2: A copy of the electrical work permit shall be posted or otherwise made readily accessible to the Electrical Inspector
at each work site.
3: Approved plans shall be maintained at the construction site and shall be readily available to the Electrical Inspector.
4: All electrical work shall be in accordance with NFPA 70 - NEC, and requirements for electrical installations, Chapter
296 -46B WAC.
5: When any portion of the electrical installation is to be hidden from view by permanent placement of parts of the
building, such equipment shall not be concealed until it has been inspected and approved by the Electrical Inspector.
6: The issuance of an electrical work permit shall not be construed to be a permit for, or an approval of, any violation
of the provisions of the electrical code or other ordinances of the jurisdiction. Permits or related documentation that
presumes to grant this authority are therefore not valid.
7: Any change in the scope of work described by the electrical work permit shall require additional work permits. Where
approved plans have been issued, revisions to the plans and additional review may be required.

Following a phone conversation this morning with Bill Rambo, (Tukwila city
building inspections) I was instructed to put the complaint I had reported in writing.
I am the administrator and owner of AUSTECH ELECTRIC, a licensed electrical contractor
operating out of the Seattle area. On the Wednesday morning of March 24th I met with Eduardo
Cedona, representing Betancourt's maintenance. He showed me a basement project at
Tukwila that he was in the process of remodeling. He asked me to provide him an estimate to
cover all electrical work required on the project, we discussed a price to complete the rough in
followed by the trim. Eduardo informed me that his workforce would be able to complete the
electrical trim where I told him that is a situation I would not be interested in and as a licensed
electrical contractor was not an option. When I said to Eduardo I would look into raising an
electrical permit he informed me that he already had one, which he then presented to me.
I was very surprised to see my company's name and details listed on the permit, I instantly
confronted Eduardo about this, asking him how this could be when I have only just been made
aware of the project and here is a permit with my details, processed days earlier.
Eduardo offered me a somewhat suspect excuse and I thought I would give him the benefit of the
doubt, after agreeing on the terms of the contract verbally myself and one of my employees went
ahead and completed the rough in 2 days later Friday.
While onsite on Friday march 26" I noticed some new wiring in the remodeled bathroom done by
others and in the permit binder an electrical inspection under my permit requested earlier in the
week, at a time when I hadn't even had knowledge of this project
I suspected some wrongdoing and rang Tukwila city and spoke with inspector Jim Benner. I told
him the situation with the permit and he told me I must have signed the authorization form,
although I or anyone from my company had had not. I later found out the homeowner signature
was on it. At the time I thought to pursue this complaint further but decided to give Eduardo a
second chance and after trimming this project not to work with him again.

Over a month has gone by since and I knew I would be receiving a call to come do trim anytime
soon. I was more than surprised to receive a text message from Eduardo preceding any other
contact which stated "Why we have only 89V on the west wall and not 120V If you tell me how to
fix I fix if not you need to come and fix I don't get answer so I will call my other electrician and
you need to pay me back wherever he charge. Otherwise I will be making complaint."
I was completely taken aback by this message and felt somewhat threatened. I instructed Eduardo
via text he was not authorized to do any electrical work under my AUSTECH permit and that I
did not understand his first text as it was the first contact I had received from him so it made no
sense.
I hereby request to have my name removed from the permit as I will not be finishing this or any
other projects with this particular contractor.
I am in the process of making a further complaint with L&I regarding this matter as I believe this
contractor has acted fraudulently during this process and would appreciate your assistance if
needed.
