PERMIT CONDITIONS: 1: ** *BUILDING DEPARTMENT CONDITIONS * ** 2: No changes shall be made to the approved plans unless approved by the design professional in responsible charge and the Building Official. 3: All mechanical work shall be inspected and approved under a separate permit issued by the City of Tukwila Permit Center (206/431- 3670). 4: All permits, inspection records, and approved plans shall be at the job site and available to the inspectors prior to start of any construction. The final inspection report shall be prepared by the approved special inspection agency and shall be submitted to the Building Official prior to and as a condition of final inspection approval. 8: New suspended ceiling grid and light fixture installations shall meet the non - building structures seismic design requirements of ASCE 7. 9: Partition walls that are tied to the ceiling and all partitions greater than 6 feet in height shall be laterally braced to the building structure. 10: All construction shall be done in conformance with the approved plans and the requirements of the International Building Code or International Residential Code, International Mechanical Code, Washington State Energy Code. 11: There shall be no occupancy of a building until final inspection has been completed and approved by Tukwila building inspector. No exception. 12: Remove all demolition rubble and loose miscellaneous material from lot or parcel of ground, properly cap the sanitary sewer connections, and properly fill or otherwise protect all basements, cellars, septic tanks, wells, and other excavations. Final inspection approval will be determined by the building inspector based on satisfactory completion of this requirement. 13: Ventilation is required for all new rooms and spaces of new or existing buildings and shall be in conformance with the International Building Code and the Washington State Ventilation and Indoor Air Quality Code. 14: All plumbing and gas piping work shall be inspected and approved under a separate permit issued by the City of Tukwila Building Department (206- 431 - 3670). 15: All electrical work shall be inspected and approved under a separate permit issued by the City of Tukwila Building Department (206- 431 - 3670). 16: VALIDITY OF PERMIT: The issuance or granting of a permit shall not be construed to be a permit for, or an approval of, any violation of any of the provisions of the building code or of any other ordinances of the City of Tukwila. Permits presuming to give authority to violate or cancel the provisions of the code or other ordinances of the City of Tukwila shall not be valid. The issuance of a permit based on construction documents and other data shall not prevent the Building Official from requiring the correction of errors in the construction documents and other data. 17: ** *FIRE DEPARTMENT CONDITIONS * ** 18: The attached set of building plans have been reviewed by the Fire Prevention Bureau and are acceptable with the following concerns: 19: The total number of fire extinguishers required for a light hazard occupancy with Class A fire hazards is calculated at one extinguisher for each 3,000 sq. ft. of area. The extinguisher(s) should be of the "all purpose" (2A, 10 B:C) dry chemical type. The travel distance to any extinguisher must be 75' or less. (IFC 906.3) (NFPA 10, 3 -2.1) 20: Portable fire extinguishers, not housed in cabinets, shall be installed on the hangers or brackets supplied. Hangers or brackets shall be securely anchored to the mounting surface in accordance with the manufacturer's installation instructions. Portable fire extinguishers having a gross weight not exceeding 40 pounds (18 kg) shall be installed so that its top is not more than 5 feet (1524 mm) above the floor. Hand -held portable fire extinguishers having a gross weight exceeding 40 pounds (18 kg) shall be installed so that its top is not more than 3.5 feet (1067 mm) above the floor. The clearance between the floor and the bottom of the installed hand -held extinguishers shall not be less than 4 inches (102 mm). (IFC 906.7 and IFC 906.9) 21: Fire extinguishers shall not be obstructed or obscured from view. In rooms or areas in which visual obstruction cannot be completely avoided, means shall be provided to indicate the locations of the extinguishers. (IFC 906.6) 22: Extinguishers shall be located in conspicuous locations where they will be readily accessible and immediately available for use. These locations shall be along normal paths of travel, unless the fire code official determines that the hazard posed indicates the need for placement away from normal paths of travel. (IFC 906.5) 23: Fire