PERMIT CONDITIONS:
1: ** *BUILDING DEPARTMENT CONDITIONS * **
2: No changes shall be made to the approved plans unless approved by the design professional in responsible charge and the
Building Official.
3: All permits, inspection records, and approved plans shall be at the job site and available to the inspectors prior to
start of any construction. These documents shall be maintained and made available until final inspection approval is
granted.
4: When special inspection is required, either the owner or the registered design professional in responsible charge,
shall employ a special inspection agency and notify the Building Official of the appointment prior to the first
building inspection. The special inspector shall furnish inspection reports to the Building Official in a timely manner.
5: A final report documenting required special inspections and correction of any discrepancies noted in the inspections
shall be submitted to the Building Official. The final inspection report shall be prepared by the approved special

7: All construction shall be done in conformance with the approved plans and the requirements of the International
Building Code or International Residential Code, International Mechanical Code, Washington State Energy Code.
8: Remove all demolition rubble and loose miscellaneous material from lot or parcel of ground, properly cap the sanitary
sewer connections, and properly fill or otherwise protect all basements, cellars, septic tanks, wells, and other
excavations. Final inspection approval will be determined by the building inspector based on satisfactory completion of
this requirement.
9: All construction noise to be in compliance with Chapter 8.22 of the City of Tukwila Municipal Code. A copy can be
obtained at City Hall in the office of the City Clerk.
10: VALIDITY OF PERMIT: The issuance or granting of a permit shall not be construed to be a permit for, or an approval of,
any violation of any of the provisions of the building code or of any other ordinances of the City of Tukwila. Permits
presuming to give authority to violate or cancel the provisions of the code or other ordinances of the City of Tukwila
shall not be valid. The issuance of a permit based on construction documents and other data shall not prevent the
Building Official from requiring the correction of errors in the construction documents and other data.

which proceeds prior to that date is at the risk of the applicant.

As requested, Associated Earth Sciences, Inc. (AESI) has completed a limited geotechnical
engineering study of the failed rockery. This letter - report summarizes our observations, and
provides our geotechnical engineering recommendations related to repairing the rockery. This
letter- report has been completed in accordance with local standards of practice in the field of
geotechnical engineering for specific application to this project by Security Properties, Inc. and
its agents. No other warranty, express or implied, is made. Our work was completed in
general accordance with our scope of work and cost proposal dated May 6, 2011. We were
verbally authorized to proceed.
SITE DESCRIPTION
The Village at South Station complex is crossed by a drainage feature that flows generally from
the northwest to the southeast. We understand that this drainage feature is considered by the
City to be a critical area, with attendant limitations on construction activity in adjacent areas.
The drainage feature has a native growth buffer that is heavily overgrown with blackberries.
Buildings of the complex near the rockery failure are at the edge of the buffer for the drainage
feature. The buildings near the rockery failure are up to approximately 8 feet higher than the
adjacent drainage feature, and the grade separation is achieved with rockeries. The rockeries
appear to be typical construction with sound rock materials.

building. The rockery rocks in the affected area had displaced into the native growth buffer
along with some of the soil they had retained. The failure has encroached on the building
foundation at the corner of the building exposing about 12 to 18 inches of the stem wall for a
distance of about 6 feet west of the northeast building corner. The remaining soils exposed in
the failed area were wet and oversteepened. The grounds person had covered the area in sheet
plastic after the failure was discovered. Some of the rocks on the margins of the failure area
were undermined and loosened.
The failure was likely related to the downspout at the northeast corner of the building. The
remnants of the subgrade portion of the downspout tightline were observed to be broken and
deteriorated. It is likely that heavy rain flow was directed to the leaky, deteriorated downspout
drain, saturating the soils behind the rockery and causing the failure.
Very little of the foundation and stem wall of the building were exposed by the failure. We did
not observe any indication that the rockery failure was increasing in size or that the building
foundation was in immediate risk of undermining. The failed area had been covered in plastic
to reduce the potential for further soil erosion.
We completed a sketch of the failed rockery area, which is included with this report as
Figure 1. No subsurface explorations were completed as part of this study. The rockery
failure resulted in exposure of soils in the failure face or "scarp ". The exposed soils appeared
to consist of loose to medium dense fill material that was likely placed at the time the adjacent
building was constructed. We were able to observe soils at footing elevation of Building A
adjacent to the rockery failure by using a hand probe, and found the soils immediately adjacent
to the footing to be medium dense, and consistent with compacted structural fill based on
evaluation with the hand probe.
PROJECT DESCRIPTION
The failed section of the rockery has exposed a portion of the foundation of Building A, as
well as steeply sloping remaining soils within the support zone of the footing. It is important
to repair the failed portion of the rockery to reduce the potential for further degradation of the
soils that support the building foundations. Access to restore the failed section of rockery is
limited by the adjacent drainage course and its buffer, and by sloping, wooded terrain.
Because of the site access constraints, the owner and contractor have selected a project
approach that calls for rebuilding the rockery using the existing rockery rocks, backfilling the
rockery with crushed quarry spalls and ballast, and restoring a working roof downspout drain
to the northeast corner of Building A.
GEOTECHNICAL ENGINEERING RECOMMENDATIONS
We recommend that the existing rockery rocks be retrieved to allow access for preparing the
subgrade below the new rockery facing. Any existing rockery rocks that have not already been
displaced but which are undermined should also be removed. The bearing surface for the

