ISSUE
Review and approve the Proposed 2016 CIP sheet for Strander Blvd Extension Phase III.
BACKGROUND
The City of Tukwila submitted a TIGER 2015 grant application for $20 million on June 5, 2015 for the Strander Blvd
Extension Phase III Project. The City matching requirement for the $37 million project is $2 million and the other funding
sources include; $3 million - State Transportation Improvement Board (anticipated), $2 million - STP Grant (Federal
through PSRC - anticipated), $5 million - Freight Mobility Strategic Investment Board (committed), $5 million - Northwest
Arena (committed).
The current 2015 CIP shows only $20,000 in 2015 and 2016 to cover updated cost estimates and grant applications with
design occurring in 2018 and construction beyond 2020. The attached Proposed 2016 CIP sheet shows $2 million in City
funds being spent in 2016 with $1.5 million in design, $450,000 in right -of -way and $50,000 for wetland mitigation.
DISCUSSION
The proposed 2016 CIP funding for the Strander Blvd Extension Phase III Project will serve as a catalyst for future grant
funding. The $2 million City match proposed in 2016 would be required in the future regardless of the funding and
provides an early start to demonstrate that the City of Tukwila is committed to complete this critical transportation link.
Before right -of -way acquisition plans can be formulated with any accuracy, design needs to be advanced beyond
Renton's current 30% conceptual design. The 2016 funding will allow the roadway and bridge designs to get beyond
preliminary design stage. The 2017 CIP will be modified to reflect the phasing of the final design and right -of -way
acquisition.
The current stormwater pump station, stormwater pond, and wetland mitigation are only sized for current impervious
surfaces. These drainage facilities need to be expanded for the UPRR temporary relocation (shoofly) during construction
that also will impact additional wetlands and may require offsite mitigation.
RECOMMENDATION
Council approval of the proposed 2016 CIP sheet for the Strander Blvd Extension Phase III Project and consider this item
at the July 27, 2015 Committee of the Whole and subsequent August 3, 2015 Regular Meeting.

The Notice to Proceed for Contract No. 14 -129 with R.L. Alia Company of Renton, Washington was issued on
September 22, 2014 for the Cascade View Elementary Safe Routes to School (SRTS) Project. The Cascade
View SRTS construction project built roughly 900 linear feet of asphalt pedestrian trail to connect 32nd Ave
South with S 1401h St, through the Cascade View Elementary School and Riverton Park United Methodist
Church properties. Other project improvements included asphalt pavement removal, grading, storm drainage
improvements, new curb, installation of a water quality treatment system, and property restoration.
DISCUSSION
The Cascade View SRTS Project was physically completed on February 23, 2015. Two change orders were
executed for additional soil excavation in order to eventually install 3 new luminaires and for a contract time
extension.
FINANCIAL IMPACT
The Cascade View SRTS construction budget was $320,979.95. Unit price over -runs were mainly due to native soil
that was saturated with rain water in the winter and required additional crushed surfacing base course for grading
instead of using the saturated soil. Retainage is being held by the City for this project in the amount of $15,153.50.