extinguishers require monthly and yearly inspections. They must have a tag or label securely attached that indicates the month and year that the inspection was performed and shall identify the company or person performing the service. Every six years stored pressure extinguishers shall be emptied and subjected to the applicable recharge procedures. If the required monthly and yearly inspections of the fire extinguisher(s) are not accomplished or the inspection tag is not completed, a reputable fire extinguisher service company will be required to conduct these required surveys. (IFC Chapter 10) 26: Door handles, pulls, latches, locks and other operating devices on doors required to be accessible by Chapter 11 of the International Building Code shall not require tight grasping, tight pinching or twisting of the wrist to operate. (IFC 1008.1.8.1) 27: Exit hardware and marking shall meet the requirements of the International Fire Code. (IFC Chapter 10) 28: Aisles leading to required exits shall be provided from all portions of the building and the required width of the aisles shall be unobstructed. (IFC 1013.4) 29: Maintain sprinkler coverage per N.F.P.A. 13. Addition/relocation of walls, closets or partitions may require relocating and/or adding sprinkler heads. (IFC 901.4) 30: Sprinklers shall be installed under fixed obstructions over 4 feet (1.2 m) wide such as ducts, decks, open grate flooring, cutting tables, shelves and overhead doors. (NFPA 13- 8.6.5.3.3) 31: All new sprinkler systems and all modifications to existing sprinkler systems shall have fire department review and approval of drawings prior to installation or modification. New sprinkler systems and all modifications to sprinkler systems involving more than 50 heads shall have the written approval of Factory Mutual or any fire protection engineer licensed by the State of Washington and approved by the Fire Marshal prior to submittal to the Tukwila Fire Prevention Bureau. No sprinkler work shall commence without approved drawings. (City Ordinance No. 2050). 32: Maintain fire alarm system audible /visual notification. Addition/relocation of walls or partitions may require relocation and/or addition of audible /visual notification devices. (City Ordinance #2051) 33: All new fire alarm systems or modifications to existing systems shall have the written approval of The Tukwila Fire Prevention Bureau. No work shall commence until a fire department permit has been obtained. PART 2 - PRODUCTS 2.1 BONDING FOR TELECOMMUNICATIONS A. A Telecommunication Ground Busher (TGB) shall be provided in the IT Room by the Electrician, and shall be bonded by the Electrician to the Equipment Ground Bus in the nearest Electrical Panel, and to Building Steel if available. B. The Data/Voice Contractor shall provide #6 AWG Copper Green Insulated conductor, with 2 -hole irreversible compression lugs, to bond the hinged equipment rack to the TGB. Acceptable manufacturers for the lugs are Burndy, Panduit, or Thomas & Betts. C. A minimum of 1 ft. separation shall be maintained between this insulated conductor and any DC power cables, switchboard cable, or high frequency cables, even when isolated by metallic conduit or EMT. PART 3 - EXECUTION 3.1 APPLICATION A. All bonding conductors and connections shall be listed for the purpose intended and approved by a Nationally Recognized Testing Laboratory (NRTL). B. All bonding conductors shall have green insulation and be copper. The minimum bonding conductor size shall be a No. 6 AWG. C. Route ground conductors to provide the shortest, most direct path from point to point. Avoid sharp bends, rather use sweeping bends for direction changes. Neatly route conductor on backboard with cable management clips at 2' maximum intervals. D. Bonding conductors should not be placed in ferrous metallic conduit. If it is necessary to place bonding conductors in ferrous metallic conduit that exceed 3 ft in length, the conductors shall be bonded to each end of the conduit with a conductor sized as a No. 6 AWG, minimum (this makes the conduit a parallel path with the cable). As -built Record Floor Plan. 1.5 QUALITY ASSURANCE A. Electrical Components, Devices, and Accessories: Listed and labeled as defined in NFPA 70, Article 100, by a testing agency acceptable to authorities having jurisdiction, and marked for intended use. B. Warranty: 1. Materials and workmanship hereinafter specified and furnished shall be fully guaranteed by The Contractor and the Manufacturer of the Cabling System installed, for a minimum of twenty (20) years from transfer of title against any defects. Defects which may occur as the result of faulty materials or