Tukwila, Washington 98188 Jim Haggerton, Mayor The following commissioners attended the regularly scheduled meeting of the Tukwila Civil Service Commission: Ron Johnston, Stephen Wheeler, and Bruce Paquette. Others in attendance were Deputy Police Chief Bruce Linton, Interim Fire Chief Chris Flores, Pat McCoy on behalf of the IAFF, and Kim Gilman, Civil Service Examiner. CALL TO ORDER 5:00 p.m. Chair Ron Johnston called the meeting to order. APPROVAL OF MINUTES The Chair asked if there were any corrections needed for the May 4th Commission Meeting minutes. No corrections were noted. GENERAL BUSINESS The chair welcomed newly appointed Civil Service Commissioner Bruce Paquette. Those in attendance congratulated Mr. Paquette on his appointment and thanked him for his offer of service to the Commission. POLICE DEPARTMENT BUSINESS Staffing Update Deputy Chief Linton reported that the Police Department is fully staffed with 76 commissioned officers. He noted that there are 2 lateral police officers, 1 entry police officer, and 1 records specialist currently in the background process. Deputy Chief Linton stated that there is a Police Commander test coming up on June 4`h, and a Police Sergeant Assessment Center scheduled for June 9th. Both resulting eligibility lists will be presented for certification at the July meeting. He also noted that he anticipates a Lateral Police Officer eligibility list to be presented at that time as well. FIRE DEPARTMENT BUSINESS Staffing Update Chief Flores reported that there are 2 Captain vacancies in the Department. Promotional interviews were recently held. An additional 2 entry -level firefighters are currently A City of u ila • 6200 Southcenter Boulevard • Tukwila, Washington 98188 Jim Haggerton, Mayor in the background process to backfill the vacancies left by the promoted Captains. Fire Battalion Chief List Chief Flores offered a list of 2 candidates for the Fire Battalion Chief position. Although 4 candidates applied, due to the sudden death of one candidate and one candidate not passing the Tactial exam, only 2 candidates made the list. Commissioners discussed the low number and consistency of practice when entry -lists have fallen below 3 candidates and the list was considered exhausted and terminated early. The Examiner confirmed that the Commissioner has certified similar promotional lists in the past when only a few candidates were ranked on the list. She noted that only 3 candidates were ranked on the last Fire Battalion Chief list (2013) and only 2 candidates on the Police Commander list (2012). MOVED BY JOHNSTON, SECONDED BY WHEELER THAT THE FIRE BATTALION CHIEF ELIGIBLITY LIST BE CERTIFIED. THE LIST WIL BE VALID FOR A PERIOD OF ONE YEAR, WITH THE OPTION TO EXTEND AN ADDITIONAL YEAR, COMMENCING ON JUNE 1, 2015 AND ENDING ON MAY 31, 2016, OR UNTIL DEPLETED. MOTION PASSED UNANIMOUSLY. Chief Flores thanked the commissioners for their decision not to terminate the entry -level firefighter eligibility list in January, and recommending that the Chief interview the last remaining candidate on that list. The Chief reported that he followed this recommendation and now this candidate is the top scoring probationary firefighter in the Academy. NEW BUSINESS Other News The Examiner confirmed that the next meeting will be held on July 6`h. This date does not conflict with the Saturday, Fourth of July holiday.
