City of Tukwila Jim Haggerton, Mayor TO: Mayor Haggerton Community Affairs and Parks Committee FROM: Rick Still, Parks and Recreation Director BY: Dave Johnson, Parks and Recreation Manager DATE: August 19, 2015 SUBJECT: 4Culture Heritage Cultural Facilities Grant ISSUE Applying for funds through the 4Culture Heritage Cultural Facilities Grant for Duwamish Hill Preserve. BACKGROUND Construction of Phase 2 at Duwamish Hill Preserve is approximately 50% complete. Due to the budget and funding for Phase 2, there are a number of features that were not incorporated into the current project. These items were planned to be completed in future stages as funding becomes available. A grant opportunity exists now through 4Culture to "improve access to cultural space for all, and preserve historic properties throughout King County." The deadline for applications is September 9, 2015. Parks and Recreation is planning, with the Committee's approval, to submit an application toward this program. We are able to, and intend to, apply for $250,000 in this program and there are no new matching funds required. This is the maximum amount we are eligible to apply for. If approved, the grant would provide funding for an Entrance Kiosk, ethnobotanical and wayfinding signs, bench blocks and backs, and plantings. RECOMMENDATION Committee consideration and discussion. ATTACHMENTS 4Culture Grant Summary Duwamish Hill Preserve - Phase 2 "Cultural Garden" Project Grant Application to 4Culture's Heritage Cultural Facilities Program Anticipated Request: $250,000 Proposal: Tukwila Parks and Recreation Department proposes to submit an application to 4Culture's Facilities Program requesting approximately $250,000 for capital improvements including ecological restoration and heritage interpretive elements for Duwamish Hill Preserve. Funding source: King County and 4Culture are partnering to make a "momentous investment in regional cultural infrastructure with a one -time program called Building for Culture" which will help create and renovate large, small, urban and rural arts and heritage facilities. This $20 million fund is touted as "the largest capital program 4Culture has ever implemented, and is the first major investment in decades to support cultural infrastructure in Seattle and across the county." Requirements: • No new matching funds are required - the project budget includes funds previously committed to the project from the City of Tukwila, King County, King Conservation District and Washington State. • Applicants having a total project budget of $1 -10 million may request up to 10% of their project cost. Duwamish Hill Preserve's Phase 2 budget is approximately $2.6 million including acquisition and restoration, so a request of $250,000 falls under the 10% maximum threshold. • Applicants must be able to demonstrate that they provide programmatic activities focused on the identification, collection, evaluation, preservation, restoration, exhibition, and /or interpretation of King County heritage. Duwamish Hill Preserve's Phase 2 project involves restoration, exhibition, and interpretation through creation of a "cultural garden" highlighting native plants in Puget Sound Salish culture, and through interpretation regarding traditional uses of plants by Native Americans. • Application is due September 9, 2015 and funds from this program are anticipated to be available in early 2016. 2
