Location: Tukwila, Washington Subject: Tenant improvement 13001 46th Street S Tukwila, WA Project/Memo# CM- 2050 -001 After reviewing the Washington State Energy code it is my opinion that the tenant improvement from the Harley Davidson to PSF Mechanical space should be classified as an interior tenant alteration to and existing building. As such, the existing building envelope would not be subject to the 2009 energy code. For review, I believe the relevant 2009 Washington State Energy Code is section 1132.1 Exception 4. REVIEWED FOR 1132.1 Building Envelope: Alterations or repairs shall comply with. nominal R-v lecOlbrwl CQpiA glazing requirements in Table 13 -1 or 13 -2. APPROVED E EXCEPTIONS: SEP 2 6 2011 1. Storm windows installed over existing glazing. 2. Glass replaced in existing sash and frame provided that glazing is of equal or lower U- factor. City of Tukwila 3. For solar heat gain coefficient compliance, glazing with a solar heat gain cogfi!rbqkNC Dim equal to or lower than that of the other existing glazing. 4. Existing roof /ceiling, wall or floor cavities exposed during construction provided that these cavities are insulated to full depth with insulation having a minimum nominal value of R-3.0 per inch installed per Sections 1311 and 1313. 5. Existing walls and floors without framing cavities, provided that any new cavities added to existing walls and floors comply with Exception 4. 6. Existing roofs where the roof membrane is being replaced and a. The roof sheathing or roof insulation is not exposed; or b. if there is existing roof insulation below the deck. In no case shall the energy efficiency of the building be decreased. It is not the general contractor's intention to expose any exterior roof or wall cavity. The owner acknowledges that where this situation might occur, the exterior wall or roof "Trusted to be the Better Choice' d RECEIVED SEP 0 9 2011 PERMIT CENTER PSF Mechanical, Inc. 9322 14th Avenue South Seattle, WA 98108 -5102 T 206.764.9663 F 206.762.8381 psfinechanicaicom MEMO 2050 -001 13001 46th Street S Tukwila, WA Page 2 of 2 would need to be insulated to full depth with insulation having a minimum nominal value of R -3.0 per inch. We believe the walls already meet this criteria, the roof does not. The owner wishes to add some exterior windows to improve the daylighting effect. This is a modification to the exterior envelope and will comply with the required R- values and glazing requirements using the "prescriptive requirements" of the 2009 Washington State Energy Code Table 13 -1. The proposed glass will have a minimum U Factor of 0.40 and a SHGC of 0.45. The present square foot of glass is 818 square feet. The gross exterior wall is 12,996 square feet.; which is 6.3% of the exterior wall total. The architectural drawings show adding 1,372 additional square feet of glass for a total of 2,190 square feet or 16.9% of exterior wall. This is will below the 40% maximum allowed. The heating and cooling system will be a ground mounted, variable volume roof top package unit with a gas fired burner. The temperature control zones will be fan terminal units with electric reheat coils. All mechanical equipment will meet or exceed all energy code efficiencies and requirements. For reference, attached is the September 16, 1999 Letter to Mr Bob Benedicto/Plans Reviewer showing that the 1997 Target UA Calculations were exceeded by the Proposed. UA Calculations. The Building Official has reviewed your letter, considered your request, and made a determination. Unfortunately an extension cannot be granted towards these permits. This determination has been made due to the fact that no work or inspections have occurred since the permits were issued in November of 2011 coupled with the fact that the new 2012 State Building Codes will soon be in effect. Without work having been done this project will not be vested under the current code. Consequently the expiration date remains as May 15, 2013 for both permits. In order for these permits to remain in good standing work must commence and inspections be completed. Otherwise the permits will expire and a new permit applications, plans, and associated fees will be required to meet current code at the time of submittal. If you should have any questions, please contact our office at (206) 431 -3670. Sincerely AMM Jennifer '. SEPARATE PERMIT REQUIRED FOR: Mechanical Electrical lumbing Gas Piping Ci;y of Tukwila 1414 Ducting Systems 1414.1 Duct Sealing and Testing: Duct work and plenums shall be sealed in accordance with Section 1414.1.1. Additionally, ducts shall be tested in accordance with Sections 1414.1.2 and 1414.1.3 as required. 1414.1.1 Sealing: Duct work which is designed to operate at pressures above % inch water column static pressure shall be sealed as follows: 1. Static pressure %, inch to 3 inches: Seal all transverse joints and longitudinal seams. Spiral lock seams in round and flat oval duct work do not require sealing; however, other seams shall be sealed. 2. Static pressure above 3 inches: Seal all transverse joints, longitudinal seams and duct wall penetrations. All low pressure supply and return air systems not located entirely within the conditioned space, including the unconditioned side of enclosed stud bays or joist cavities /spaces used to transport air, shall be securely fastened and sealed. Duct work shall be sealed using welds, gaskets, mastic, or mastic -plus- embedded -fabric tape. Enclosed stud bays or joist cavities/spaces used to transport air shall be sealed using mastic -plus- embedded -fabric tape, or when drywall is used to enclose the air system, drywall mud and tape. Duct tape is not permitted as a sealant on any ducts. EXCEPTION: Fibrous glass duct systems installed in accordance with Standard UL 181A and flexible duct systems installed in accordance with Standard UL 181B may use tapes listed for these systems. 1414.1.2 Low Pressure Duct Leak Test: All duct systems shall be sealed to a leakage rate not to exceed 6 percent of the fan flow if the duct system: 1. Is connected to a constant volume, single zone, air conditioner, heat pump or furnace; and 2. Serves less than 5,000 square feet of floor area; and 3. Has more than 25 percent duct surface area located in any unconditioned space. The leakage rate shall be confirmed through field verification and diagnostic testing, in accordance with SMACNA Duct Leakage Test Procedures - 1985. 1414.1.3 High Pressure Duct Leak Test: Duct work that is designed to operate at static pressures in excess of 3 inches water column shall be leak- tested in accordance with SMACNA Duct Leakage Test Procedures - 1985. Representative sections totaling no less than 25 percent of the total installed duct area for the designated pressure class shall be tested. Duct systems with pressure ratings in excess of 3 in. w.c. shall be identified on the drawings. The maximum permitted duct leakage shall be: Lmax = CLP0.65 Where: Lmax = Maximum permitted leakage in cfm/100 ft2 duct surface area. CL = Duct leakage class, cfm/l00 ft2 at 1 in. w.c. CL = 6 for rectangular sheet metal, rectangular fibrous, and round flexible ducts. CL = 3 for round /flat oval sheet metal or fibrous glass ducts. = Test pressure, which shall be equal to the design duct pressure class rating in w.c. SITE PLAN 48TH AVE.
