Present: Chief Villa, Chris Partman, Laurie Clark, Jerry Thornton, Austin Hackett, John Lindsay, Jun Castillo
• Introductions —
• John Lindsay has lived in Tukwila for many years a retired teacher from Highline College. He is a
graduate of the Citizens' Academy. Has extra time and looking for opportunities to get involved
• Austin Hackett is a Staff Sgt. in the USMC Reserves. He is attending UW for a BA and moved to
Tukwila a couple years ago. Lives up near Military Rd.
• Minutes from 12/11/14, 1/8/15 and 2/12/15 meetings tabled due to lack of quorum.
• Chief's Update
• Plans to have the PD goals for the group by next meeting. They have not yet gone out to all the
department staff yet, but should next week.
• One emphasis areas for the Department has been leadership development. In the last year and a half
the Sgts. and above have been attending leadership training. The last group is enrolled currently.
• The Command Staff has been working on becoming a more cohesive leadership team with retreats and
workshops. Next week the Command Staff and all Supervisors will be coming together in a summit to
increase this movement and to have the entire team working towards the goals of the strategic plan.
• COPCAB Awards /Annual Report to the City Council.
• Wording for plaque for Art: In appreciation of 14 years of dedicated service.
• Discussion of 2015 Annual Plan
• Jerry's intent is to stimulate a more proactive & involved membership in the coming year by-
• Meeting our allotted membership category x category
• current member referrals
• Block Watch & Apartment Managers reps
• CERT training & Citizen's Academy as potential as potential membership sources,
• membership roster
• New member orientation- including participation in Citizens Academy

• Exploring how COPCAB can complement /integrate Tukwila Municipal Code, Committee
Bylaws, the Department's 2015 Goals, Strategic Plan to serve as a basis for,
• Membership establishing COPCAB's 2015 Goals,
• Consider interaction w/ appropriate COT Departments, Committees & Boards, Code
Enforcement, and Communications /TukTV...,
• Certify membership as per OPMA & Open Public Records training by HR
• Create task forces as appropriate
• Assist with survey distribution
• What about electronic? City has FB, web page. Also community festivals, e -mail,
web page. Consider keeping it as a standing survey so folks can fill it out any
time.... Possibly could become a "complaint form" if it is always up.
• Good of the Order
• Chief — presentation Monday before Council about our plan for policing in residential areas.
Tuesday night at Finance and Safety the Chief will be giving his quarterly report. He will
bring it to this group next month. Four events coming up — Annual report will be out in April.
• Chris — Open and Public Meetings training for next meeting. BECU shredding event April
18�h.