workmanship within twenty years after installation and acceptance by The Owner shall be corrected by The Contractor at no additional cost to The Owner. The Contractor shall promptly, at no cost to The Owner, correct or re- perform (including modifications or additions as necessary) any nonconforming or defective work within twenty years after completion of the project of which the work is a part. The period of The Manufacturer's warranty(ies) for any items herein are not exclusive remedies, and The Owner has recourse to any warranties of additional scope given by The Contractor to The Owner and all other remedies available at law or in equity. The Contractor's warranties shall commence with acceptance of/or payment for the work in full. 2. If The Contractor procures equipment or materials under the Contract, The Contractor shall obtain for the benefit of The Owner equipment and materials warranties against defects in materials and workmanship to the extent such warranties are reasonably obtainable. This warranty shall in no manner cover equipment that has been damaged or rendered unserviceable due to negligence, misuse, acts of vandalism, or tampering by The Owner or anyone other than employees or agents of The Contractor. The Contractor's obligation under its warranty is limited to the cost of repair of the warranted item or replacement thereof, at The Contractor's and/or Manufacturer's option. Insurance covering said equipment from damage or loss is to be borne by The Contractor until full acceptance of equipment and services. In the event The Contractor ceases to exist or to do business in the fashion of this project during the 20 -year warranty period, and a warranty claim arises, The Manufacturer backing and providing the 20 -year warranty shall contract with a replacement contractor which is certified by said Manufacturer, to perform necessary repair and/or replacement work under the 20 -year warranty program. This replacement and repair shall be at no cost to The Owner. C. Manufacturers: 1. Only manufacturers and part numbers shown as approved in each product category below are acceptable. PART 2 - PRODUCTS 2.1 MOUNTING ELEMENTS A. J- hooks: 1. J -hook cable hangers shall be specifically designed and manufactured for high performance network cabling systems. They shall have an extra wide base to provide cable support on a flat surface, eliminating kinking, bending and crimping of the network cable. 2. Provide at maximum 60" intervals to support cables above ceilings. Attach independently to building structure, keeping cables a minimum 12" above ceilings. 3. Size according to manufacturer's maximum fill capacity, leaving 30% capacity available for future cable adds. 4. As manufactured by Erico /Caddy "CAT" series, or equivalent by B -Line or Panduit. B. Backboard: 3/4 -inch, painted plywood to be provided on one wall of IT Room by GC / Carpenter. C. Equipment Rack: Wall- mount, hinged, designed for telecommunications equipment support. 20 RU (35 ") usable mounting height, with 19" mounting, 20" depth. Hoffman # E19SWM20U20. 1. Secure equipment rack to plywood backboard via appropriate anchoring hardware. 2. Mount Rack so top is at 7.5' AFF. 3. Neatly route 5' service loop of Data and Voice cables on Plywood backboard, via D -Ring supports, before cables enter rack and terminate on Patch Panels. 4. Provide 2" EMT Sleeve vertically down through acoustic ceiling, deburr both ends of sleeves and provide nylon bushings both ends. Securely anchor sleeve to wall or building structure. All Data/Voice cables are to route down through this sleeve to the wall-mount equipment rack. 2.2 TWISTED -PAIR CABLES, CONNECTORS, AND TERMINAL EQUIPMENT A. UTP Cables for Data and Voice: Category 6 per TIA/EIA- 568 -C.2. 1. Blue jacket color for Data and Voice. 2. Conductors: Solid copper, No. 23 or 24 AWG. 3. Four, thermoplastic - insulated, individually twisted pairs of conductors; color - coded; enclosed in PVC jacket. 4. Non - Plenum. 5. UTP Cable Connecting Hardware: Comply with TIA/EIA- 568 -C.2. IDC type, using modules designed for punch -down caps or tools. 1. Jacks: Category 6 per TIA 568 -C, color to match faceplates. 2. Faceplates: a. White in color, unless otherwise directed by Architect b. Must include top and bottom labels with manufacturer - provided clear plastic cover inserts to keep labels in place long term. Faceplates without integrated label fields are not acceptable. c. Provide with minimum one spare port at each location, with blank insert in the spare port. Blank insert shall match color of faceplate. 