City of Tukwila Jim Haggerton, Mayor INFORMATIONAL MEMORANDUM TO: Mayor Haggerton Utilities Committee FROM: Bob Giberson, Public Works Director BY: Ryan Larson, Senior Program Manager DATE: August 7, 2015 SUBJECT: 53rd Ave S (S 137th St — S 144th St) Project Nos. 99110301 & 90341213 Grant Application Submittals ISSUE Authorize the submittal of grant applications for Washington State Transportation Improvement Board (TIB) and Washington State Department of Ecology (DOE) funding for the 53`d Ave S Residential Street Project. BACKGROUND TIB and DOE have issued Calls for Projects inviting qualified applicants to apply for available grant funds. Current City policy requires approval by the appropriate Committee before applying for grants. DISCUSSION The TIB program awards State funds for selected projects. TIB funding requires a minimum 20% local match and utility undergrounding costs are not typically eligible. The DOE Fiscal Year (FY) 2016 Stormwater Pre - Construction Grants can be used to retrofit existing roadways to provide water quality improvements. Water quality facilities required as part of roadway widening are not eligible, however providing treatment for the area of the existing roadway is allowed. There are no matching requirements for DOE grant funds. FISCAL IMPACT As we were unsuccessful for grant funding for design of the 53'01 Ave S Residential Street Project in 2014, City funds will be covering the design and right -of -way scheduled for 2015. Consultant selection for design is currently underway. The TIB and DOE grants would be for construction funding in 2016 and 2017. RECOMMENDATION Utilities Committee approval to submit 2015 grant applications to the Washington State Transportation Improvement Board and Washington State Department of Ecology for the 53rd Ave S Residential Street Project. BACKGROUND The Notice to Proceed for Contract Number 15 -091 with Laser Underground & Earthworks, Inc. of Snohomish, Washington was issued on May 4, 2015 for the 2015 Small Drainage Program (SDP) — Longacres Way Project. This construction project built roughly 300 linear feet of storm drainage improvements on Longacres Way between West Valley Highway and Nelson Place. Other project improvements included clearing and grubbing, asphalt pavement removal, asphalt paving, sidewalk replacement, and project site restoration. DISCUSSION The 2015 Small Drainage Project — Longacres Way Project was physically completed on June 16, 2015. No change orders were executed for this project. FINANCIAL IMPACT The construction budget for the 2015 Small Drainage Project — Longacres Way was $325,000.00. A small amount of unit price over -runs were due to some additional usage of crushed surfacing top course for storm drainage trench backfill. Retainage is being held by the City for this project in the amount of $2,837.42. Expenses Construction Contract Amount $55,441.00 Unit Price Over -runs 1,307.38 Total Contract $56,748.38 RECOMMENDATION Council is being asked to formally accept the 2015 Small Drainage Project — Longacres Way construction contract as complete and authorize the release of retainage, subject to standard claim and lien release procedures, with Laser Underground & Earthworks, Inc. in the final amount of $56,748.38 and to consider this item on the Consent Agenda at the August 17, 2015 Regular Council Meeting.
