SUBJECT: "Green the Green" Grant Application Submittal
ISSUE
Authorize the submittal of a grant application to the King County Flood Control District
Cooperative Watershed Management (CWM) Grant Program to fund riparian planting at a to-be-
determined location.

The CWM has issued a Request for Applications inviting qualified applicants to apply for available
grant funds through its "Green the Green" Grants for Stewardship and Revegetation for Chinook
Salmon Recovery grant. Current City policy requires approval by the appropriate Committee
before applying for grants.
DISCUSSION
The "Green the Green" grant is designed to fund projects that will "achieve forested riparian
buffers adjacent to the banks of the Green/Duwamish River, Soos Creek and Newaukurn Creek
(and their tributaries)." This grant opportunity is in line with WRIA 9's Salmon Habitat Plan and
Washington State Department of Ecology (DOE) findings of "unhealthy temperature and oxygen
conditions (in portions of these water bodies) that cause them to fail to meet Washington State
water quality standards. The DOE study determined that the "Green River and its tributaries need
tree shade to keep their waters from over-warming during the late summer and early fall".
A total of $250,000 is available through this program with a $50,000 minimum and $100,000
maximum grant award. Public Works will lead the application process with support from Parks
and the Department of Community Development. We are in the process of identifying the best
site(s) and devising a project that will score highly among the field of applications.
FISCAL IMPACT
Matching funds are not required, however, applications will receive additional points for providing
sponsor match or documenting the amount of additional funding gained due to using this funding
as a match. It is anticipated that up to $10,000 of Stormwater Funds may be offered as a City
match in the grant application in order to increase the likelihood of being awarded a grant.
RECOMMENDATION
Utilities Committee approval to submit a grant application to the King County Flood Control
District Cooperative Watershed Management's "Green the Green" Grant Program.

Grant funding is available for your riparian revegetation project within the
Green /Duwamish and Central Puget Sound Watershed (WRIA 9). A total of $250,000 is
available, with a $50,000 minimum and $100,000 maximum grant award. Funding is
provided through the King County Flood Control District Cooperative Watershed
Management Grant Program.
The WRIA 9 Salmon Habitat Plan promotes planting riparian areas to improve habitat
functions for salmon, in part because salmonids are extremely sensitive to changes in
water temperature. Washington State Department of Ecology recently determined
through studies that portions of the Green River, and Newaukum and Soos Creeks
exhibit unhealthy temperature and oxygen conditions that cause them to fail to meet
Washington State water quality standards. According to the study, the Green River and
its tributaries need tree shade to keep their waters from over - warming during the late
summer and early fall.
The WRIA 9 Watershed Ecosystem Forum is eager to assist local governments, special
purpose districts, schools, tribes, and non - governmental organizations in funding
projects that help improve conditions for salmon through tree planting in the
Green /Duwamish and Central Puget Sound watershed.

We are seeking grant applications for projects that will achieve forested riparian buffers
adjacent to the banks of the mainstem Green /Duwamish River, and Soos and
Newaukum Creeks (and their tributaries). Priority will be given to parcels identified as
critical and high on the Riparian Aspect Map. These projects could be implemented by
staff, professional crews, landowners, and /or volunteers. We anticipate that funding will
be available in November 2015, and all work must be completed by December 2018.
Eligible funding items include:

• Staffing time, including planning, landowner outreach and volunteer
and /or crew coordination
• Materials and supplies, including plants, tools and weed control
• Plant maintenance including watering, invasive management and plant
replacement
• Environmental education activities and /or training that are associated with
a planting event or ongoing stewardship
• Outreach materials and advertising costs for volunteer or landowner
events
• Plant monitoring, progress tracking and grant reporting
• Snacks for volunteers
The following criteria will be used to guide the decision about whether to fund your proposal:
• Project technical merit (50 pts; 41 pt minimum required):
o Your proposal will achieve a forested, riparian buffer (within 300 feet of the edge
of each bank), in areas of critical and high importance according to the Riparian
Aspect Map, and includes monitoring and reporting targets (0 -50 points).
• Certainty of Success (30 pts; 25 pt minimum required):
o Your proposal is important to do now (0 -15 points); and
o You demonstrate you are capable of implementing the proposal (0 -15 points).
• Jurisdiction and Community Support (20 pts; 17 pt minimum required):
o Your proposal improves community participation and support for salmon habitat
protection and restoration, and /or is consistent with local jurisdiction priorities and
land use policies (0 -20 points);
o Your proposal has matching funds or will be used to leverage additional funds.
Matching funds are not required; however, applications will receive additional
points for providing a sponsor match or documenting the amount of additional
funding gained due to using this funding as a match (up to 5 bonus points).

Requests should be consistent with the following policies:
Grants are within the designated funding amounts and have a high certainty of
success:
• Priority will be given to projects identified as critical or high on the Riparian
Aspect Map; and
• Projects should be able to be completed with the grant award or in combination
with other funds already in hand.
2. The projects must not be required as mitigation for other activities.
3. Projects must include at least two years of maintenance and be completed within
three years of award. Projects that have completed approved project activities
within the 36 -month timeline will be allowed up to an additional 12 months for

project maintenance and monitoring activities (for a total grant duration of up to
48 months).

Be sure to include in your project description the following items:
• The project or program scope, budget (including any leveraged funds) and proposed
schedule;
• The riparian area improvement that will result, including current and proposed
species and linear feet of shoreline;
• If your project includes education or volunteers, describe the scope, schedule,
outreach, and intended outcomes;
• Description of your certainty that the project will be successful;
• Description of how you will be contacting property owners;
• Review of the local jurisdiction land use policies and priorities; and
• Community support expressed for the project.

Your proposal will be evaluated using the criteria and grant policies listed above. Your
proposal must score at least the minimum points per criterion to be eligible for funding.
