PERMIT CONDITIONS:
1: ** *BUILDING DEPARTMENT CONDITIONS * **
2: No changes shall be made to the approved plans unless approved by the design professional in responsible charge and the
Building Official.
3: All permits, inspection records, and approved plans shall be at the job site and available to the inspectors prior to
start of any construction. These documents shall be maintained and made available until final inspection approval is
granted.
4: Remove all demolition rubble and loose miscellaneous material from lot or parcel of ground, properly cap the sanitary
sewer connections, and properly fill or otherwise protect all basements, cellars, septic tanks, wells, and other
excavations. Final inspection approval will be determined by the building inspector based on satisfactory completion of
this requirement.
5: All plumbing and gas piping work shall be inspected and approved under a separate permit issued by the City of Tukwila
Building Department (206- 431 - 3670).

7: VALIDITY OF PERMIT: The issuance or gran nfing of a permit shall not be construed to be a permit for, or an approval of,
any violation of any of the provisions of the building code or of any other ordinances of the City of Tukwila. Permits
presuming to give authority to violate or cancel the provisions of the code or other ordinances of the City of Tukwila
shall not be valid. The issuance of a permit based on construction documents and other data shall not prevent the
Building Official from requiring the correction of errors in the construction documents and other data.
8: ** *PUBLIC WORKS DEPARTMENT CONDITIONS * **
9: Contractor shall notify Public Works Project Inspector Mr. Dave Stuckle at (206)433 -0179 of commencement and completion
of work at least 24 hours in advance.
10: Applicant shall provide Seattle & King County Public Health a Report of Wastewater Tank Abondonment. Community
Environment Health, 900 Oakesdale Ave SW, Renton, WA 98057 -5212. (206) 296 -4932.
11: Temporary erosion control measures shall be implemented as the first order of business to prevent sedimentation
off-site or into existing drainage facilities.
12: The site shall have permanent erosion control measures in place as soon as possible after final grading has been
completed and prior to the Final Inspection.
13: Applicant /Contractor shall obtain a water capping permit from Highline Water District at (206) 824 -0375.
14: Prior to any demolition work the applicant or contractor shall submit to Public Works a copy of Demolition permit from
Puger Sound Clean Air Agency.
15: Any septic tanks in the area shall be pumped empty and removed or filed with sand. A copy of the documentation from
the business that performed the pumping shall be provided to the Public Works Project Inspector.

possibility would be more limited.
Future construction and /or development could result in impacts to possible unidentified
archaeological resources from certain excavation activities. However, since the flood protection
barrier dike would not be relocated and the southern portion of the site would not be developed,
the potential for impacts would be Tess than under Alternatives 1 and 2.
Because the No Action Alternative assumes development in Planning Area F, impacts effects to
historical resources under the No Action Alternative would likely be the same as those
described for Alternatives 1 and 2, and would likely include the demolition of the National
Register of Historic Places (NRHP) - eligible Mess house located at 19212 Frager Road S.
3.10.3 Mitigation Measures
• As required by Section 106 of the National Historic Preservation Act, consultation with the
Muckleshoot Tribal Historic Preservation Officer (THPO) and the Washington State Historic
Preservation Officer (SHPO) would occur as part of the Corps of Engineers 404 permit
process, regarding the results of the archaeological and historical resources study and the
protocol for discovery of any materials during the construction phase.
• If buried archaeological materials are discovered during construction, work at the specific
location of the discovery would be suspended until the materials are inspected by a
professional archaeologist.
• In the event of the discovery of human remains on the site, all work at the specific location
would stop and the Washington State Historic Preservation Office, the King County Sheriff,
and the Muckleshoot Indian Tribe would be notified.
• Prior to demolition, the National Register - eligible Mess house would be advertised in a local
publication for potential relocation by an interested party.
• If the National Register - eligible Mess house is not purchased and relocated, recordation of
the house could be completed in the form of Historic American Buildings Survey /Historic
American Engineering Record (HABS /HAER) documentation, which follows National Park
Service (NPS) regulations. Copies of the documentation could be provided to local
repositories including historical societies and libraries.
• An interpretive sign could be located at the site of the National Register - eligible Mess
House.
3.10.4 Significant Unavoidable Adverse Impacts
Implementation of the Proposed Actions would result in demolition or relocation of one structure
eligible for listing in the National Register of Historic Places.

