Provide some clarification to indicate if this is a change of use from what was once a restaurant to mercantile "M" and "B" occupancy. Revise the use definitions to define the correct use of this space. Response: The original use of the building was coffee shop and retail. In addition the current licensed use is mini mart (i.e. seven eleven type). However, due to code violation and misrepresent of intended use by the business owners coupled with their actions prior to requesting a permit from the city of Tukwila has invoke additional use not so much as change of use. The proposed use shall be for dine -in and retail space as indicated on the plans. The definition on the plans were to indicate what new parking requirements must be met. Thus the component of the kitchen has one use; the retail space has another use; and the seating area consisting of 7 seats as per revised plans are indicated. Thus, the collective definitions and requirements of parking for specific uses is needed, as not to over inundate the business owner with unnecessary code encumbrance. Furthermore, the required parking is indicted per area usage. Correction 3. No further comments at this time. • • PLANNING DIVISION COMMENTS DATE: November 10, 2010 RE: Business License Application Shabelle Mini -Mart ADDRESS: 14822 Tukwila International Blvd Please review the following comments listed below. If you have any questions, Stacy MacGregor is the planner assigned to the file and can be reached at 206 - 433 -7166. 1. The business has a business license approved for a mini mart use and parking for 5 stalls. Increasing the parking requirement on the site will require improvements to the parking area that meet code. The history of lack of action in this regard requires us to insist that the improvements are complete before the business license will be approved for any use requiring more than 5 parking stalls. a. Parking for a mini -mart is at 1/300 sq ft. b. Parking for a restaurant depends on if the restaurant is take - out/fast food or dine -in. The primary determiner of restaurant type is type of dishes used. Fast food uses paper plates and dine -in uses glass plates. Describe the type of restaurant and how much business is expected to be generated from each type of use. c. Fast -food is parked at 1/50 sq ft and dine -in is 1/100 sq ft. 2. Based on the plans submitted, I am calculating parking areas as follows: i. Mini -Mart: 935 sq ft equals 3.12 stalls ii. Restaurant (includes food prep areas): Dine -in 4.44 stalls 3. 8 parking stalls are required for this layout with the proposed uses. 4. Complementary use allowance for parking is a director's determination and requires a permit application and fee. The scale of the "complimentary use" relative to the "principal use" does not meet our standard for a complimentary use. An application for a complimentary use allowance will likely be denied. 5. Revise the plans to require only 5 parking stalls or defer development of the project until parking improvements are made on the site and sufficient parking for the use is provided. 11, PERMIT COORD COPYI PLAN REVIEW /ROUTING SLIP ACTIVITY NUMBER: D10 -302 DATE: 04/08/11 PROJECT NAME: SHABELLE MINI MARKET SITE ADDRESS: 14822 TUKWILA INTERNATIONAL BL Original Plan Submittal X Response to Incomplete Letter # 1 X Response to Correction Letter # 1 Revision # after Permit Issued DEPARTMENTS: B i ding Division Public Works ❑ Fire Prevention Structural SP^ AWC 24 i ( Planning Division ❑ Permit Coordinator ❑ DETERMINATION OF COMPLETENESS: (Tues., Thurs.)
