Present: Chief Villa, Chris Partman, Jerry Thornton, John Lindsay, Jun Castillo, Kim Karns, Austin Hackett
• Minutes from 5/14/15 meeting approved.
• Community Relations Committee, Wendy Butterworth and Zach Anderson
• The purpose of the committee is to go into the community and show positive actions. They try to
target a range of age groups. This is members of the department going above and beyond the usual
services to the community to put names and faces to the uniforms and officers. Each year the
events have gotten bigger.
• Caroling
• Poster contest
• Food and Toy Drive
• Halloween candy for offs
• Summer Teen Kick -off
• Foster Career Fair
• Articles sent on a regular basis to the Tukwila Reporter
• This is an investment in public trust. It is starting to pay off.
• One thing COPCAB can do to help is to pass on information about these things and share it
through word of mouth and social media.
• Tour of Zach Anderson's recruiting area.
• Chief's Update
• No big changes since last month encouraged the group to use this time to discuss how COPCAB
members can assist TPD.
Question from Jerry: If the water department has an emergency, such as a "boil water alert" and
needs to send out people to put out door hanging tags could they contact the Explorer program?
Brain - storming ideas for volunteers who could be called.
• Discussion /decision about recommending a "City Employee" position as an addition to COPCAB.
• It is observed that City of Tukwila Employees have opportunities for input and assisting the PD
outside of COPCAB.
• The consensus was to not recommend an ordinance change

• Austin — Has a brief presentation on different mapping products out there.
• Jun — Was glad Wendy and Zach were able to attend, found them quite informative.
• Jerry — Zach mentioned Lexipol. Jerry will try to remember to bring information about it.
Per the Chief, this is a firm that provided policies, best practices and legal updates. This is
something our department is going to soon. The system sends out a • for the day. WSP has
a person who is working on access passes for emergency recover

Present: Deputy Chief Linton, Chris Pay Irian, Jerry Thornton, John Lindsay, Kim Karns, Austin Hackett
• Minutes from 6/11/15 meeting tabled due to lack of quorum.
• Chief's Update
• Currently at 79 officers, full budgeted staff plus 4 pipeline positions. Four are in training and there
are 3 additional candidates in the background process
• One records specialist done with background
• Tentative office for records manager position
• Anticipate a commander Dennis McOmber retiring at the end of the year, so keeping up on the
hiring process. There is a commander's list certified and also a Sgt. promotional list. The Chief
anticipates selecting a Sgt. soon.
• The 4th of July went fine in the eyes of the police department. There were a lot of fireworks, which
caused a lot of anxiety in people. There will be a presentation to Council about the 4th on Monday,
July 20th
• Yesterday Chief Villa went to a regional meeting for KC chiefs about building community
relationships. Each of the chiefs brought a community member and this was a great way to start
communication. TPD goes to the IRC to talk about law enforcement here in Tukwila and also
attend Civics classes at Foster HS. We are engaging now rather than trying to make connections
after there has been a crisis.
• Are there other PDs in the area with Citizen's Advisory Boards? That is not known
• COPCAB would like to see the menu of items generated by the KC Chiefs at the building
community meeting.

• Jerry — Handed out a list of Department of Justice (DOJ) Community Oriented Policing
(COP) websites, police community relations materials and a clipping from the "Council
Corner" in the Tukwila Reporter. Also discussed was the President's Report on 21st Century

• Staffing: Three new hires starting in the next 2 weeks, Joseph Wisniewski next ek; new
Records Manager Leon Richardson and Jenene Bessenger Records Specialist
• Tonight is the first showing of the "Straight out of Compton" movie at AMC in Westfield
Southcenter. There is a chance there could be problems, so extra officers are assigned to staff the
opening. PD has been working with the mall and theater to keep everyone safe with nine officers
assigned to Westfield. The Wall Street Journal says the movie producers are reimbursing theaters
for extra security. Aiv

• Chris — Change of Academy name to Community Police Academy, the group liked this idea.
Medical Marijuana ordinance will be discussed and voted on during next City Council
Meeting. Open and Public meetings training for next meeting.
