Per the International Building Code, International Mechanical Code, Uniform Plumbing Code and/or the National Electric Code, every permit issued by the Building Division under the provisions of these codes shall expire by limitation and become null and void if the building or work authorized by such permit has not begun within 180 days from the issuance date of such permit, or if the building or work authorized by such permit is suspended or abandoned at any time after the work has begun for a period of 180 days. That permit included a breezeway, connected to the garage, and "extending to the existing residence" (page A4). The footings for the breezeway posts were inspected and passed. But I did not have enough money to reroof the residence (my house) at that time and I did not want to cut a hole in the roof in the winter so 1 left that last section off. I stored the trusses and beams in my garage. But the inspector told me; in order to leave that last part of the breezeway unfinished and yet have the permit finalized, I would have to file a "Revision ". I filed the "Revision" as instructed. Subsequently, the inspector inspected the nearly complete breezeway and finalized permit #D09 -020. I assumed that I would be able to install that last section of breezeway when I could afford to reroof my house, since the Building Department had already approved its being built, and since 1 had been charged the City's fees and not been reimbursed the fees due for that section of breezeway. 1 feel it is wrong for the Building Department to demand that I get another permit, go through another review process, wait, however long, for that process, and, on top of which, pay a second time for something for which I already paid. An authorized representative of the United States government, the state of Washington, or any incorporated city, town, county, township, irrigation district, reclamation district, or other municipal or political corporation or subdivision of this state; 2. Officers of a court when they are acting within the scope of their office; 3. Public utilities operating under the regulations of the utilities and transportation commission in construction, maintenance, or development work incidental to their own business; 4. Any construction, repair, or operation incidental to the discovering or producing of petroleum or gas, or the drilling, testing, abandoning, or other operation of any petroleum or gas well or any surface or underground mine or mineral deposit when performed by an owner or lessee; 5.
