MINUTES
COMMITTEE OF THE WHOLE MEETING
CALL TO ORDER /PLEDGE OF ALLEGIANCE
Council President Ekberg called the Tukwila City Council meeting to order at 7:05 p.m. and led the
audience in the Pledge of Allegiance.
OFFICIALS
Present were Allan Ekberg, Council President, Councilmembers Joe Duffie, Joan Hernandez,
Dennis Robertson, Verna Seal, Kathy Hougardy, De'Sean Quinn.
CITY OFFICIALS
Jim Haggerton, Mayor; Steve Lancaster, City Administrator; Mike Villa, Assistant Police Chief; Bob
Giberson, Public Works Director; Frank Iriarte, Deputy Public Works Director; Shawn Hunstock, Finance
Director; Jack Pace, Community Development Director; Brandon Miles, Senior Planner; Derek Speck,

PRESENTATIONS
a. Certificate of Achievement in Finance Reporting.
Mayor Haggerton presented Shawn Hunstock, Finance Director, with a Certificate of Achievement for the
City's 2009 Comprehensive Annual Financial Report (CAFR). The certificate is awarded by the
Government Finance Officers' Association to those organizations whose CAFR is completed at the
highest standards.
Mr. Hunstock acknowledged the Finance Department staff members for their contribution toward the
CAFR: Peggy McCarthy, Deputy Finance Director; Jennifer Ferrer Santalnes, Senior Fiscal Coordinator;
Lily Jue, Fiscal Coordinator; Richard Takechi, Fiscal Coordinator and Craig Zellerhoff, Fiscal Coordinator.
b. King County Metro Strategic Plan for Public Transportation.
Bob Giberson, Public Works Director, introduced Victor Obeso, Metro Service Department Manager. He
explained that the information on the strategic plan is very informative, and the benefits to Tukwila are
satisfactory compared to other areas of the region.
Mr. Obeso conveyed that The Regional Transit Task Force was convened in 2010 to recommend a new
policy. King County Executive Dow Constantine has transmitted Metro's proposed new 10 -year strategic
plan and service guidelines to the County Council. It has been recommended that the draft plan replace
the current Transportation Policies to be used for future transportation growth and possible future
reductions in transportation services. He utilized a PowerPoint presentation to review portions of the King
County Strategic Plan for Public Transportation. Highlights of the presentation included:
King County Metro's vision for public transportation and the new approach taken to create the
Transportation Plan
Guidance that included the Regional Task Force Process, King County Strategic Plan, Vision
2040 and Transportation 2040, and challenges ranging from regional growth and funding shortfall
Metro's vision for public transportation in the future
The 4 "What King County Metro Delivers" goals: Safety, Human Potential, Economic Growth and
Built Environment, and Environmental Sustainability

The 4 "How King County Metro Delivers" goals: Service Excellence, Financial Stewardship,
Public Engagement and Transparency, and Quality Workforce
Metro's Service Guidelines: service reductions (if needed) to outlying areas with low ridership
The 3 key considerations: 1) Be more productive, 2) Recognize everyone contributes, everyone
benefits, and 3) Address growth and respond to demand
Strategic plan process (timeline) with a goal of a plan adoption by the King County Council in
August 2011 and incorporation into the 2012 -2013 King County Budget
Mr. Obeso stated many of the transit corridors that serve South King County are currently underserved,
and the South King County area is one that could experience growth should the funding become
available. Within the City of Tukwila, there are 9 (numbers were used in the bulleted list above) all day
transit service corridors that operate within the City, and 6 of those service corridors are identified as
"frequent" or "very frequent" routes within the draft transportation plan. The network of transportation
routes that service the Tukwila Urban Center are described as a rich regional route system that connects
local and regional transportation together. This includes the Link Light Rail, Rapid Ride, and Sounder
Commuter Rail Service. Metro's "F -Line Rapid Ride" will link the cities of Burien, SeaTac, Tukwila, and
Renton and is currently planned for implementation in 2013.
Mr. Obeso informed the Council of recent legislation that was adopted by the Washington State
Legislature implementing a $20.00 vehicle registration fee for Metro transportation services. He also
stated that the plan and service guidelines are available at http: /metro.kingcountv.aov /p Ian ning and the
Regional Transit Task Force will be conducting their final workshop on the plan the first week of May
2011.
The Councilmembers asked clarifying questions relating to the strategic plan and thanked Mr. Obeso for
the presentation.
CITIZEN COMMENTS
There were no citizen comments.
SPECIAL ISSUES
a. An update on the solid waste contract.
Councilmember Quinn indicated this item was discussed at the Utilities Committee meeting on April 12,
2011. The committee members were unanimous in forwarding this item as an information only item to the
Committee of the Whole meeting.
Frank Iriarte, Deputy Public Works Director, reported that the City's current Comprehensive Solid Waste,
Recyclables and Yard Waste Collection contract with Allied Waste expires on April 30, 2012, and staff is
recommending a 6 -month extension to the agreement. He clarified that State statute requires a 60 -day
time frame for bidders to review and respond to the request for bid or request for proposal. The time
extension will allow City staff and the City's consultant sufficient time to complete all tasks associated with
soliciting bid proposals for a new contract that maximizes competition by providing more time for
prospective garbage haulers to respond to the proposal.
The Councilmembers discussed this issue and asked clarifying questions of staff.
b. A resolution authorizing an interfund loan (Klickitat).
Councilmember Hernandez indicated this item was discussed at the Transportation Committee meeting
on April 18, 2011. The committee members were unanimous in recommending approval.
Shawn Hunstock, Finance Director, explained this resolution will facilitate the Local Improvement District
(LID) funding for the Tukwila Urban Center Access (Klickitat) Project. This will allow City interfund loan(s)
up to $12 million to the Arterial Street Fund to provide construction financing before the bond sale. Upon
completion of the project and the final LID assessment, long -term LID bonds will then be issued.

