The following commissioners attended the regularly scheduled meeting of the'
Service Commission: Ron Johnston and Bruce Paquette. Others in attendancf
Chief Mike Villa, Interim Fire Chief Chris Flores, and Kim Gilman, Civil Sery

The Chair asked if there were any corrections needed for
the June 1st Commission Meeting minutes. No corrections
were noted.
The Chief reported that the Department is fully staffed and
that 4 entry -level Firefighters recently graduated the
Academy. The Department is in the process of filling 2
pipeline positions with the expectation that those 2
candidates will enroll in the September Academy. Chief
Flores noted that 2 Firefighters are currently out on long-
term disability and that l Firefighter is currently working
light duty.
POLICE DEPARTMENT BUSINESS
Flores tabled this agenda item to a future meeting.
Staffing Update Chief Villa reported that the Police Department is fully
staffed with 76 commissioned officers. He noted that there
are 2 lateral police officers, 1 entry police officer, and 1
records specialist currently in the background process. He
noted that there exists a vacancy for the Patrol
Administrative Assistant position and that the recruitment

for that position will be happening soon. Overall, he stated
that the Tukwila Police Department does not have the same
staffing issues that other agencies are currently facing (with
an average of 5 -10 vacant police officer positions per
agency). Commissioners inquired about Tukwila's success
with recent hiring efforts and being able to maintain full
staffing in the Department. Chief Villa responded that he
attributed the success to their decision in 2013 to devote
time and resources to the recruitment effort, mainly in
terms of assigning a recruitment officer and a detective to
devote 100% of their time to recruitment and
backgrounding police officer candidates. He also explained
that substantial work has gone into pre -hire screening and
testing to ensure that the Department is getting quality
officers that will contribute to the Department's mission,
The Civil Service Examiner presented two lists for
certification. Two candidates tested for the Police
Commander position. The test was held on June 4th and
was comprised of 3 exercises which were scored by 4
Assessors from outside Police agencies. The Department
expects to see one vacancy due to retirement over the next
year. There were five candidates that tested for the Police
Sergeant Assessment Center on June 9th. The Assessment
Center included 4 scored exercises evaluated by 8
Assessors from outside agencies. The Department
anticipates at least one vacancy at the Sergeant level once
the Commander position is filled.

CERTIFIED. THE LISTS WIL BE VALID FOR A

EXTEND AN ADDITIONAL YEAR, COMMENCING
ON JULY 6, 2015 AND ENDING ON JULY 5, 2016,
OR UNTIL DEPLETED. MOTION PASSED

Other News Chief Flores thanked the commissioners for their decision
not to terminate the entry-level firefighter eligibility list in
January, and recommending that the Chief interview the
last remaining candidate on that list. The Chief reported
that he followed this recommendation and this candidate
recently graduated at the top of his Academy class. Three
other Tukwila probationary firefighters received high
scores and numerous awards throughout the Academy.

It is the intent of Tukwila Fire Department Administration to discuss with the Civil Service
Commission at your next meeting the possibility of holding a joint promotional test with Kent
Fire RFA for the position of Fire Captain.
Both Kent Fire RFA's and Tukwila's current Captains' lists are set to expire on or about June 1,
2016, with projected testing for a new list sometime prior to that date. With the possibility of a
merger of the departments that would take effect 1/1/17, a joint test, with identical test
components and assessors, makes sense.
The thought is that each department would maintain individual lists that would be used to fill
position(s) in the respective departments up until the official merger, at which time the lists
would be merged (test scores would be applicable for a merged list due the identical testing and
scoring). If, for some reason, the merger does not happen then Tukwila would still have a valid
list.
It is expected that planning meetings would take place with the Operations Chiefs of each
Department, Kim Gilman from Tukwila and the Kent Civil Service Examiner to work out the
particulars prior to test planning and execution.

MEMORANDUM
TO: Civil Service Commissioners

DATE: August 28, 2015
SUBJECT: Entry -Level Police Officer Eligibility List - Early Termination
The purpose of this memo is to request the current eligibility list for the Entry- Police
Officer to expire early due to depletion of eligible candidates. The current list was
originally set to commence on April 10, 2015 and ending on April 9, 2016.
The reasons to expire the current list of four candidates stem from the following factors:
One candidate recently withdrew.
Two other candidates were considered for hire from the list.
• The last remaining eligible candidate has received a Chief's interview and was not
extended an offer of hire.
The Police Department Administration requests that the current eligibility list be
terminated effective September 8, 2015 in order for a new list to be generated and
certified.
