OPERATING AND MAINTENANCE MANUALS TO BE PROVIDED TO THE BUILDING OWNER THAT INCLUDE: SUBMITTAL DATA, NAMES AND ADDRESSES OF AT LEAST ONE SERVICE AGENCY, HVAC CONTROLS SYSTEM MAINTENANCE AND CALIBRATION INFORMATION AND A COMPLETE OPERATIONAL NARRATIVE FOR EACH SYSTEM. 16. COMMISSIONING IS REQUIRED ON THIS PROJECT IN ACCORD WITH WASHINGTON STATE ENERGY CODE (WSEC) SECTION 1416 AND WITH LEED NC -2.1 FUNDAMENTAL BUILDING SYSTEMS COMMISSIONING AND ADDITIONAL COMMISSIONING. 17.