c. A resolution for reimbursement declaration (Klickitat).
Councilmember Hernandez indicated this item was discussed at the Transportation Committee meeting
on April 18, 2011. The committee members were unanimous in recommending approval.
Mr. Hunstock explained this resolution is the required declaration of intent to reimburse the City for the
interim financing from proceeds of the sale of long -term Local Improvement District (LID) bonds.

d. Changes to business license and Revenue Generating Regulatory License (RGRL) ordinance.
Councilmember Hougardy indicated this item was discussed at the Finance and Safety Committee
meetings on March 22, 2011 and April 19, 2011. The committee members were unanimous in forwarding
this item for discussion at the Committee of the Whole meeting.
Shawn Hunstock, Finance Director, explained the Council adopted the Revenue Generating Regulatory
License fee on July 19, 2010 with the passage of Ordinance No. 2297. The Council also adopted several
changes to the business license provisions in the Tukwila Municipal Code with Ordinance No. 2315,
adopted November 15, 2010. Staff is proposing several changes to both the business license and RGRL
regulations to address inconsistencies between the two, to make various housekeeping changes to the
regulations, and to codify some past practices.
The Councilmembers exchanged comments and asked clarifying questions of staff on the draft
ordinance.

e. An ordinance amending Ordinance No. 2287 regarding diversion facilities.
Brandon Miles, Senior Planner, stated the City Council adopted Ordinance No. 2287, on May 17, 2010,
which provided a definition of Crisis Diversion Facilities (CDF) and Crisis Diversion Interim Service
Facilities (CDIS). On January 4, 2011, the Central Puget Sound Growth Management Board invalidated
Ordinance No. 2287. The draft ordinance included in the agenda packet responds to the Board's order
and would allow Crisis Diversion (CDF) and Crisis Diversion Interim Service Facilities (CDIS) in all non-
residential zones south of 1 -405, provided there is a buffer between such facilities and Westfield Mall.
The draft ordinance also includes a definition of a triage facility as recently adopted by the State
Legislature. The ordinance provides a certain amount of predictability by specifically calling out Crisis
Diversion and Crisis Diversion Interim Service Facilities in the City's code. Tukwila will be the only city
within the state to define these facilities within the Zoning Code. Mr. Miles clarified that staff has no
information on the placement of a Crisis Diversion, Crisis Diversion Interim Service Facility or Triage
Facility within the City of Tukwila. Correspondence and a copy of the draft ordinance have been
forwarded to the Washington State Department of Corrections, Social and Human Services Office,
Department of Health, and King County inviting those entities to comment on the draft legislation.
Andrew Ciarrocchi, 2800 Southcenter Mall, is the General Manager of Westfield Southcenter. Mr.
Ciarrocchi thanked City staff for the transparency that is being provided to the community. He stated that
although there are no planned facilities of this type pending in the City, the community should be planning
as if there will be one soon. He referenced pages 53 and 54 of the agenda packet and reminded the
Council of the previous testimony that disagreed with the placement of this type of facility in close
proximity to the Westfield Southcenter Mall. He feels the Tukwila Urban Center is not the appropriate
area for these types of facilities. He looks forward to providing additional testimony at the May 2, 2011
Public Hearing.

REPORTS
a. Mayor
Mayor Haggerton attended the King County Flood Control Meeting on April 21, 2011, where it was
announced that the Legislature approved their future funding. On April 22, 2011, he attended the Valley
Cities Meeting, where he requested support for the City's draft Burlington Northern Santa Fe Railroad
(BNSF) resolution that was discussed at the Community Affairs and Parks Committee meeting earlier this
evening.
b. City Council
Councilmember Hernandez attended the April 19, 2011 South County Area Transportation Board
(SCATBd) meeting. On April 20, 2011, she attended the Volunteer Appreciation event at the Tukwila
Community Center. She also attended the April 21, 2011 Historical Society meeting. Tickets for the
Historical Society Gala event are now available at www.brownDaDertickets.com.
Council President Ekberg updated the Council on his experience chaperoning the Highline High School
Band to competition in Orlando, Florida. He explained there were 16 other schools from across the
nation, and the Highline Wind Ensemble and Jazz Band swept the entire competition.
Councilmember Robertson indicated the Joint Fire Exploratory Committee meeting will be held on April
28, 2011.
c. Staff
Steve Lancaster, City Administrator, reminded the Council of Chief Haynes' retirement celebration on
April 29, 2011.
d. City Attorney
The City Attorney's presence is not required at Committee of the Whole meetings.
e. Intergovernmental
Kimberly Matej, Council Analyst, reminded the Council of the Celebration of Life Service for Bev Willison
on May 1, 2011.
MISCELLANEOUS
Councilmember Hernandez explained that she has received an invitation from Congressman Adam
Smith's office for his Town Hall Meeting on April 27, 2011 at Renton's Carco Theater. She indicated that
she is not able to attend and wanted to pass on the information to any interested Councilmembers.