rockery rocks should be cleaned of wet, loose, and displaced soils to expose suitable bearing
materials. If the exposed materials are soft, removal of soft soils might be limited by concerns
for the adjacent drainage course. To the extent that any loose soils can be removed, we
recommend that course of action. Where removal of soft soils is not possible, we recommend
improving the subgrade below the new rockery facing by placing and compacting Quarry
Spalls (WSDOT Standard Specifications 9 -13.6) to establish a firm and unyielding subgrade
capable of supporting the plamied rockery facing. The rockery should be provided with a
functional drain consisting of a 4 -inch minimum diameter rigid perforated pipe placed at the
base of the lowest course of rockery rocks. The drainpipe should be connected with drainpipes
that are assumed to exist behind portions of the existing intact rockery that will remain. The
rockery should be backfilled with Quarry Spalls or 2 -inch "Railroad Ballast" (2 -inch crushed
rock with minimal fines) tamped into place with the excavator bucket between the existing soil
face and the back of the rockery rocks. We do not recommend the use of compacted soil
"structural fill" behind the rockery. All fill placed to restore grades should consist of Quarry
Spalls or railroad ballast. The Quarry Spalls or railroad ballast may be capped with a woven
geotextile fabric such as Mirafi 500x and up to 1 foot of topsoil to allow landscaping of the
finished repair, if desired.
The rockery should be constructed in a manner consistent with locally accepted standards of
practice for rock wall construction. One example of local standards of practice is the
Associated Rockery Contractors (ARC) Rock Wall Construction Guidelines, August 15, 2000.
DRAINAGE CONSIDERATIONS
The downspout at the northeast corner of Building A should be provided with a working
discharge pipe. We recommend that the drain line for the downspout not be combined with
other drains, and that the new discharge pipe be laid out such that it is in an area protected
from likely sources of damage. The pipe should be provided with cleanouts at 50 -foot
intervals. Inspection and clean out of the discharge line should be a routine part of the grounds
maintenance activities. It seems likely that failure of the discharge line for the northeast
downspout of Building A was a primary cause of the existing rockery failure, and if the
discharge line becomes damaged or plugged in the future the conditions that caused the existing
rockery failure may re- occur.
In addition to the downspout discharge line, establishing effective drainage of the repaired
rockery is also important. We anticipate that the existing rockery was constructed with a drain
line, and we recommend that the existing drain line be examined and cleaned or repaired as
needed to function as it was originally intended. The repaired rockery section should be
provided with a new drain that connects to the existing systems on either side of the repair area
after they are brought into working order.

Rockery Failure
CONSTRUCTION SERVICES
This letter - report is based on limited evaluation of surface conditions exposed at the time of
our site work. The proposed construction project will expose bearing soils for the repair to the
rockery facing, and may also expose additional support soils for the existing building
foundations. We recommend that we be allowed to observe completion of the rockery repair.
By observing completion of the repair, we can verify that the subsurface conditions that are
encountered are consistent with our earlier observations, and with the conditions we assumed
in preparing our recommendations. If any unexpected conditions are encountered, we would
be available to help identify them and assist in formulating plans to address them in a timely
manner. Observation of construction of the rockery repair is not included in our currently
authorized scope of work. We are available to provide a scope of work and cost estimate for
construction phase services on request.
