construction and $10,000 for construction management. Staff has identified and intends to proceed with Phase 1 of this project which can be completed within this budget. Additional funding will need to be identified and approved by Council before additional phases can be constructed using the timber guardrail. INFORMATION ONLY. B. 2015 Overlay and Repair Program Staff is seeking Council approval to award a construction contract to Miles Resources, LLC in the amount of $1,344,811.00 for the 2015 Overlay and Repair Program. Miles Resources was the low bidder of five received. UNANIMOUS APPROVAL. FORWARD TO JUNE 22, 2015 COMMITTEE OF THE WHOLE AND SPECIAL CONSENT AGENDA. C. Consultant Agreement: Americans with Disabilities Act (ADA) Transition Plan Staff is seeking Council approval of an engineering services contract with the Transpo Group USA, Inc. in the amount of $104,200.00 for the Americans with Disabilities Act Transition Plan. The Plan is necessary to address known deficiencies that will bring Tukwila into compliance with ADA standards within a reasonable time frame. The Transpo Group was selected from three finalists who were interviewed in person. The budget for this project is $105,000.00. UNANIMOUS APPROVAL. FORWARD TO JUNE 22, 2015 COMMITTEE OF THE WHOLE AND SPECIAL CONSENT AGENDA. Transportation Committee Minutes June 15, 2015 - Pape 2 D. Consultant Agreement: Transit Network Plan Update Staff is seeking Council approval of a consultant contract with Nelson /Nygaard in the amount of $75,303.00 for the Transit Network Plan Update. The existing Transit Network Plan was adopted in 2005 as part of the Comprehensive Plan Transportation Element update, and served as a guiding document in implementing projects like the Transit Center as well as provided policy direction for the City to work with transit agencies. The Puget Sound Regional Council strongly recommended that the City update the Transit Network Plan and this update was funded in the 2015 -2016 Budget. Thomas Wittman of Nelson /Nygaard was the primary author of the original plan and is uniquely qualified to update this work, which will factor in changes such as population growth, regional transit planning documents, route changes and more. Future updates to the Transit Network Plan will coincide with the Comprehensive Plan update. UNANIMOUS APPROVAL. FORWARD TO JUNE 22, 2015 COMMITTEE OF THE WHOLE AND SPECIAL CONSENT AGENDA. III. MISCELLANEOUS Councilmember Ekberg requested information or status updates on the following Speed Bump Request Process This requires a petition and consensus from those in the affected area. Public Works staff maintains a list of requests and responses, and will be adding information about traffic calming requests and implementation on the City's new website by the end of the year. 53 d Avenue South Project The consultant selection contract will be presented to Committee very soon. Construction of curbs, gutters and sidewalks are expected to have positive traffic calming impacts. TUC Pedestrian /Bicycle Bridge The City is pursuing eminent domain access rights in order to complete necessary environmental testing and approvals. Interurban Park & Ride The City is engaged in ongoing discussions with the property owner and broker as well as with King County Metro. Staff is seeking to identify interested property owners with whom Metro may wish to lease as an alternative.