for sale at a nominal amount to a buyer who will move it from its present
site before October 1, 2010. The one -story bungalow style house was built in
1922 and has 1580 square feet of interior space and is offered in its present
"as -is" condition. The owner will contribute the estimated cost of
demolition and disposal of the house toward the buyer's moving costs. The
buyer will be responsible for inspections, house removal and moving, and
permitting. Prospective buyers must demonstrate that they have both a viable
receiving site and financing for a move. Prospective buyers will be provided
with information on the history and the significance of the structure, how to
list it on local /state /national historic registers and the benefits of doing
so. The buyer will be encouraged to contact and work with the State Historic
Preservation Office when modifications or changes to the property are
proposed; and adaptive re -use in accordance with the Secretary of Interior's

patched in the section that pertains to your question about the advertisement
and sale of the Mess House. In response to your question, no, we do not have
a required format for the advertising. We are more interested in the content
of the advertisement containing the items mentioned in the MOA...info on
historic designations, potential tax incentives, the Secretary of the
Interior's Standards for Rehabilitation are items we would look for in the
ad.
I would like to suggest that you draft up an advertisement and forward a
draft to us to take a look at and resond to you with any comments. We also
would have some suggestions for where to advertise the property.
I am also copying Lauren McCroskey, Cultural Resources staff at the Corps.
She may also have some recommendations or requirements that I am not aware
of.

INTRODUCTION
A 2007 Memorandum of Agreement (MOA) signed by the U.S. Army Corps of Engineers (COE)
and the Washington State Historic Preservation Officer (SHPO), regarding the Walter and Marie
Mess House (Mess House) states that the Mess House is eligible for listing on the National
Register of Historic Places (NRHP). Segale Properties proposes to build a biotechnology
laboratory, office, and retail campus on property that currently contains the Mess House. In order
to complete the proposed undertaking, Segale Properties must remove the Mess House, which
would constitute an adverse effect on an NRHP eligible property. Mitigation measures are
stipulated in the MOA: 1) Segale Properties must offer the Mess House for sale and off -site
relocation, with assistance from the COE and SHPO; and, 2) Segale Properties must retain an
historic preservation professional to document the Mess House according to standards established
by SHPO (usually referred to as Level II Mitigation), including archival photography, descriptive
and historic contexts, and sketch maps. One set of this documentation is to be submitted to SHPO
and another is to be provided to the King County Historic Preservation Office.
METHODOLOGY
The Mess House was photographed with a digital SLR camera. Five -inch by seven -inch archival
black and white photographs were printed of 15 selected images. In addition, where adequate
light was available, the Mess House was photographed with a large format camera using four -inch
by five -inch film. Negatives were processed from the film. Archival black and white contact
images were printed of nine selected views. Descriptive notes of the house's appearance were
recorded. Research was undertaken concerning the history of the Mess House, primarily at the
White River Valley Museum and the John F. Kennedy Library at Eastern Washington University.
Finally, this report was prepared for submittal to Segale Properties and the Washington State
SHPO.
HISTORIC CONTEXT
The river valleys south of Seattle and Lake Washington, including those of the Green, White, and
Duwamish, were among the earliest lands settled by Euro - American immigrants in the mid -
nineteenth century. This activity was aided by the existence of many open prairies that had been
maintained and managed by Native Americans for hundreds of years. As the newcomers made
inroads into the vast forests surrounding these prairies, the open spaces were enlarged, becoming
ideal locations for pasturing livestock and growing forage crops, such as hay. One early pioneer
was Julius F. Mess who, with his wife Anna, purchased 183 acres along the Green River in 1875,
near the present day site of Orillia. When they arrived, they found 15 acres of cleared land, a
house, and a barn, all surrounded by thick forest. They cleared the forest and increased their

