PERMIT CONDITIONS

1: ** *PLUMBING AND GAS PIPING * **
2: No changes shall be made to applicable plans and specifications unless prior approval is obtained from the Tukwila
Building Division.
3: All permits, inspection records and applicable plans shall be maintained at the job and available to the plumbing
inspector.
4: All plumbing and gas piping systems shall be installed in compliance with the Uniform Plumbing Code and the Fuel Gas
Code.
5: No portion of any plumbing system or gas piping shall be concealed until inspected and approved.
6: All plumbing and gas piping systems shall be tested and approved as required by the Plumbing Code and Fuel Gas Code.
Tests shall be conducted in the presence of the Plumbing Inspector. It shall be the duty of the holder of the permit to
make sure that the work will stand the test prescribed before giving notification that the work is ready for inspection.
7: No water, soil, or waste pipe shall be installed or permitted outside of a building or in an exterior wall unless,
adequate provision is made to protect such pipe from freezing. All hot and cold water pipes installed outside the
conditioned space shall be insulated to minimum R -3.
8: Plastic and copper piping running through framing members to within one (1) inch of the exposed framing shall be
protected by steel nail plates not less than 18 guage.
9: Piping through concrete or masonry walls shall not be subject to any load from building construction. No plumbing
piping shall be directly embedded in concrete or masonry.
10: All pipes penetrating floor /ceiling assemblies and fire - resistance rated walls or partitions shall be protected in
accordance with the requirements of the building code.
11: All new plumbing fixtures installed in new construction and all remodeling involving replacement of plumbing fixtures
and fittings in all residential, hotel, motel, school, industrial, commercial use or other occupancies that use
significant quantities of water shall comply with Washington States Water Efficiency and Conservation Standards in
accordance with RCW 19.27.170 and the 2006 Uniform Plumbing Code Section 402 of Washington State Amendments.
12: Piping in the ground shall be laid on a firm bed for its entire length. Trenches shall be backfilled in thin layers to
twelve inches above the top of the piping with clean earth, which shall not contain stones, boulders, cinderfill,
frozen earth, or construction debris.
13: The issuance of a permit or approval of plans and specifications shall not be construed to be a permit for, or an
approval of, any violation of any of the provisions of the Plumbing Code or Fuel Gas Code or any other ordinance of the
jurisdiction.

INSTRUCTIONS FOR INSTALLING 2699 WATER SAVING
TRAP PRIMER
INSTALLATION
The 2699 Trap Primer should be connected to the cold line only. For effective
priming it should never be connected to a dual hot and cold combination faucet
unless the minimum flow on the cold demand exceeds the amount listed on the
chart at various operating pressures. See Chart A. Do not install on a cold line
serving a drinking fountain only.
These devices should be installed in the horizontal position, as shown, on the
supply line leading to a frequenty used fixture. Before installing 2699, be sure to
flush out the line to remove dirt and scale which might lodge on the valve seat
and disc. Device should be installed a minimum of 12" (305) above the trap and
should be accessible for servicing.
Maximum supply pressure 125 psi.
Note: For supply pressures below 20 psi consult factory.
Note: The Data & Instruction on this sheet is also appliable to fig. nos. 2699 -NYC
& 2699 -1 -NYC.
... HOW IT WORKS
Smith Fig. No. 2699 is a unique design which assures delivery of water to the
trap to assure against evaporation of the water seal. Fig. No. 2699 operates by
the water flow acting against the main reaction disc (1), which forces the reaction
disc in the upward position and removes the trap disc (2) from the plastic trap
seat (3). A spurt of water is then delivered to the trap. However, with increased
flow, the main reaction disc continues to lift and seals off the closing ring (4) to
stop flow to the trap. When the flow through the valve is stopped, the trap disc (2)
is returned to the closed position, and in the process, delivers a spurt of water to
the trap before closing off.
The importance of this design is that a complete flow cycle through the valve
from open to close will actuate the primer twice with two definite pulses; once
on opening and once on closing, thus providing a tremendous water savings
over competitive modes.

