HomeMy WebLinkAboutCOPCAB 2015-04-09 MinutesCity Of Tukwila Police Department An Accredited Agency COPCAB Minutes April 9, 2015 6:30pm- 8:00pm Jim Haggerton, Mayor Michael Villa, Chief of Police Present: Chief Villa, Chris Partman, Jerry Thornton, Austin Hackett, John Lindsay, Jun Castillo, Kim Karns • Welcome to Austin and John, new COPCAB members. • Minutes from 12/11/14, 1/8/15, 2/12/15 and 3/12/15 meetings approved. • Chief's Update • The Chief will be giving the annual report on Monday night's Council meeting, right before the COPCAB presentations • Staffing at 75 with one pipeline started and one in background. • It appears we will be sending a TPD officer to WSCJTC as a Tactical Officer. The state will reimburse salary and benefits. • Facilities — the process is still working and the City is still looking at a public safety building as a priority. • Survey is moving forward and is close to a final draft. • Chief Villa is working on a sub - committee of area chiefs on working better with the diverse communities in the area. They are looking to build a toolbox for area police departments to have available. After ideas are put into a document the goal is to have leaders from many different communities give feedback on the document and tools. Especially on what works and what does not. Some of these are things like nuts and bolts training and youth mentoring. • The focus of the City is the residential areas. The PD focus is on safety and crime reduction in residential areas. Several comments about how visible the PD has been in the neighborhoods from Kim and Jun. • Question about use of force policies and what determines an escalation. Response: The courts have laid that out and the rule is that force must be reasonable and based on: • Crime committed • Danger to others • Danger to officer • COPCAB Awards /Annual Report to the City Council. Fax (206) 431 -3688 • Good project with the group could be a public awareness campaign such as a poster and /or brochure • Diversity in applicants is a constant struggle for recruiting. Partly because people in many diverse communities do not want to apply.
