Calling the meeting to order at 7:00 p.m., Council President Joan Hernandez led the flag salute.
OFFICIALS:
Mayor Steven M. Mullet; City Administrator John McFarland; Council Analyst Lucy Lauterbach; Deputy City
Clerk Bob Baker; Steve Lancaster, Community Development Director; Jim Morrow, Public Works Director; Brian
Shelton, City Engineer; Police Lieutenant Darrell Baskin; and Michael Cusick, Senior Engineer, Public Works.
COUNCIL ATTENDANCE:
Present were Council President Joan Hernandez; and Councilmembers Joe Duffle; Pam Carter; Jim Haggerton;
David Fenton and Richard Simpson.

COMMITTEE OF WHOLE MEETING MINUTES
Edna Morris. 4412 South 150th, Tukwila, proposed and spoke in favor of a temporary ramp low rail in a
temporary skateboard park in Tukwila.
Councilmember Carter spoke in favor of receiving an update /report on the issue. Councilmember Duffle spoke in
favor of the proposal. He cited the recent death of a student as indicative of the need for kids to have a place to go to
stay out of trouble.
John McFarland, City Administrator, spoke out of concern for erecting a temporary skateboard park. No matter
when, where, or to what degree they are built, liability is always a factor. Additionally, he noted, several other
projects in the City must hold a higher priority.
Consensus was to forward this item to an upcoming Community Affairs and Parks Committee meeting.
Jackie Demnere. 4033 South 128th. Tukwila, asked when Council decided to purchase property for Cascade View
Park the property at 14211 37th Avenue South). The date, as confirmed by Councilmember Carter was
January 8, 2001.
Ms. Dempere voiced concern with the transactions as the home was hers until it was sold in 1991. She put much
time and effort into the remodel of the home. Mr. McFarland and Mayor Mullet assured Ms. Dempere they were
aware of the work that had gone into remodeling the home and there was no desire to tear it down. That being the
case, the home was surplused and is being sold, under the bidding process. Further, in spite of the age of the home,
it was noted Federal Grant funds were not available due to the number of remodels and additions to the home from
its original status.

SPECIAL ISSUES:
a. Results of the second Duwamish Neighborhood Meeting
Steve Lancaster, Director, Department of Community Development, presented the results of the second Duwamish
Neighborhood meeting, on July 11, with Council. Mayor Mullet, Councilmember Simpson and approximately 15
community members attended (5 of those were at the May 11 meeting). These numbers represent about 11 of
the 70 households in the Duwamish neighborhood.
At the meeting's conclusion, consensus centered on a narrower street cross section with the following streetscape
components:
-Curb Gutters on both sides of the street
Sidewalks on one side of the street (same side as they currently exist)
-No on- street parking
-No additional, necessary landscaping
The largest amount of consensus among the neighbors was for the condition of no, on- street parking.

Preliminary estimates for the City of Tukwila Street Improvements indicate a cost range of $350,000.00
$450,000.00, depending upon on the conceptual design chose.
James Morrow, Director, Public Works Department, responded to a question from Councilmember Linder. He
stated drainage concerns will be greatly approved with the installation of curbs and gutters. This, he noted, will
channel the surface water.
Councilmembers spoke in favor of narrow streets, which, in part, lend themselves to no parking on the street.
Additionally, Ms. Carter noted the narrow streets provide for more of a community feeling.
Councilmember Haggerton then complimented the work of both department directors who spoke this evening; in
addition to their staffs, for their time and energies.
Mr. Lancaster noted the streetscape upgrades, in coordination with ValVue Sewer and water improvements are
scheduled for construction in 2002.
In the end, Council consensus existed to forward this item to the Transportation Committee. Thus, allowing staff
time to prepare a conceptual street design based upon community input and Council direction. The Transportation
Committee can then forward the item to a Committee of Whole meeting for additional review before being
considered at a City Council Regular Meeting.
b. WRIA 9 Interlocal Agreement Amendment
Mr. Morrow introduced this item and called this an opportunity to correct deficiencies within the original interlocal
agreement. Additionally, he called it a chance to make new aspects and positive additions to the agreement.
The following changes are being proposed under the amendment to the WRIA 9 Interlocal Agreement:
-Allow for addition of City of Tacoma as a party to the agreement
Change the number of members of the WRIA 9 Forum Management Committee from five to seven members
-Allow for each party to name, as an alternate to its named elected official, a senior staff member or other
elected official as it representative to the forum
Provide for an additional financial contribution to be made by King County to account for the addition of
Vashon/Maury Islands to the forum activities and planning efforts
Council spoke in favor of the amendment. Ryan Larson, Senior Engineer, Public Works Department, is the choice
for alternate to the forum.
For action, consensus existed to forward this item to the City Council Special Meeting, directly following this
meeting.

