HomeMy WebLinkAbout2015-01-23 Special Minutes - City Council RetreatCity of Tukwila City Council 2015 Council Retreat Meeting Summary January 23 -25, 2015 The Lodge at Suncadia 3600 Suncadia Trail Cle Elum, WA 98922 Facilitators: Sheri Willis and Steve Byers, The Athena Group Objectives: • To build relationships within the council team • To increase capacity of current council to work together effectively Friday, January 23, 2015 7:30 — 8:21 p.m. Craven Room PRESENT Kate Kruller, Council President, Joe Duffie, Dennis Robertson, Allan Ekberg, Verna Seal, Kathy Hougardy, Laurel Humphrey, Sheri Willis, Steve Byers Welcome and Introduction Council President Kruller welcomed participants to the 2015 Retreat. Ms. Willis and Mr. Byers gave opening remarks and stated that the individual interviews with Councilmembers had revealed the common theme of a desire to work more effectively together in order to better serve the community. They also shared that Councilmembers expressed great concern for code enforcement, public safety, and the City's residents. Activity: Building Common Ground This team - building exercise was focused on identifying personal attributes and recognizing others in the room that share them. Saturday, January 24, 2015 8:33 a.m. — 5:30 p.m. Craven Room PRESENT Kate Kruller, Council President, Joe Duffie, Dennis Robertson Allan Ekberg, Verna Seal, Kathy Hougardy, De'Sean Quinn, Laurel Humphrey, Sheri Willis, Steve Byers Activity: Understanding our Team Activity: Building Capacity Participants shared impressions from the day before and established norms for the day ahead. After a discussion of levels of commitment and risk, Councilmembers participated in individual, pair and group activities designed to understand emotional intelligence, individual and group strengths, and effective communication /collaboration. Activity. What's Possible when we Work Together The afternoon discussion focused on individual and group desires for the year ahead. Councilmembers discussed this in small groups, and the following items emerged: • Create /improve two -way communication between staff and citizens • Double restoration areas /river banks • Boat ramp • City Martin Luther King Day, Jr. celebration /acknowledgement • Acknowledge veterans • Dog Park • Increase number of residents that contact the City Council • Make Council proclamations • Start long -range master plan process (50 -100 year horizon, visioning for sustainability) • Introduce more Council- sponsored resolutions • Create a process /document for real, meaningful Council Budget- making • Finish SOPs • More City publicity related to the Sounders • Youth Council (incorporate in Council processes) • 4 Council Town Halls • Community livability • Residential revitalization • Community pride • Identify changes to residential component of Comp Plan • Open communication with residents • 531d Avenue construction • Walk & Roll Plan • More public participation • Dark skies policies • Farmers market/festivals /art walk • More independent business • Entertainment district • Tukwila Trolley • Boeing Access Road light rail stop • City parade • Veteran's policies Councilmembers reconvened in one group and Ms. Willis and Mr. Byers led them through a prioritization exercise addressing the list above. The following items scored the highest: Community livability Veteran's policies Youth Council Council Town Halls 531 Avenue Build -out Boeing Access Road light rail stop Councilmembers asked that these items be shared with Administrative staff in advance of a February 2 joint meeting regarding 2015 work items. 2 Sunday, January 26, 2015 8:00 a.m. — 9:20 a.m. Craven Room PRESENT Kate Kruller, Council President, Joe Duffie, Dennis Robertson Allan Ekberg, Verna Seal, Kathy Hougardy, De'Sean Quinn, Laurel Humphrey, Rachel Turpin Ethics Training with City Attorney City Attorney Rachel Turpin delivered a presentation entitled "Ethics for Elected Officials." Topics covered included: • Codification • Purpose of law • Prohibited conduct • Compensation and gifts • Restrictions after leaving service • Real -life scenarios • Board of ethics • Complaint process • Penalties • Public records 2015 Retreat Adjourned 9:20 a.m. 3
