Inspection Report
The purpose of this inspection was to evaluate the issues noted, to the extent that a reasonable
amount of time and conditions permit. The initial presumption is that all elements are adequate
and proper. Statements, representations or conclusions to the contrary are made only when the
inspecting engineer sees evidence which, in his judgment, indicates the existence of significant
deficiencies. The inspection is visual only and does not involve the opening or exposure of
elements concealed from view.
Wherever a deficiency of any kind is identified in this report, there is always a possibility that it
is associated with a larger, more serious, more extensive or more pervasive problem that is
hidden from view or is beyond the scope of this inspection. Consequently, you should take
whatever action is necessary to ensure that the full extent and implications of identified
deficiencies are known.
To fully understand the importance of any deficiency, you should obtain bids for its correction.
Bids for repairs vary widely, with high bids sometimes being five to ten times the amount of low
bids for the same work. You should always obtain at least three competitive bids.

Certain limitations apply to any inspection, including those diligently performed by a qualified
expert. The limitations on this inspection include any noted in the body of the report together
with those listed under "Limitations on Inspections" at the end of the report. We consider these
limitations unavoidable. If you make any use of the information contained in this report, it is
necessary that you understand and accept these limitations. IF THESE LIMITATIONS ARE
UNACCEPTABLE TO YOU, YOU SHOULD NOT RELY ON THE INFORMATION IN THIS
REPORT FOR ANY PURPOSE WHATSOEVER.
EVALUATIONS
NWINSPENGR /BECKMANCO
The westerly facing porches and nearby structures have experienced deterioration over the years.
The structural integrity of the facility is in need of repair to ensure the continued safety of the
property and the tenants.
Stairways exist at the north and south ends of the access porches on the west side of the building.
Each of the stairways is screened by a concrete masonry wall. Each of the CMU walls has a
vertical wide flange member down the middle and channel on each end. The steel members
extend from the roof to the top of a concrete foundation. Being rather high, the CMU wall is
susceptible to lateral movement. The interim lateral stiff leg supports on the northerly structure
have deteriorated and broken over the years, leaving the wall vulnerable to lateral movement
during high winds and seismic activity.
As a repair to provide adequate lateral support, l/4 "x1 -1/2" flat bar shall be welded to the steel
pipe column that supports the stairs and grouted into a joint between CMU blocks. The bars
shall be located at approximately third points in the vertical direction and near the outside edges
of the walls. This will require that four flat bars will be needed. The grouted end of the bar shall
extend into the CMU wall no less than two inches and its end shall deformed to provide
additional grip in the grouted joint.
The steel guardrails are connected to concrete landings by grouting their posts into the concrete
structure. The connections are deteriorated and have broken in several places. All deteriorated
connections shall be repaired in kind by cutting the steel post off a the bottom rail of the
guardrail. A new 1 "xl" steel tube shall then be grouted into the concrete landing and welded to
the existing guardrail.
Steel stair stringers consist of a fabricated channel girder. The girders are corroded in many
areas. However, their structural integrity has not been compromised. A few welds on the

southerly stair structure have broken and should be welded and possibly supplemented by adding
a gusset. All other stringers shall be cleaned and painted, as needed for maintenance.
The precast concrete stair treads have broken in several areas. like their stringers, their overall
structural integrity has not been compromised. All broken treads shall be cleaned, exposed
reinforcing steel shall be restored, and the treads shall be pointed and patched as needed.
The catwalk porches that serve the units have wooden floors supported by wooden framing. The
floors are covered with a material that is intended to be waterproof The absolute waterproofness
of the floor coverings is essential to the continuing structural integrity of the floors and
supporting framing. The porch structures are cantilevered out from the structure of the building,
rather than having supports at the outer ends. While a cantilevered structure tends to be more
aesthetically pleasing, it has some disadvantages: the floor/wall joint is more difficult to seal;
good drainage is more difficult to provide; it tends to be more flexible; deterioration can easily
extend into the structure of the building; and repairs tend to be more difficult.
The carpet covering is deteriorated and is not providing adequate protection for the wood
structure. The carpet material should be removed and replaced with a more contemporary type of
deck coating material. This effort may also require the replacement of the plywood decking,
depending on its current condition. The selection of the material should be at the option of the
owner and approved by the engineer.
The porch structures are enclosed with soffits underneath. Even when they are well ventilated,
soffits tend to retard drying of the structure and thereby promote decay and other damage. These
are not ventilated at all. I recommend that the soffits be removed for additional inspection of the
porch structures and reinstalled with ventilation at both ends of all joist cavities.

The purpose of this inspection was to evaluate recent repairs made to the stair structures and
nearby CMU walls, to the extent that a reasonable amount of time and conditions permit. The
initial presumption is that all elements are adequate and proper. Statements, representations or
conclusions to the contrary are made only when the inspecting engineer sees evidence which, in
his judgment, indicates the existence of significant deficiencies. The inspection is visual only and
does not involve the opening or exposure of elements concealed from view.
Wherever a deficiency of any kind is identified in this report, there is always a possibility that it is
associated with a larger, more serious, more extensive or more pervasive problem that is hidden
from view or is beyond the scope of this inspection. Consequently, you should take whatever
action is necessary to ensure that the full extent and implications of identified deficiencies are
known.
To fully understand the importance of any deficiency, you should obtain bids for its correction.
Bids for repairs vary widely, with high bids sometimes being five to ten times the amount of low
bids for the same work. You should always obtain at least three competitive bids.
Certain limitations apply to any inspection, including those diligently performed by a qualified
expert. The limitations on this inspection include any noted in the body of the report together
with those listed under "Limitations on Inspections" at the end of the report. We consider these

The CMU walls a the north and south stair structure locations have been stabilized by securing
the structures to the stairs. In my opinion, the walls are stable and reasonably safe.
The stair treads, guardrails, and stair stringers have been repaired. In my opinion, the stair
structures have been stabilized and repaired to a serviceable condition.