a. Mayor

Mayor Mullet announced a proposal by the Washington State Traffic Safety Commission for four (4) pilot projects
to deal with cameras, at intersections, related to running red lights. If a citizen runs a red light, a picture is taken by
the overhead camera, of the license plate. The camera is tied into the timing of the light. Mayor Mullet believes the
citation lies not with the particular driver of the vehicle; but with the vehicle owners themselves.
Council was asked if they were interested in submitting our name as a test site. Many spoke in favor of the project;
some, with the proviso that citizens are informed before the lights are mounted. Another issue was raised that of
the timing of the lights.
Finally, Mayor Mullet noted the stabbing and subsequent death of Shane Draganov, a 17 -year old Tukwila male, and
neighbor. The death took place in the South Park area; at approximately 3:30 a.m., Saturday. The suspect, at 16-
year old youth, was released from custody, claiming self defense.
b. City Council
Councilmember Duffle spoke in favor of the Tukwila Schools adopting and /or enforcing strict dress codes. He
noted those attending summer school are improperly and immodestly dressed. He asked Council to provide such
feedback to school officials as the opportunity arises.
Next, Mr. Duffie asked if other Councilmembers are interested in meeting with a group of students who are
interested in meeting together. The students have different questions and proposals for ways they'd like to get
involved with the community. Councilmembers will get back to Mr. Duffie outside of this meeting.
Councilmember Carter attended a July 17 SCATBd meeting; a July 18 Suburban Cities Board meeting; a July 19
Regional Transportation Committee meeting; and a July 23 Transportation Committee meeting.
Council President Hernandez attended a July 18 Senior Citizens luncheon where former Councilmember Mae
Harris was present; along with former Parks Recreation Director Don Williams.
Councilmember Haggerton attended a July 18 Suburban Cities Association Board meeting; and a July 19
Suburban Cities Economic Subcommittee meeting.
Councilmember Linder asked Mr. McFarland to set up a "fence tour" for Crestview Park before tomorrow's
Community Affairs Parks Committee meeting. Mr. McFarland noted a tour would be organized.
In helping Tukwila become the first community in the State of Washington to become a Certified Backyard
Wildlife Habitat Community, she opened her own garden on Saturday, July 21. This allowed people from all over
to see an example of certified yard within the community. Five other certified yards were also open that day for
viewing.
Councilmember Fenton had no report.
Councilmember Simpson reported absence from July 24 through August 10, 2001.
c. City Staff
City Administrator John McFarland reported he is one of six on the Jail Negotiations (contract) team. Their team
meets for a process -only meeting (no substance) on Friday, July 27, in Bellevue. There is also a Jail Negotiations
Oversight Committee comprised of anyone from the Suburban Cities Association who wants to attend. Moreover, a
Jail Advisory Group reports to the Executive body of Suburban Cities Association. Jail issues will appear on the
next Finance Safety Committee Agenda and he will brief Council after that meeting and seek direction on how the
Council would like the City represented.
Next, Mr. McFarland distributed an addendum to the previously submitted 2nd Quarter Reports. The addendum is a
project update matrix from the Public Works Department.

Mr. McFarland then reported Police Chief Keith Haines is in the Congo, building an orphanage. He does such a
project each year.
Finally, Mr. McFarland noted the Depai tment of Community Development has advised the Mayor's Office that
Family Fun Center has processed a permit for the building of a Comfort Inn, on the north portion of the site.
d. Legislative Analyst
Lucy Lauterbach reported the Legislature has not yet decided upon a transportation plan for 2002. Three
initiatives, however, have been certified; including that of Tim Eyman, to limit property taxes to a 1% increase.
MISCELLANEOUS:
Councilmember Duffie recognized Mayor Mullet for walking to work in an effort to combat transportation issues.
Additionally, he noted appreciation for a recent visit to Tukwila Elementary School by Mayor Mullet and Steve
Moore.
Councilmember Carter reported Music in the Park, according to The Hazelnut, lasts from Noon to 1:00 p.m. on
Wednesdays. Next, she noted "stuff' has been added to the "Blue Tarp area" (an empty dumpster with mesh sides).
Mr. McFarland clarified the property in question was that of the Hemmerlings.
Council President Hernandez reported the Fatigue Technology building (100 Andover Park West) has been
completed and landscaped. She spoke favorably of the results of their efforts. Mr. McFarland noted an Open House
Tour will be conducted for City Council at a yet undecided date.
Councilmember Haggerton noted a recent flat tire while on 42nd Avenue South. He remarked the inferior condition
of that road creates problems in many ways; most notably, there is no place on the shoulder (wide enough) to change
a flat tire. Therefore, he drove home with a flat tire.
EXECUTIVE SESSION: Stricken.
ADJOURN TO SPECIAL MEETING:
8:42 p.m. There being no further business to come before the Council on this agenda, Fenton moved;
Duffie seconded; to adjourn the Committee of Whole and convene a City Council Special
meeting. The motion carried 7 -0.
