(PST) The City of Tukwila (City) is issuing a Request for Proposals (RFP) to all qualified consultants to provide landscape design services to develop the Irrigation Pond Liner Project. The Irrigation Pond Liner Project will focus on the re- design of the irrigation pond and associated landscaping, the installation of a new pond liner and vegetation management, water clarity system, and connection with existing filter system and course irrigation pumps. Please review the full RFP following this notice. Three (3) paper copies and a CD of the Proposal, whether mailed or hand - delivered, must arrive at the address listed below no later than 5:00 p.m. (Pacific Standard Time) on Friday, September 11, 2015. The Proposals shall be limited to a maximum of twenty (20) pages, and in no smaller than 12 -point font and must be in a sealed envelope submitted to the address below. No submittal will be accepted after this date and time. The City will not be liable for delays in delivery of proposals due to handling by the US Postal Service or any other type of delivery service. (PST) General Information The City of Tukwila Parks and Recreation Department is seeking a landscape design consultant for the Irrigation Pond Liner Project at Foster Golf Links. Foster Golf Links (Foster) is an 18 -hole public golf course owned and operated by the City of Tukwila. It is located at 13900 Interurban Ave S, Tukwila WA 98168. Foster is situated along the meandering Duwamish River and includes play on both sides of the river. The course is known for being "flat and easy to walk" and was originally constructed in 1924 and opened for play to the public in 1925. Since then, Foster has gone through many improvements and continually strives to provide the best experience in public golf. Project Purpose This Request for Proposals is for golf course irrigation pond design services associated with the Foster Golf Links Irrigation Pond Liner Project. This project will focus on the re- design of the irrigation pond and associated landscaping, the installation of a new pond liner and vegetation management, water clarity system, and connection with existing filter system and course irrigation pumps. Preliminary Scope of Work The landscape design consultant selected for this project will be expected to provide services including, but not necessarily limited to, the following: • Site visit and kick -off meeting with City Staff • Consult with City Staff on the history and original construction of the irrigation pond • Provide Design /Construction documents for the re- design of the irrigation pond with associated land sculpting, landscaping, liner installation and water turnover system enhancements for improved water clarity • Provide all specification sections applicable to the construction and installation of the project (following American Public Works Association standards) • Bid Review, Analysis, Recommendation • Construction Observation • Project Management Proposal Submittal Requirements Proposals shall be no more than twenty paper (20) pages total (10 double -sided OR 20 single - sided pages) and include the following: • Discussion of the team's general approach to the project, and project plan identifying specific tasks and deliverables. • Estimated time involved to complete project. 2 TU KW I L.A. PARKS & RECREATION G000 HEALTHY FUN City of Tukwila — Parks & Recreation 12424 42nd Avenue South Tukwila WA 98168 • Brief biographies of key project team members, description of the team's experience and qualifications, and organizational chart for project responsibilities and supervision. • Examples of successful completion of recent similar projects (budget, scope of work, size, timeline). • At least three professional references, may include public agency or private sector (name, agency /organization, phone, email, and a brief description of the project). Project Timeline This design services project is expected to start as soon as a contract is negotiated with the successful candidate in September 2015. Soliciting bids for the construction project will begin November 2, 2015. Contractor selection and contract acceptance through City Council process will be December 2015 and into early January 2016. Construction will begin January 2016 and be completed no later than February 29, 2016. Estimated Project Budget The City of Tukwila Foster Golf Links has $50,000 budgeted for construction of this project. Selection Criteria Each submittal will be evaluated based on the following criteria: 1. Team's combined qualifications, and overall quality of submittal. 2. Experience with and successful completion of projects of similar size and complexity. 3. General knowledge of and specific experience related to golf courses. 4. Ability to undertake and complete project within timeline and budgetary constraints identified in this RFP. The City of Tukwila will review submitted Proposals based on the above selection criteria and the most qualified firm will be will be selected. Interviews may be conducted with top firms before a selection is made. The City of Tukwila's evaluation of the project teams' qualifications may include checking with references. Upon selection of the final firm, a detailed scope of work and contract will be negotiated. General Conditions • All materials and images developed during this project will belong to the City. • The City shall not be responsible for any costs incurred by the consultant in preparing, submitting, or presenting its response to this RFP. • The City reserves the right to request clarification of information submitted, to request additional information from the consultant, and may also request an interview with consultant(s). • The City reserves the right to reject any and all submittals, and to waive minor irregularities in any submittals. • The City reserves the right to award the contract to the next most qualified consultant, if the successful consultant does not execute a contract within thirty (30) days after notice of the award of the bid. 3 TUKWILA PARKS & RECREATION G000 HEALTHY FUN City of Tukwila — Parks & Recreation 12424 42nd Avenue South Tukwila WA 98168 • Any proposal may be withdrawn until the date and time set as the Closing Date for submittals. Any proposal not so timely withdrawn shall constitute an irrevocable offer, for a period of ninety (90) days, for the services described herein, or until one or more of the proposals have been approved by the City, whichever comes first. • In order to provide a consistent approach to the project, achieve economies of scale, and minimize disruption to City staff, the City expects to award this proposal to one consultant firm or team.