3. Modular Furniture Mounting: a. Provide split stainless steel faceplate with 1" diameter grommetted opening at wall, to route cables to furniture. b. Provide as required, surface -mount box (SMB) in same color as faceplates with minimum 2 ports. Attach SMB to furniture; do not leave it dangling or resting on floor. c. Where possible route cables inside systems furniture wireways designed for that purpose. In cases of furniture not having a wireway, neatly route and attach cables to furniture to keep it up off of the floor. 4. Provide black spiral wrap, Panduit # T50F -CO, around any exposed cables in the work area spaces. 5. Patch Panel: Category 6, 110 -IDC type connectors on rear of panel, 48- ports. If field populated (with individual jacks) type panel is provided, it must be fully loaded with (48) Category 6 jacks. 6. Patch Cords: Owner furnished and installed. 2.3 SLEEVES / FIRESTOPPING A. At walls that are specified to be built to deck, provide sleeves for all cable penetrations. Sleeves shall be field- fabricated from EMT conduit, size as required. De -burr both ends of sleeves and provide nylon bushings on both ends to prevent cable damage during cable installation. Securely fasten sleeves to walls. B. Contractor shall properly fire -stop per requirements of AHJ, sleeves at walls that are scheduled to be fire- or smoke- rated. Exterior of sleeves shall be fire - stopped with appropriately rated caulking, and inside sleeves shall be fire-stopped with appropriately rate d, re- usable , putty. Hardening caulking materials shall not be used inside sleeves due to resulting damage to cable jackets when future adds / changes are required. All fire stop material shall be by a single manufacturer and shall comply with the following: 1. ASTME-814, Standard Method of Fire Tests of Through- Penetration Fire Stops. 2. UL 1479, Fire Tests of Through- Penetration Fire stops. 3. U.L. Fire Resistance Directory: Through Penetration Fire Stop Devices (XHCR) and Through Penetration Fire stop Systems ()CHEZ). 4. ULC List of Equipment and Materials, Vol. II. 5. Designs selected for installation shall provide a fire resistance rating at least equal to the hourly resistance rating of the floor, wall or partition into which the fire stop design will be installed. 6. Fire stop systems and materials shall not require special tools for installation and shall not emit hazardous, combustible or irritating fumes during installation, curing or use. 7. When more than one fire stop design is applicable, individual product characteristics should be evaluated for secondary benefits in performance, e.g. environmental/water sealing, or ease of installation or modification. 8. Installation shall conform to requirements of qualified designs or manufacturer approved modification, as supported by engineering reports and accepted by the Authority Having Jurisdiction (AHJ). 9. Manufactured assemblies and material formulations shall be prepared under a third party monitored Quality Control Program, e.g., U.L. Follow -up Service. 10. Fire stop products shall be as manufactured by Hilti, 3M, or STI. 2.4 IDENTIFICATION A. Patch Panel: Provide a machine printed adhesive label on the patch panel, with the letter "A." This format would allow for a future patch panel to be labeled `B." B. Faceplate Labels: Machine printed with clear plastic covers to keep labels affixed long -term. Outlet jacks are labeled according to the Patch Panel port the corresponding cable goes back to: For example: The outlet with its cable terminating on the first port of the patch panel is to be labeled A -01. The outlet with its cable terminating on the 24th port of the patch panel is to be labeled A -25. Hand written labels shall not be acceptable. C. Clearly and legibly mark on a clean As -Built floor plan print, the outlet labels next to each outlet. This must be completed and delivered MINIMUM 1 -WEEK PRIOR TO OCCUPANCY PERMIT, in both of the following formats: 1. Attach a hard copy of the As -Built to the equipment rack 2. E -mail a copy of the As -Built to both: a. RDollnameritkc.com b. Nathan.Russellna,idealimage.com PART 3 - EXECUTION 3.1 EXAMINATION A. Examine pathway elements intended for cables. Check raceways, sleeves, and other elements for compliance with space allocations, installation tolerances, hazards to cable installation, and other conditions affecting installation. Proceed with installation only after unsatisfactory conditions have been corrected. 3.2 INSTALLATION A. Install cables using techniques, practices, and methods that are consistent with Category 6 rating of components and that ensure Category 6 performance of completed and linked signal paths, end to end. B. Install cables without damaging conductors or outer jacket. Any damaged cables shall be replaced at no additional cost to the Owner. C. Do not bend cables, in handling or in installing, to smaller radii than minimums recommended by manufacturer. D. Pull cables without exceeding cable manufacturer's recommended pulling tensions. 