sewer connections, and properly fill or otherwise protect all basements, cellars, septic tanks, wells, and other
excavations. Final inspection approval will be determined by the building inspector based on satisfactory completion of
this requirement.
5: All plumbing and gas piping work shall be Inspected and approved under a separate permit issued by the Cityof Tukwila
Permit Center.
6: All electrical work shall be inspected and approved under a separate permit issued by the Washington State Department
of Labor and Industries (206/248- 6630).
7: VALIDITY OF PERMIT: The issuance or granting of a permit shall not be construed to be a permit for, or an approval of,
any violation of any of the provisions of the building code or of any other ordinances of the City of Tukwila. Permits
presuming to give authority to violate or cancel the provisions of the code or other ordinances of the City of Tukwila
shall not be valid. The issuance of a permit based on construction documents and other data shall not prevent the
Building Official from requiring the correction of errors in the construction documents and other data.

la: No record of sewer hook up with Val Vue Sewer District. I will contact Jeff
their inspector when sewer line is exposed. He would like to send a camera down line. A
private locator has followed the line just outside the north garage door.
lb: Russ the superintendent for water district 125 met with me oct. 18 and showed
me the shut off for our site and two other neighboring buildings shared meter. Russ said
that it is not necessary to cap or shut down the water. We have our own shut off on south
east corner of property as shown on site plan.
2. The 20 by 24 inch catch basin in the south east comer of the property will be
protected with a Streamguard Basin insert #3003 as requested.
3. After the building and slab are removed we plan to bring in fill dirt if necessary
and then 15+ yards of bark to prevent erosion. With regards to the buildings prior use as
a gas station in the summer of 1999 Global Environmental removed all six UST's. In
October 1999 the Department Of Ecology gave us a "No Further Action" determination.
4. Estimate included for removal and disposal of gas station and asphalt paving.
The building is a simple metal structure that will be scraped. The foundation appears to
be minimal so very little fill will be needed. Owners will cap sewer and water supply will
be shut oft Owners will spread bark after minimal amount of backfill is brought in.

State of Washington Department of Ecology (Ecology) Ecology appreciates your initiative in
pursuing this administrative option under the Model Toxics Control Act (MTCA).
Ecology's Toxics Cleanup Program has reviewed the following information regarding the United
Motors facility located at 13911 Pacific Highway South, Tukwila, WA:
1. Underground Storage Tank Closure Report - Former Gas Station - 13911 Pacific
Highway South - Tukwila, WA, 98168: Global Diving and Salvage,
Environmental Division; September 28, 1999.
The report listed above will be kept in the Central Files of the Northwest Regional Office
(NWRO) of Ecology for review by appointment only. Appointments can be made by calling
Central Records at the NWRO at (425) 649 -7190 or -7239.
Based upon the information in the reports listed above, Ecology has determined that, at this time,
the release of petroleum hydrocarbons into the soil and shallow unconfined groundwater no
longer poses a threat to human health or the environment.
Therefore, Ecology is issuing this determination that no further remedial action is necessary at
this site under MTCA, chapter 70.105D RCW. However, please note that because your actions
were not conducted under a consent decree with Ecology, this letter is written pursuant to RCW
70.105D.030(1)(i) and does not constitute a settlement by the state under RCW 70.105D.040(4)
and is not binding on Ecology.
Ecology's no further action determination is made only with respect to the release
identified in the report(s) listed above. This no further action determination applies only
to the area of the property affected by the release identified in the report at 13911 Pacific
Highway South, Tukwila, WA. It does not apply to any other release or potential release
at the property, any other areas on the property, nor any other properties owned or

1) The property is located in Tukwila, however, water and sewer services to the building are provided
by separate utility districts. Therefore, applicant needs to show on the site plan:
a) Location of the existing sanitary side sewer line, proposed capping location and obtain a
sewer capping permit from Val Vue Sewer District at (206) 242 -3236 and submit permit
copy to Public Works
b) Location of the water service including water meter location and obtain a water capping
permit from Water District #125 at (206) 242 -9547 and submit permit copy to Public Works.
2) Show location of existing catch basin at the SW property corner and how it will be protected during
demolition activities.
3) Please address erosion prevention and sediment control after building and slab demolition (see
attached PW Development bulletin C3). Please note that several years ago the subject site used to
be a gas station, so there is a possibility of contaminated soil on site. Applicant shall contact Public
Works if contaminated soil is encountered during demolition process.
4) Submit a construction cost estimate for site work associated with this demolition (mobilization,
sewer, water capping, temporary erosion/sediment control, filling in the hold after foundation slab is
removed), see attached Public Works Bulletin A2.

or the drilling, testing, abandoning, or other
operation of any petroleum or gas well or any
surface or underground mine or mineral deposit
when performed by an owner or lessee;
6. The sale or installation of any finished products,
materials, or articles of merchandise which are not
actually fabricated into and do not become a
permanent fixed part of the structure;
7. Any construction, alteration, improvement or
repair of personal property, except this chapter
shall apply to all mobile, manufactured housing. A
mobile /manufactured home may be installed, set
up, or repaired by the registered or legal owner,
by a contractor licensed under this chapter, or by
a mobile /manufactured home retail dealer or
manufacturer licensed under chapter 46.70 RCW;
8. Any construction, alteration, improvement, or
repair carried on within the limits and boundaries
of any site or reservation under the legal
jurisdiction of the federal government;
9. Any person who only furnished materials,
supplies, or equipment without fabricating them
into; or consuming them in the performance of, the
work of the contractor;
10. Any work or operation on one undertaking or
project by one or more contractors, the aggregate
contract price of which for labor and materials and
all other items is less than $500.00, such work, or
operations being considered as of a casual, minor,
or inconsequential nature. The exemption
prescribed in this subsection does not apply in all
instance wherein the work or construction is only a
part of a larger or major operation, whether
undertaken by the same or a different contractor,
or in which a division of the operation is made into

13. Any person working on his own property, whether
occupied by him or not, and any person working
on his residence, whether owned by him or not but
his exemption shall not apply to any person
otherwise covered by this chapter who constructs
an improvement on his own property with the
intention and for the purpose of selling the
improved property;
Owners of commercial properties who use their
own employees to do maintenance, repair, and
alteration work in or upon their own properties;
15. A licensed architect or civil or professional
engineer acting solely in his professional capacity,
an electrician licensed under the laws of the state
of Washington, or a plumber licensed under the
laws of the state of Washington while operating
within the boundaries of such political subdivision.
The exemption provided in this subsection is
applicable only when the licensee is operating
within the scope of his license;

prequalified as requited by chapter 13 of the Laws
of 1961, Rcw ,4748.079,4 ' ith the department of

reconstruction, or work.
