HomeMy WebLinkAbout2015-09-29 Utilities MinutesCity Of Tukwila • Utilities Committee UTILITIES COMMITTEE Meeting Minutes September 29, 2015 — 5:30 p.m. — Foster Conference Room, 6300 Building PRESENT Councilmembers: Dennis Robertson, Chair; Joe Duffie, Kate Kruller (Absent: Verna Seal, De'Sean Quinn) Staff: Bob Giberson, Frank Iriarte, Robin Tischmak, Mike Cusick, Greg Villanueva, Gail Labanara and Laurel Humphrey CALL TO ORDER: Chair Robertson called the meeting to order at 5:30 p.m. I. PRESENTATIONS II. BUSINESS AGENDA A. Grant Applications: Storm Water Quality Retrofit & Riverton Creek Flap Gate Removal Staff is seeking Council approval to submit grant applications to the Washington State Department of Ecology Water Quality Grant Program to fund water quality improvement projects. The first application will request $250,000 to fund the design of water quality treatment solutions for several currently untreated storm water outfalls that drain into the Green /Duwamish River. A second potential application will fund construction of the Riverton Creek Flapgate Removal Project, budgeted at approximately $500,000. A 15% City match is required and funds for the first application are available from the Storm Water Quality Retrofit Program. The City match for the second can come from Surface Water funds and other grant sources. UNANIMOUS COMMITTEE APPROVAL. B. 2015 Surface Water Management Program Survey and Assessment Staff provided the Committee with the results of the 2015 Surface Water Management Program Survey and Assessment, which was performed to comply with the National Pollutant Discharge Elimination System (NPDES) Phase II permit requirement to measure residential stormwater knowledge and behavior. The City hired Hebert Research, Inc. to conduct a phone survey. A total of 105 surveys were completed and compared to 2013 data to assess priority stormwater issues in Tukwila. Correct responses to priority 1 issues decreased from 46.1 % to 38.3 %, 72.9% to 62.4% for priority 2, and 88.4% to 86.7% for priority 3. The decrease is disappointing considering the City's outreach efforts as detailed in the memo. Committee members and staff discussed additional ideas for future outreach, such as reducing the number of questions, sending information home in student backpacks, and offering incentives. The Committee members also suggested that Hebert be contacted regarding the limitations of landline telephone surveys. INFORMATION ONLY. C. Update on Sewer Connections: Allentown Phase I and Allentown /Foster Point Phase II Staff provided the Committee with an update on the status of sewer connections in the Allentown and Foster Point neighborhoods. The City installed the sewer system in Allentown in 1996 and 2007. Existing homes were required to connect to the sewer main if the septic failed, the home changed ownership, or a bedroom or bathroom was added. New development was required to pay the sewer connection charge in full, and in both Phase I and II homeowners were given the option of a payment plan to alleviate financial hardship. Of the 256 parcels in Phase I, 94% have taken action by paying the connection charge, signing up for a payment plan or benefited from the Metro line paid for by King County. 86% have hooked up to the sewer system. Of the 260 parcels in Phase II, only 38% have taken Utilities Committee Minutes September 29, 2015 - Pape 2 action by paying the connection charge or signing up for the payment plan and only 29% have hooked up to the sewer system. INFORMATION ONLY. III. MISCELLANEOUS As discussed at the last meeting, Councilmembers are hearing from residents in "The Loop" with concerns about future sewer connections serviced by Valley View Sewer District. Council President Kruller stated that talking points would be very helpful for the Council. Staff confirmed that a presentation by Valley View will occur at the October 12 Committee of the Whole. The Committee requested that Loop residents be notified of the upcoming presentation including instructions for viewing the meeting via TukTV or online.
