PRESENTATIONS II. BUSINESS AGENDA A. Update on Partnerships to Improve Community Health Grant Parks and Recreation staff provided the Committee an update on the Parternships to Improve Community Health (PICH) grant recived from Public Health Seattle and King County earlier this year. This is a three year grant, with year one running from early May through September 29, 2015. Year two begins October 2015 and will end in September 2016, funded in the amount of $30,000. The scope of work in year one focused on research and development of programs relating to sugar consumption reduction as well as policies and guidelines regarding food served at Parks Department facilities and programs. Year two will focus on implementation of the programs developed in year one. INFORMATION ONLY. B. Disposition Options for the Travelers Choice Motel. Staff provided an overview of disposition options for the Travelers Choice Motel, which is one of the properties owned by the city in the Tukwila International Bouelvard neighborhood. Specifications for demolition of the structures is complete and a call for bids will likely be issued next month, with bid results going to the Finance and Safety Committee. The demolition of the Travelers Choice is included an an additive alternate estimated at $230,000, although the building is in significantly better physical condition than the others. The City has a number of options relating to this property, including selling as -is, holding, demolishing, or leasing for an alternative temporary use. A number of alternative uses have been researched and analyzed and rejected for various reasons as outlined in the information memo. One alternative use that staff feels is worth further exploration is a lease to 4Culture for community art space. 4Culture is also interested in exploring this opportunity and the potential for artist work space, practice space, workshops, art displays, and more. Staff distributed examples of similar projects such as the Bates Motel in Los Angeles, the Ponderosa Motel in Kelowna, B.C., and the OK Hotel in Seattle. While 4Culture has not yet formalized an official proposal or made a final decision, staff is seeking Committee input into this idea. If there is interest, 4Culture will perform more analysis and make a proposal following their Board's approval. City staff will work on terms of agreement in a draft lease. If a lease agreement is entered into with 4Culture, the City will delay the cost of demolition, and the option to use the property for another purpose in the future is still retained. Staff noted that a change of use for this property may trigger different impact fees due to the City, and those fees are yet to be determined. They expressed support for bringing more art into the community but would like the City to be specific about the types of activities allowed. They also urged the involvement of the Arts Commission during the process. The Committee directed staff to work with 4Culture on a specific proposal and draft lease agreement to return to Committee at a future date. Chair Seal will communicate with the Arts Commission and the School Board as well as report at tonight's Committee of the Whole. RETURN TO COMMITTEE.