After introductions the Board approved the meeting summary for the May 19, 2015 SCATBd meeting.
II. Reports, Communications and Citizen Requests to Comment
Vice -Chair Ralph briefed the Board on the PSRC's June 1 lth Transportation Policy Board meeting and reported
the TBP recommended to approve amendments to the Regional TIP. Councilmember Hougardy briefed the
board on the RTC meeting and said the committee was still working on the Transit Access Study and the Public
Transportation Long Range Plan. Board members heard that the Legislature was close to reaching an agreement
on a transportation package, and the last hurdle was the low carbon fuel standards supported by the Governor.
House and the Senate, however, where still far apart on state budget. Council member Jenkins reported that the
speed limit on l't Avenue South was changed from 45 to 35 mph, making l't Ave South safer for pedestrians,
bicyclist and transit users.
Public Comment: Vic Bishop presented the Board with tables that highlighted the increase in delay on local
caused by tolling on major freeways. Bruce Nurse said the Eastside Transportation Association has developed
an alternative plan to the PSRC's Transportations 2040, it is called Mobility 21. He said Mobility 21 will more
people at less cost and includes driver assist and autonomous vehicles as part of the plan. Todd Woosley
addressed the Board about how to move more people with limited resources, and where to focus those needed
investments.
IIL I -405 Express Toll Lane Briefing - Craig Stone and Kim Henry, WSDOT
WSDOT's Craig Stone and Kim Henry briefed the Board on the opening of the I -405 Express Toll Lanes. The
I -405 HOV lanes are often as congested as the regular lanes, failing to reduce traffic congestion. King County's
population is expected to increase 33 percent increase by 2040. Adding an additional lane to the existing HOV
lane and making both lanes express toll lanes will help manage demand for limited road space by moving more
cars more efficiently. Toll rates will be adjusted depending on real -time traffic conditions and drivers will pay
the rate upon entering the lanes. Tolls can be paid with the current Good -To -Go pass or by mail. Mr. Henry said
the project was on -time and on budget with 17 miles of express I -405 toll lanes between Lynwood and
Bellevue. The south bound SR 167 HOT lane is currently being extended down to the King/Pierce County line.
The long -term vision for this corridor includes a 40 -mile express toll lane system between SR 167 at the
Pierce /King County line and the I- 405/I -5 interchange in Lynnwood.
IV. ST 2 & ST 3 Briefing — Karen Kitsis and Chelsea Levy, Sound Transit
Board member Chelsea Levy briefed the Board on the History on Sound Transit; she said in the early 1990s the
State Legislature created the three- county Regional Transit Authority, in 1996 voters approved Sound Move, a
3.9 billion regional transit plan. In 2008, voters approved the Sound Transit 2 ballot measure. The plan added
regional express bus and commuter rail service while building 36 additional miles of light rail to form a 55 -mile
regional system. Planning for future residents, Sound Transit wants an option to go to the November 2016 ballot
with a ST 3 proposal. In preparation for the November ballot, Sound Transit updated in long range plan in 2014,
and is in the process of getting approval for additional revenue sources from the 2015 State Legislature. Ms.
Kitsis said the Sound Transit staff was currently in the process of meeting with the public, stake holders, and
elected official about ST 3 with a goal of having a system plan by June of 2016. ST3 will focus on access,
growing ridership, transit agency coordination, and future focus areas. Another goal is to develop a priority
projects list that will become part of the ST 3 plan. ST projects in the South County area may include projects
such as the Renton HOV direct access, Sounder station platform extensions, and access improvements at the
Kent and Auburn stations. Additional projects include Light Rail extensions south to Tacoma, and a light rail
station at the Boeing Access Road.
V. SCATBd Action on Park and Ride Support Letter
Councilmember Kathy Hougardy discusses SCATBd's request to develop a letter highlighting the needs park -
and -ride lots in the South King County area. The Board reviewed a letter drafted by Councilmember Kathy
Hougardy highlighting the need for park- and -ride lots in the South King County area. A Motion was made and
seconded to approve and send the letter to King County Metro. After discussion the Board approved
sending the letter as amended.

Dear Mr. Desmond:
The South County Area Transportation Board (SCATBd) submits this letter to urge King County
Metro to keep in the forefront the importance of park- and -ride facilities in their planning efforts
such as the Long Range Public Transportation Plan and the Access to Transit Study.
As representatives of South King County cities, we want to share our growing concern regarding
park- and -ride facilities. Many of the existing park- and -ride lots in South King County are at
capacity, leading potential bus riders to bypass transit altogether, or to look to residential streets
to find parking that is unpredictable and inconvenient for transit riders and residents.
Additional parking spaces are needed in existing and new park- and -ride lots; now is also a good
time to consider new park- and -ride facilities due to favorable economic conditions. Creative
solutions for leasing park- and -ride lots should be considered, such as churches or multi - family
residential parking lots.
We believe that park- and -ride lots are an integral part of transit planning efforts and contribute to
the goal of efficiently connecting users with transit. Park - and -ride lots create artificial density
and make it easier for transit routes to serve certain areas. Transit demand in South King County
will continue to grow, and motorized and non - motorized access to transit service is essential.
