The Notice to Proceed for Contract No. 14 -129 with R.L. Alia Company of Renton, Washington was issued on
September 22, 2014 for the Cascade View Elementary Safe Routes to School (SRTS) Project. The Cascade
View SRTS construction project built roughly 900 linear feet of asphalt pedestrian trail to connect 32nd Ave
South with S 1401h St, through the Cascade View Elementary School and Riverton Park United Methodist
Church properties. Other project improvements included asphalt pavement removal, grading, storm drainage
improvements, new curb, installation of a water quality treatment system, and property restoration.
DISCUSSION
The Cascade View SRTS Project was physically completed on February 23, 2015. Two change orders were
executed for additional soil excavation in order to eventually install 3 new luminaires and for a contract time
extension.
FINANCIAL IMPACT
The Cascade View SRTS construction budget was $320,979.95. Unit price over -runs were mainly due to native soil
that was saturated with rain water in the winter and required additional crushed surfacing base course for grading
instead of using the saturated soil. Retainage is being held by the City for this project in the amount of $15,153.50.

Council is being asked to formally accept the Cascade View Safe Routes to School construction contract as
complete and authorize the release of retainage, subject to standard claim and lien release procedures, with
R.L. Alia Company in the final amount of $303,069.94 and to consider this item on the Consent Agenda at the
August 3, 2015 Regular Council Meeting.