LIMITED WARRANTY: The Company warrants each product
against defects in material and workmanship for a period of one
year from the date of original shipment. In the event of such
defects within the warranty period, the Company will, at its
option, replace or recondition the product without charge. This
shall constitute the exclusive remedy for breach of warranty,
and the installation, damages or other costs resulting from labor
charges, delays, vandalism, negligence, fouling caused by
foreign material, damage from adverse air conditions,
chemicals, or any other circumstances over which the Company
has no control. This warranty shall be invalidated by and abuse,
misuse, misapplication of improper installation of the product.

APPLICATION, INSTALLATION AND OPERATING PRINCIPLE
The Smith Trap Seal Primer Valve, when properly installed in a
cold water supply line, running to a frequently used fixture and
connected to a floor drain trap, provides a constant seal of fresh
water in the drain trap.
When water is drawn at the plumbing fixture the resulting flow
activates the Trap Primer valve mechanism. A pulse of water is
dispensed into the trap at the beginning and end of flow in the
fixture supply line.
Air ports in the primer body prevent siphonage of trap water and
backflow into the potable water supply line.
If the trap water seal is not constantly maintained, the water will
evaporate from the trap, allowing sewer gas to escape into
building from the sewer lines.

In response to the City of Tukwila's building permit correction letter #1 dated November 18th for the
project noted above, we are submitting the following responses (numbers correspond to comments
noted on the correction letters).
Building Review Responses:
1. As requested we are attaching specifications for all door hardware (division 087100 Door
Hardware and 084200 Automatic Operators) including hardware groups. Electric strikes are
located to limit access to certain areas and in one direction only they are operated with a key
FOB. A FOB is not required to pass through any of doors in the direction of exiting for any
space.
2. Additional details for the bracing and enclosure of the ceiling clouds are shown on the
attached drawing A7.4A
3. Details for the ships ladder are shown on the attached drawing A7.4A. Additionally
specification section 055000 Metal Fabrications is attached for reference.
4. The grab bar has been changed on our drawings to be 18" in lieu of the 3' -0" indicated -
though either is code compliant. A revised sheet A7.3 is included in this re- submittal package.
5. We are addressing items 5, 6, and 7 in this paragraph. Discussions with the City of Tukwila
Building Department indicate that full compliance with the 2009 Washington State Energy
Code will not be required per 101.3.2 exception 1. Also note that the new entry vestibule is an
unheated space. The following summarizes the measures we are employing to significantly

improve the building's energy performance, additionally a copy of the Washington State
Energy Code's envelope summary is attached:
Building Envelope
Mechanical System:
The existing mechanical system is made up of a 16 rooftop gas -pack units. None of these
units have economizers and many do¢not have fresh air intakes. Approximately half of these
units are 30 years old and need to be replaced.
The new mechanical system provides heating and cooling through a VRF (variable
refrigerant flow) system to 28 zones inside the building. Ventilation is provided by ERV
(Energy Recovery Ventilator) based system that removes heat from exhaust air and transfers
it to incoming fresh air.
Building Performance
Utilizing existing mechanical systems with the existing envelope, the building could be
expected to perform with an EUI (Energy Use Index) of approximately 50 kbtu /sf /year. It is
estimated that with the new measures in place the building should perform with an EUI of
approximately 30 kbtu /sf /year. This is a value that would exceed the performance of a new
office building built to minimum Energy Code Standards with conventional heating and
cooling systems.
8. The symbol in front of door 175A appears to be an errant rectangle; these have been removed
on our drawing. The detail bugs referencing sheet A6.1 has also been removed. Revised
Sheet A2 -3A is included in this re- submittal package.
9. See attached revised Sheet TDSC 11 showing Van accessible parking stall.

connections and water supply piping have been added to the four open site drains as shown
in detail 4 on sheet P1.0 and as shown on sheet P2.1. Both of these sheet additions are

2. Floor drains in bathrooms are new additions. Floor drain detail has added trap primers to
bathroom floor drain detail, as shown.