agricultural holdings to over 600 acres, mostly in hay and pasture, and accumulated a large dairy
herd (Bagley 1929;67 -69; White River Valley Museum n.d.).
Julius Mess became a prominent citizen, serving on the school board and as a member of the King
County board of commissioners. Julius and Anna had four children. Two young girls died during
a diphtheria epidemic. They were buried in woods near a hillside to the southwest of the
farmhouse, the beginning of the Mess Family Cemetery, a small plot located about %a mile to the
southwest of the present Mess House. The surviving children were both boys; Fred, the eldest,
and Walter. The original farm house was moved and, in about 1885, a grand home in the
Victorian Style was built in its place. This 21/2-story wood frame building featured elaborate
Queen Anne decorative elements, including roof cresting, finials, gable ornaments, and spindle
work (Bagley 1929:67 -69; White River Valley Museum n.d.).
Julius Mess died on November 20, 1896, after which sons Fred and Walter took over management
of the property. Both received higher education at the University of Washington. Fred became
involved in politics, and served in the state legislature for 16 years. He was also an active
member of several prominent fraternal lodges, including the Masons. He was also an early
participant in the Grange movement. Anna Mess died on April 11, 1910. She was the last to be
buried in the small family plot. A year later, Walter Mess married Marie Liesinger. Fred Mess
lived in his father's Victorian home for 66 years, passing away in 1951, having never married nor
had children. Walter and Marie moved into the current Mess House after it was constructed in
1922. It was located across 57th Avenue South (now Frager Avenue South) from the larger Julius
Mess House. This is a much more modest home, with basic Craftsman Style characteristics, such
as the wide eaves, exposed rafter ends and purlins, exterior masonry chimney, and large front
porch canopy with brick piers. Walter Mess died in 1951, only a few months after his brother. It
can only be guessed as to how long Marie continued to live in the smaller house. They never had
children. After the death of Fred Mess, the larger house was purchased by the James Billy family,
who made attempts at restoration. In ca. 1970, the Billy family moved elsewhere and the house
stood vacant for 18 months, the victim of neglect and vandalism. Subsequently it was demolished
by local resident Mario Segale. A large barn associated with the property was torn down in the
1990s. The smaller house, the current Mess House, presumably was utilized as a rental property
for many years, and has remained vacant for about five years. Although the Mess House has
diminished integrity of its historic appearance and original construction materials, it has been
deemed significant as the last structural reminder of the Mess Family and their contributions to
the agricultural and civic heritage of the Green River Valley (Bagley 1929:67 -69; White River
Valley Museum n.d.).
DESCRIPTION
The Mess House is a 11/2-story wood frame residence with a semi - rectangular plan. The primary
roof is a cross gable and features widely - overhanging eaves with fascia boards, exposed rafter
ends, decorative exposed purlins, and soffiting underneath the eaves. The moderately - pitched

primary roof is clad with composition roll roofing, while two porch canopies are covered with
composition shingles. A brick chimney emerges from near the center of the cross gable. The
house has a poured concrete foundation, which encloses a full basement. Several fixed wood sash
windows admit light to the basement. Exterior wall surfaces of the house are covered with
narrow horizontal clapboard siding, with corner boards. See Figures 2 through 5 for sketch maps
of the Mess House's interior floor plan, roof configuration, and grounds.
The front (west) elevation features a gabled front porch canopy, placed to the right side (Figure
6). This enclosed porch was originally open. The canopy was supported at the corners by brick
piers, with concrete coping, and sets of three battered wood posts. Brick half walls connected the
piers to each other, and to the house on the right side. Part of the brick half walls has collapsed,
leaving some individual bricks exposed. These are distinguished by the incised word "Clayburn,"
identifying them as the product of the Clayburn Brick Company, which operated in southern
British Columbia from 1905 until 1931 (Gurcke 1987:218; Clayburn Village 2009:n.p.). The
poured concrete deck was accessed by concrete steps from the left. At some point, the porch was
enclosed, with multiple -pane wood sash windows used as infill, above the brick half walls. The
spaces between the two sets of battered posts are filled in with a material that appears to be some
kind of plastic. Completing the sealing of the porch is a newer wood panel door. Inside the
porch, the front entry into the house proper is temporarily closed by a sheet of ply -wood (which
was removed to allow access to the surveyors). To the right of this opening is a wood sash
picture window. On the exterior, to the left of the porch, is a similar window. Just below the
gable peak is a metal sash sliding window.
The north elevation of the Mess House exhibits a variety of windows, as well as a gabled
enclosed secondary porch to the left of the central gable and a pop -out bay to the right side
(Figure 7). The pop -out bay is situated beneath the wide eaves of the house. It contains a
horizontal window with eight lights separated by wood muntins. To either side of the bay there is
a small wood sash double -hung window. The secondary porch has its own gabled roof. It is
accessed from the right side by an old wood panel and glass door. Another wood panel door on
the opposite side accesses the basement. The face of the porch contains a connected set of wood
sash double -hung windows, placed to the right side. To the right of this secondary porch is a
metal sash sliding window. Another such window is placed just below the gable crest.
The east (rear) elevation presents a symmetrical window alignment, with a central wood sash
double -hung unit flanked on either side by a double set of wood sash double -hung units. A metal
sash sliding window is located just below the gable peak. At the center of the south elevation is a
pop -out bay with a separate shed roof (Figure 8). It contains a wide wood sash double -hung
window. On either side of the bay is a wood sash double -hung window. On the far right side of
this elevation is another wood sash double -hung window. To the left side is the remnant of a
former full- height exterior brick chimney that once penetrated the eave. The part of the chimney
above the eave is missing. On either side of the chimney is a wide wood sash double -hung
window. Below the gable crest is a horizontal opening containing a fixed wood sash window.