1. Pull cables simultaneously if more than one is being installed in same raceway. 2. Use pulling compound or lubricant if necessary. Use only compounds that will not damage conductor or insulation. 3. Use pulling means, including fish tape, cable, rope, and basket -weave wire or cable grips, that will not damage media or raceway. E. Install exposed cables parallel and perpendicular to surfaces or exposed structural members and follow surface contours where possible. F. Secure and support cables via j -hook supports at intervals not exceeding 60 inches. Attach j -hook supports independently to building structure, at minimum height of 12" above ceiling. G. Route and dress cables as neatly as possible in all areas. H. Provide cable ties or manufacturer - included cable clips to keep bundles in place at j-hook supports. Do not over - tighten cable ties; cable ties once installed should be loose enough to rotate around the cable bundle by hand. I. Provide black velcro -type cable ties in IT Room at maximum 2 -foot intervals, for neat and professional installation and quick adds / changes for future cabling as needed. J. Provide 5' length service loops in all cables in the IT Room. Provide 3' length service loops in all cables above ceiling, above outlet locations. K. Separation of Wires: Comply with TIA/EIA- 569 -B rules for separating unshielded copper voice and data communication cabling from potential EMI sources, including electrical power lines and equipment. Maintain minimum distance of 6" from fluorescent light fixtures. L. Make cable terminations only at indicated outlets and patch panels. No splicing of cables at any other locations is allowed. M. A maximum of 0.5" of untwist shall be allowed in the Category 6 cable pairs at terminations. A maximum of 1" of cable jacket shall be removed at terminations. N. All outlet jacks and patch panel ports shall be terminated in T568B wiring configuration. O. Firestop Systems: 1. Identify all locations requiring firestopping. 2. Storage of products shall comply with manufacturer's requirements for each product. 3. Comply with recommended procedures, precautions or remedies described in Material Safety Data Sheets as applicable. 4. Schedule installation of firestopping after completion of cable, innerduct and runways, but prior to covering or concealing of openings or eliminating access thereto. 5. Install penetration seal materials in accordance with the design requirements and manufacturer's instructions. 6. Fire stop systems shall be installed in all openings and around all penetrating elements or devices as required by these Contract Documents, and as required by applicable design, building and construction codes, subject to the interpretation of the authority having jurisdiction. 7. Follow design requirements pertaining to cable separation. 8. Follow manufacturer's recommendations to obtain a smooth, professional finish. 9. Remove equipment, materials and debris, leaving area in a clean undamaged condition. 10. Schedule a final inspection with the Owner, GC and the local Fire Marshal to verify all fuestopping and sealing requirements are approved and complete. 3.3 IDENTIFICATION A. Install and provide documentation per Part 2.4 Identification requirements 3.4 FIELD QUALITY CONTROL A. Perform the following field tests and inspections and prepare test reports: 1. Copper Cable Procedures: Test each cable to TIA Category 6 Permanent Link standards using a bidirectional tester with Level III Accuracy per TIA Standards, e.g. WireScope Pro, Fluke DSP, Fluke DTX testers minimum. a. Only "Pass" results shall be acceptable. Marginal Pass, also known as "Star- Pass ", shall not be acceptable. b. Tester shall have been factory- calibrated no longer than one year prior to testing cables on this project. c. Labels for each cable in test results shall correspond exactly to how cables are labeled in the field, for example, "A -01 ", "A -02 ", etc. 2. Provide Test Reports in hard copy and electronic format (tester manufacturer's database format), with free viewing software, at project conclusion. E -mail results together with As -Built print, to BOTH THE GC AND OWNER per information in 2.4.0 Identification, MINIMUM 1 -WEEK PRIOR TO OCCUPANCY PERMIT. B. Remove any malfunctioning cables and connecting hardware, replace with new at no additional cost to Owner, and retest as specified above. C.
