The Healthy Tukwila project will serve Tukwila's resident community of 19,000 and a business community of over 100,000. The project provides the opportunity for the City of Tukwila Parks and Recreation Department to develop and implement an education program, public awareness campaign and work toward policy changes to create a healthy food and beverage environment. Please review the full RFP following this notice. Three paper (3) copies of the Proposal, whether mailed or hand - delivered, must arrive at the address listed below no later than 5:00 p.m. (Pacific Standard Time) on Friday, July 31, 2015. The Proposals shall be limited to a maximum of twenty (20) pages, and in no smaller than 12 -point font and must be in a sealed envelope submitted to the address below. No submittal will be accepted after this date and time. The City will not be liable for delays in delivery of proposals due to handling by the US Postal Service or any other type of delivery service. The Healthy Tukwila project will serve Tukwila's resident community of 19,000 and a business community of over 100,000. The project provides the opportunity for the City of Tukwila Parks and Recreation Department to develop and implement an education program, public awareness campaign and work toward policy changes to create a healthy food and beverage environment. Project Purpose This Request for Proposals is for research and development of the Healthy Tukwila project. The project aims to improve healthy eating and active living opportunities in Tukwila by addressing the harmful effects of sugar in foods and drinks. Addressing the harmful effects of sugar in foods and in drinks will occur throughout a 26 month period. The research and development portion is expected to occur within a six to eight week timeframe. The implementation period will occur throughout a 24 month period. Specifically, this request for proposals is for research and development of the education and awareness program, public awareness campaign, and draft policies to improve environmental changes. Preliminary Scope of Work The firm, consultant or individual selected for this project will be expected to provide services which include, but are not necessary limited to, the following: • Site visits(s) with Parks and Recreation Staff. • Attendance and participation in weekly meetings with Parks and Recreation Staff. • Research and development of an interactive education and awareness program. The program shall be designed as a training program that can be utilized to train Tukwila Parks and Recreation Staff and Community Leaders. The program will provide education, teaching techniques and materials necessary for staff and community leaders to execute activities, programs, and educational information sessions which engage participants, city residents, and businesses. The focus of the program is to increase the awareness of harmful effects of sugar in foods and beverages. • Research and develop the Healthy Tukwila awareness campaign which focuses on the harmful effects of sugar in foods and sugary drinks. Components of the campaign include the development of informational materials, development of a toolkit, and distribution strategies. 1 of 4 TUKWILA PARKS & RECREATION City of Tukwila — Parks and Recreation 12424 42nd Ave. South Tukwila, WA 98168 • Research and provide draft policies which may be implemented within the City of Tukwila's Parks and Recreation Department. Policies should target improving the food and beverage environment for over 250 staff and over 10,000 participants. • Preparation of all materials including but not limited to: Healthy Tukwila Education Program (leader guide, support materials, participant handouts etc.), Healthy Tukwila awareness campaign materials (Healthy Tukwila toolkit, flyers, postcards, and other recommended messaging opportunities), and draft policies. All materials must be supplied in hard copy and electronic form with the ability to edit. Proposal Submittal Requirements Proposals shall be no more than twenty (20) pages total (10 front and back OR 20 single- sided) and include the following: • Discussion of general approach to the project, and project plan identifying specific tasks and deliverables. • Estimated time involved to complete project. • Brief biographies of key project team member(s), description of the experience and qualifications, and organizational chart for project responsibilities and supervision. • Examples of successful completion of recent similar projects. Project individual or teams may wish to highlight experience with public health, nutrition, and outreach initiatives. • At least three professional references with whom the project individual or team has worked directly with on similar projects. Include name, agency, phone, email, and a brief description of the project. Project Timeline The project is expected to start as soon as a contract is negotiated with the successful candidate, beginning as soon as possible. Ideally, all work will be completed no later than September 25, 2015. Estimated Project Budget The estimated funding for this project is $18,000. Funding for this project is provided 100% through federal grant funding. The City of Tukwila has received funding through a Partnerships to Improve Community Health grant which is administered by Public Health — Seattle & King County who is managing federal grant funding received by Centers for Disease Control. Additional funding may be available for later phases of this project. Selection Criteria Each submittal will be evaluated based on the following criteria: 1. Team or individual qualifications, and overall quality of submittal. 2. Experience with and successful completion of projects of similar size and complexity (i.e. health related program development, health related outreach and awareness campaign development, policy development). 3. Ability to undertake and complete project within timeline and budgetary constraints identified in this RFP. 4. Interviews may be conducted with top individuals or firms before a selection is made. The City of Tukwila's evaluation of the project teams' qualifications may include checking with references. Upon selection of the final individual or firm, a detailed scope of work and contract will be negotiated. General Conditions • All materials and images developed during this project will belong to the City. The City requires that all materials be supplied in a format that can be edited and adapted for future use. • The City shall not be responsible for any costs incurred by the consultant in preparing, submitting, or presenting its response to this RFP. • The City reserves the right to request clarification of information submitted, to request additional information from the consultant, and may also request an interview with consultant(s). • The City reserves the right to reject any and all submittals, and to waive minor irregularities in any submittals. • The City reserves the right to award the contract to the next most qualified consultant, if the successful consultant does not execute a contract within ten (10) days after notice of the award of the bid. • Any proposal may be withdrawn until the date and time set as the Closing Date for submittals. Any proposal not so timely withdrawn shall constitute an irrevocable offer, for a period of ninety (90) days, for the services described herein, or until one or more of the proposals have been approved by the City, whichever comes first. • In order to provide a consistent approach to the project, achieve economies of scale, and minimize disruption to City staff, the City expects to award this proposal to one consultant firm, team, or individual. • Proposals should be prepared simply and economically, providing a straightforward, concise description of the consultant's capabilities to satisfy the requirements of the request.
