The wall in which the door is to be cut is ttlt up concrete, with a pilaster at the ends of each tilt up panel. This door, which is approximately 3' x 7' may be cut in the concrete panel without any additional reinforcement being added. I have showed the location of the door on the attached sketch S1. The new stair will be designed by the manufacturer and we will review the shop drawing pror to submitted for permit as a deferred submittal. I have showed the foundation on sketch S2. He evidently did not reference our previous permit or felt that with the racking, the exiting would not have met previous codes. So we are now adding an additional exit thru the front wall with exterior stairs. Per Section 1007.1 exception 1, Accessible means of egress are not required in alterations to existing buildings and therefore also areas of refuge would not be required. The tenant has asked for a revision to the office configuration to move office to north wall and delete old office #1, and move door to Adams office and window. The revisions are clouded and flagged with number 2 revision dated 03- 07 -11. I trust this will answer Alan's concerns on the rack permit and will allow that permit to be issued. Thank you again for your work on this permit. Sincerely, David Kehle Encl. 4 sets CC: Alan Johannessen DK/dk 1916 Bonair Drive S.W. Under the previous codes that this tenant went under, the exiting from the warehouse did work with the one exit going through the office. The occupant load is 30 occupants for the warehouse and under the current revision the exiting has been improved by exiting through door number two into the first existing office and then out. Previously the exiting was through the rear office and down the hallway to the entry door. I have added the occupant load to the warehouse, shown the exit pathway, and revised the hardware on door two to be latchset in lieu of lockset. The revisions are clouded and flagged with number 1 revision. I trust this will answer your concerns and will allow the permit to be issued. Thank you again for the conversation. Since the project includes alterations to the existing plumbing system, the entire plumbing system must be brought up to the current standards as set forth in the Uniform Plumbing Code including installation of an approved backflow prevention on the domestic water supply to the building, fire prevention and landscape irrigation lines.. The City has determined that the subject building has deficiencies on domestic water service, fire prevention and landscape irrigation lines. a) Domestic Water Service A Reduced Pressure Principle Assembly (RPPA), previously called a Reduced Pressure Backflow Assembly (RPBA), shall be installed immediately downstream of the existing permanent water meter. Installation at another location requires the Public Works Director's approval. The RPPA shall be installed in a Hot Box/Rock or equal freeze protection enclosure anchored to a minimum 4" thick concrete pad. Public Woks strongly recommends a power supply for the freeze protection enclosure. Please specify on your plan backflow size, manufacturer, and model number and submit a cut sheet of the proposed device. Circle the backflow you plan to install. b) Fire Prevention The 10" fire line service for building B is shared with building C and has a single check valve in a vault between the two buildings on the south side; however, the backflow devise does not meet current Public Works standards and needs to be replaced with a Detector Double Check Valve Assembly (DDCVA) per attached City of Tukwila Detail WS -15. The Fire Department Connection (FDC) next to the vault is a double siamese and shall be replaced with Storx Knox Lock Box. Please note that plans for a retrofit design of a fire backflow must be prepared, stamped, signed and dated by a Level III certificate of competency holder or by a Washington State registered professional engineer. • • c) Landscape Irrigation There are some irrigation sprinkler heads around the building. The irrigation system looks to be connected to the water system at 1177 Andover Park West; however, Public Works has not received any of the required annual test reports for the existing DCVA. A separate letter addressing backflow deficiencies was mailed to Lezlie Plastino @ GVA Kidder Matthews. I have enclosed Development Bulletin C5 which spells out design and installation requirements for cross connection control. The Public Works Director will withhold issuance of this Tenant Improvement permit until the backflow issues for domestic water, fire prevention and irrigation are resolved or the Permit Center receives plans for items 1 a, 1 b and all the backflow test reports. Applicant can post a bond for items a), b) and c) in the amount equal to 150% of the design, installation, and testing cost of subject devices, together with a letter stating the installation by a certain date. The Public Works Director will withhold issuance of Kotis Design Tenant Improvement permit until the Permit Center receives plans for installation of items a) and b) or a bond for installation of an RPPA on he domestic water supply line and DDCVA on the fire prevention line. If you opt to install, you may install under a separate permit or under a revision to this Tenant Improvement permit D 10 -352 application. If you opt to install under the Tenant Improvement permit, you must supply the installation plans consisting of a schematic that clearly shows the locations of the domestic water meter in relationship to the property line(s) and the building, size of water meter(s) connection(s) to the water main, location of the fire suppression line with DDCVA, and service to the property together with a construction cost estimate to the Permit Center as a revision to the Tenant Improvement permit application. RPPA and DDCVA installation will trigger a Public Works Type C Construction Permit, which has a progressive fee. For a Type C permit, Public Works collects a base application and plan review fee ($250.00 plus 2.5% of construction cost for installation of the subject devices) when the application or revision to this TI is submitted. An additional 2.5% of construction cost for backflow installations will be assessed at the time of permit issuance. If you opt to bond for the installation, you must provide the following to the Permit Center: 1) an original design and installation estimate, 2) a bond for 150% of the design and installation cost, and 3) a letter stating your intent to install the backflow and upgrade the meter by a certain date. All of the water mains and service lines in the complex are private. -We do not have a record of any backflow test reports for this building. No RPBA on the domestic service. -The fireline connection (10") for building B is shared with building C and is a single check valve in a vault between the two buildings on the south side. Also in the vault just upstream of the check valve is two 4" connections for domestic water mains that feed the meters for buildings B &C. The pipe material of the domestic water mains looks like steel. The FDC next to the vault is a double siamese with no Storz adapter. - The private fire hydrants around the complex do not have Storz adapters on the pumper ports. Around building B there is one hydrant on the north side and one hydrant on the south side. - There are some irrigation sprinkler heads around the building. The irrigation system looks to be connected to the water service at 1177 APW. We do not have any test reports for the existing DCVA. In case you're wondering, the other building in the same complex (Building A) has been updated with a single RPBA for the domestic water main and a DCDA on the fireline. As the owner's local manager, we have been working with contractors and vendors to design the enclosure for the backflow devices. Fire Systems West, Merit Mechanical and Alexeev Construction Services have provided initial proposals for this work ( +/- $125,000). We request additional time to evaluate design alternatives and competitively bid the work set forth in your January 13 letter. We agree to diligently pursue this project and anticipate that it can be accomplished by August 31, 2011. The tenant improvement for Kotis Design is not related to the cross connection /backflow upgrades. The improvements that are being completed for Kotis include the extension of a 1/2" hot/cold water supply and drain lines from the front of their Premises eastwards, approximately 30' into the warehouse. We request issuance of permit numbers D10 -352 and PG11 -005, subject to the Building Department's Determination of Completeness Memo issued January 11, 2011. Please let us know if this is an acceptable temporary resolution for the issuance of permit D10 -352 and PG11- 005. I can be reached at 253 - 893 -1156 regarding these projects and our request for additional time to complete the vault upgrades.
