The specific issue in question relates to the adequacy of the 15 percent slope of the parking lot and any potential safety hazard that might result from automobiles maneuvering in or out of their parking stalls. The conclusion of The TRANSPO Group is that the proposed 15 percent slope will not present a significant access or safety hazard. This conclusion is conditioned on the assumption that the pavement shall have a skid resistant surface (i.e., standard asphalt concrete finish or coarse brush Portland cement concrete) and shall have adequate drainage. Our conclusion is based on a review of several design guidelines as well as examination of several selected parking lots in the City of Seattle on the west side of Capitol Hill near the CBD. We are not aware of any references which address the specific issue of the allowable slope of a parking lot. However, there are several references that refer to the allowable slope for ramps or aisles in a parking garage or parking lot. The maximum outlined in "Parking Principles ", Highway Research Board Special Report 125 is 20 percent. A similar maximum slope is recommended in "A Parking Standards Report ", Parking Standards Design Associates, 1971. All of the Seattle based parking lots examined exceeded slopes of 20 percent and arranged parking stalls in a variety of different alignments. Persons parking had no serious problems negotiating the grades or entering their parking stalls until the grades exceeded 25 -30 percent. We expect this letter responds to your concern. CRY OF TUKWIU In accordance with your request, we designed a rock retaining wall for the excavations at the referenced project. We also interviewed by telephone Mr. Al Pieper of the City of Tukwila's Building Department to ascertain the City's requirements. Present plans call for the excavated cuts that parallel the eastern pro- perty line and the northeastern corner of the site to be retained by a rock wall. The maximum height of the rockery will be about 10 feet. The wall will be surcharged by a slope of approximately 10 degrees. A geotechnical engineer from our office visited the referenced site on October 11, 1977 and inspected the excavation of two test pits, classified tho encountered soils and obtained samples. These samples were returned to our laboratory for further examination and testing. The inspection revealed the cuts will be composed of dense, gravelly, silty Sand with cobbles and boulders. Ground water was not encountered during the exploration. The laboratory testing program included a direct shear test and a moisture content determination. These results are shown on Plate 1. Our laboratory tests were used in our engineering analyses to determine the stability of the rock wall. Based on the results of our investigation, it is our opinion that our design for the rock retaining wall, which is shown on Plate 2, will function satisfactorily. The wall should be inclined to a maximum of 20 degrees from vertical. The wall should have 6 man rock as a base and top courses of 4 man rock. In all cases, the minimum rock size should increase from top to bottom. The minimum recommended weight for each rock size is listed on Plate 2. The rock should be tabular, hard, sound, durable, free of seams and cracks and placed in Mr. Enrique Mora October 11, 1977 horizontal courses. The rockery should be backfilled with compacted crushed rock with the exception of the upper one foot that should be in situ soil to prevent the infiltration of runoff behind the rockery. A 4 -inch diameter perforated PVC pipe should be installed at the bottom of the backfill. At no time should loose, uncompacted soil be placed in the back of the rockery. Backfill should be compacted to at least 90 percent of maximum density per ASTM D- 1557 -70. The rock density should be at least 160 pounds per cubic foot. Each row of rocks should be well seated and thoroughly tamped and driven into place against the slope to make a tight wall containing as few voids as possible. The construction of rockeries is to some extent an art not entirely con- trollable by engineering methods and standards. The rockery construction should be by competent, experienced personnel with demonstrated proven ability. It has been a pleasure to prepare this report for you. If you have any questions, please call. St. and 57th. Avenue South, the Planning Commission and Building Department should not allow any further building permits to be issued until at least a second means of egress is furnished to that location. At the present time we have approximately one third of the entire population of the City living up a dead end street which could be totally closed off by heavy frost. This not only endangers safety and welfare of these people who live in this vicinity, but also any people who deliver any type of supplies emergency or otherwise to that area. The problem has been further compounded by,two apartment complexes being built on both sides of South 152nd Street and Macadam Road. As mentioned before, I have requested that parking require - ments be upgraded and so far no'action has been taken to do this. I feel that parking that has been set aside in both these apartment complexes is totally inadequate for 'todays modern family with at least two cars, boat recreation vehicles, etc. This will mean that from past experience,' people from these complexes will be parking on the right of way of South 152nd Street. I nstill have failed to see where the OCD has acted on the parking requirement within the City which helps this. It does not take somebody educated in methods of planning to see that the parking requirements applied to apartment buildings and independent complexes within the City of.. Tukwila is totally inadequate and unequally distributed. Again I would like to see that ;no further development.be allowed in'the:vicinity.of Hampton Heights, Tukwilas and the LaVista Apartments until at leasta second means of . egress from the areas has been provided..
