BACKGROUND The Waterworks Grant would be used for an engineering predesign report for providing sanitary sewers to the Allentown Phase III (S 11 5th 1h St _ S 113th St) neighborhood. The Allentown Phase I I I neighborhood is located above the Duwamish River at the north edge of Allentown (also known as Poverty Hill). There are approximately 50 tax parcels in the neighborhood and all of the occupied parcels are dependent on septic tanks and drain fields for treatment of the sewer waste water. Existing soils on the Allentown hill area prevent the adequate treatment of waste water. ANALYSIS King County Waterworks Grants would be used to develop a predesign report and cost estimate for providing sanitary sewers to the Allentown Phase III neighborhood. The predesign report will assist Tukwila in determining the feasibility of installing sanitary sewers to the Allentown Phase III neighborhood. FISCAL IMPACT The City of Tukwila has contracted with PACE Engineers to complete the King County application. The funds for the grant assistance are from the 2015 Annual Sewer Repair budget. RECOMMENDATION The Utilities Committee is being asked to approve the City's application for the King County Waterworks Grant Program 2015. Attachment: Waterworks Grant Program 2015 Request for Proposals W:\PW Eng\PROJECTS\A- SW Projects\Atown III - Poverty Hill (90140203)\Info Memo KC GRANT 09-11-15 - sb.docx KAM a a's am WaterWorks Grant Program King County Department of 2015 Request for Proposals Natural Resources and Parks Wastewater Treatment Division Overview In 2015, approximately $850,000 of grant funding will be available for projects benefiting water quality in the regional Wastewater Treatment Division (WTD) service area, in order to leverage and complement the water quality mission of King County's regional wastewater system. Non-profits, educational institutions or schools, cities, counties, special purpose districts, and tribes are eligible to apply for these grants; in order to promote partnerships for addressing water quality issues, these groups are encouraged to work together on projects. The minimum grant award is $5,000 and the maximum grant award is $500,000. Funding comes from the annual King County Wastewater Treatment Division operating budget, as established by the King County Council in accordance with the 2015/2016 Biennial Bud et Ordinance, Ordinance 17941: Section 110, Proviso P2. Funding Cycle Preference Area As announced by the County Executive, in 2015 the funding preference for WaterWorks will be projects focusing on the GreenlDuwamish watershed. Funding is not limited to projects in the Green/Duwamish; however, preference will be given to funding projects that align with this focus. Qualification Criteria To be eligible for these funds, projects must meet the following qualification criteria to be considered: • Create a benefit to or improvement of water quality within WTD's service area and benefit its ratepayers; and • Demonstrate that water quality benefits are related to WTD's regional water quality responsibilities. Projects must be located in or provide a clear and direct benefit to the King County WTD service area. Implementation Strength and Certainty of Success • Clearly stated project objectives • Clear goals and clear measures of project performance • Certainty of success in delivery • Cost effectiveness of the proposal • Long-term benefits and results 2. Community Involvement and Support • Meaningful community education, engagement, and participation that builds a stewardship ethic • Strength and diversity of community participants and partners Matching and equity and social justice (ESJ) are additional considerations in the review of proposals: • Matching — ability to leverage other resources, funding or in-kind donations • ESJ — how the project addresses the determinants of Who Can Apply The following entities are eligible to apply for WaterWorks grant funding, those not listed here (such as businesses) must partner with an eligible entity in order to use this funding: • Non-profits; including but not limited to 501(c)(3) organizations, associations, etc. • Educational institutions or schools Cities, counties, and special purpose districts Tribes How to Apply Please submit your application and supporting documentation via email to wqjgL.grantsLftin coun gov. Your completed application should include: Grant application document: • Project narrative • Unique project requests (if applicable) • Bonus questions (if applicable) • Project scope of work • Project budget • Signed applicant commitment statement Supplemental materials: • Map of the project location and area within the King County Wastewater Treatment Division service area benefitting from the project III Signed cover letter by a person authorized to approve a legal agreement with the County Attachments about your organization, describing its history and accomplishments Signed letters of support from project partners (if applicable) Evaluation and Review Process Complete applications will be forwarded on to the Grant Ranking Committee for review. The Grant Ranking Committee is composed of the following representatives: • 3 King County resident representatives • 1 water quality technical specialist • 3 Metropolitan Water Pollution Abatement Advisory Committee (MWPAAC) representatives • 2 King County Council representatives Applications will be scored and evaluated against others within the same funding level on the criteria described above (60% water quality benefits, 25% implementation strength and certainty of success, 15% community involvement and support). Funding recommendations will be made by reviewing the entire portfolio of proposed projects and will be forwarded by the King County Executive to the King County Council for final approval.