The interior of the main floor of the Mess House contains seven primary rooms and five smaller
spaces that probably served as closets (see Figure 2). The primary rooms include the living room,
dining room, kitchen, pantry/laundry/porch, the master bed room, a smaller bedroom, and the
bathroom. A central hall joins the various rooms. Most walls are plaster and lathe, but some are
modern wall board. Most floors are covered with carpeting, but vinyl is present in the kitchen and
bathroom. Most rooms have wood floor and window moldings. Doors include a variety of old
and new wood panel units. Some are missing. The wide entry from the living room to the dining
room is completely boarded over.
The most interesting feature of the living room is the fireplace remnant (Figure 9). The top
mantle has been removed, but the rest is intact, including the fire box, outer wall tile veneer, and
tile veneer floor. The tiles are square and glazed in mottled tans and browns. There are three
larger tiles, one placed directly above the fire box (the largest) and the other two placed obliquely
off of the fire box corners. The central tile features a bucolic scene of mountains, forests, blue
sky, and a lake. The other two are identical, and depict lake and forest scenes. To the left of the
fireplace is a built -in wood curio or book shelf. The dining room also contains wood built -ins,
including shelves and cupboards, on the north wall (Figure 10). These are designed to fit below
the tri- partite set of windows arranged within and beside the exterior pop -out bay. The dining
room also features wood panel wainscoting. The kitchen has been thoroughly modernized, with a
central island containing a built -in stove and ventilation system. Modern counter tops, cupboards,
built -in dishwasher, and sink, are placed along the outer walls. The ceiling consists of modern
drop panel units. Appliances and shelving have been removed from the pantry/laundry /porch. A
closet opening off from the kitchen still contains an electrical water heater. The bathroom is
located at the east end of the hall. It retains its original glazed tile wainscoting, as well as a built -
in medicine cabinet with mirror and shelves. It has otherwise been modernized. Both the master
bedroom and the smaller bedroom have floors, walls, and moldings similar to those of the living
room. The master bedroom is served by two walk -in closets, and the smaller bedroom has a much
smaller closet. Opposite the kitchen entry are three doors situated consecutively along the central
hall. The furthest left door, as one exits the kitchen, accesses a narrow broom closet. The furthest
right door accesses wooden steps leading down to the basement.
The central door accesses wood steps that rise to the upper level. This level is partially finished.
The use of modern sheet rock wall board is testimony that it was constructed much later than the
original walls of the main floor. The floors are of wood plank or plywood, some of them
carpeted. The upper level is basically divided into four rooms situated beneath the higher roofs of
the gables of the house. The four quarter quadrants, where the roof is lower, are mostly dead
space. The four rooms include the stairway landing and three small bedrooms (see Figure 3).
Nook and cranny spaces are utilized for closets and shelving. The basement is largely one large
unfinished room, with some wood plank dividers and shelving, as well as the furnace.
Other minor buildings present on the property are a wood frame gabled garage (Figure 11), a shed
with gabled and shed roofs, and a small collapsed shed that may have been a well house. All of

these buildings are dilapidated, probably built at a later date than the house, and non - contributing
to the NRHP eligibility of the Mess House.
The grounds immediately surrounding the Mess House are thickly vegetated, with many varieties
of ornamental plantings represented. A partial list follows: golden western red cedar, cotton
wood, false cypress, rhododendron, lilac, thread cypress, California redwood, arborvitae, red
Japanese barberry, English ivy, a ginko tree, rhubarb, Lawson cypress, manroot (indigenous),
purple Japanese maple, white viburnum, and a variety of dormant orchard trees, including cherry,
apple, pear, and plum. Beyond the immediate vicinity of the house and grounds are vacant spaces
and fallow fields stretching to the Green River flood levee to the east.
SUMMARY
The proposed removal of the Mess House, which has been determined eligible for listing on the
NRHP, represents an adverse effect (as defined by Section 106 of the National Historic
Preservation Act) on the building. Documentation was undertaken according to Level II
Mitigation requirements established by Washington State SHPO, in conjunction with a federally -
funded undertaking by FHWA and WSDOT. Upon acceptance of the Level II Mitigation package
by the SHPO, and the carrying out of the other stipulations listed on the MOA, the proposed
removal of the building and associated minor structures may proceed.

1) This structure was identified as a National Register - eligible structure in the Tukwila
South Project Draft EIS. Mitigation measures in the Tukwila South Draft EIS related to
this structure include the following:
• Prior to demolition, the National Register - eligible Mess house would be
advertised in a local publication for potential relocation by an interested party.
• If the National Register - eligible Mess house is not purchased and relocated,
recordation of the house could be completed in the form of Historic American
Buildings Survey/Historic American Engineering Record (HABS/HAER)
documentation, which follows National Park Service (NPS) regulations. Copies of
the documentation could be provided to local repositories including historical
societies and libraries.
• An interpretive sign could be located at the site of the National Register - eligible
Mess House.
Please provide documentation to demonstrate compliance with the mitigation
measures identified in the Tukwila South Project Draft EIS.
