WAPA Best City Paving Award
ISSUE
Acknowledge City Staff, KPG Inc., and Miles Resources for receipt of a WAPA Best City
Paving Award — Western Washington.
BACKGROUND
The Overlay and Repair - East Marginal Way S (S 81 s' PI to S Norfolk St) Project design
began in January of 2013 with the assistance of design consultant, KPG Inc, who also
served as the construction management consultant. The construction contract was
awarded to Miles Resources on February 3, 2014. The scope of this project included
pavement repairs and an asphalt overlay of East Marginal Way S between S 81't PI and
S Norfolk St. Project construction included pavement repairs and asphalt overlay, new
pavement markings, pedestrian safety upgrades, and storm water improvements. The
main focus of the East Marginal Way S Overlay and Repair project was to preserve and
maintain the street structure in a safe and useable condition by grinding off the top layer
of asphalt and resurfacing it with new asphalt pavement.
DISCUSSION
Each year the Washington Asphalt Pavement Association (WAPA), Washington State
Department of Transportation, American Public Works Association and the Washington
Association of County Engineers award those paving projects judged to be the most
outstanding in the State. The awards are presented at WAPA's Annual Meeting and
Awards Banquet held in November. The City received notification September 29, 2015
via email they had been chosen over 13 other paving projects in Western Washington
as the award recipient for Best City Paving Award — Western Washington for the
Overlay and Repair - East Marginal Way S Project.

This award will be presented to representatives from Miles Resources and the City of Tukwila. If at all possible, we'd like
to have an Owner's representative (David in this case) or his designee at the Awards Banquet to accept the award and to
receive recognition for this fine asphalt paved project. If an Owner's Rep. is not available, the Project Designer would
be a good stand -in to accept the award for the Owner, but generally we like to see the City project official join us.
If the City official can attend, they are welcome to join us for the General Membership meeting during the day on Friday
November 20th also. It will have several items of interest with national and regional experts on several asphalt paving
topics. You simply need to register them as a guest when you register the Miles Resources attendees for the meeting/
banquet Jeff.
It is CRITICAL that we get pictures of the award winning team members to make the presentation meaningful and
reflective of this high honor. Please collect and send the following pictures to me directly by November V:

Accept a Safe Routes to School Grant award of federal funds from the Washington State Department of Transportation
( WSDOT) in the amount of $838,950.

Walking routes for students to Cascade View Elementary School include unimproved roadway segments that do not currently
have sidewalks or other safety enhancements. The City was successful in receiving grant funds to construct a trail that
connected S 140th St to 32nd Ave S as the first phase of improvements. Phase II will add improvements along S 140th St and
33rd Ave S that will directly connect the previously constructed trail and will provide safer walking routes for students
throughout the neighborhood. A development on 33rd Ave S has provided mitigation funding that will be used to provide a
portion of the required City matching funds.
DISCUSSION
The successful acquisition of the Cascade View Elementary Safe Routes to School — Phase 11 grant will allow the City to
construct improvements on 33rd Ave S (S 140th St to S 144th St) and on S 140th St (Military Road to 34th Ave S) that will
include: curb, gutter and sidewalk on one side of the street, a traffic circle at the intersection of 33rd Ave S/S 140th St, ADA
compliant curb ramps and curb extensions and a pedestrian refuge island with the traffic circle (see attached Plan Sheet).
FINANCIAL IMPACT
The total estimated project construction cost is $927,950. City required matching funds total $89,000. No
Education /Encouragement/Enforcement components were proposed as those efforts were included in Phase 1 of the
Cascade View Safe Routes to School Project. Phase II is currently scheduled after 2021, so a budget amendment will be
proposed to Council to fund Phase II in 2016 for the remaining City match of $51,758.00.

apply for a $1 million dollar VVSDCU- Pedestrian and Bicycle Program grant. This residential
street improvement project is scheduled for design in 2015. Staff indicated that the C|P project
descriptions for Residential, Surface Water, and Water would beupdated.
Cascade View 9mfa Routes to School - Phase U (33 rd South/South 140m
Staff is seeking approval to apply for $760,000.00 in \N8OOT Safe Routes to School funding.
This funding dues not require a City rnatch, but if City funds are demonstrated the application
becomes more competitive. The Committee requested that staff identify City matching funds.
Phase 11 of this project will include the construction of a roundabout and new sidewalks.

Ui SOUTH COUNTY AREA TRANSPORTATION BOARD /SCATBCAMeeting
Bob Gibenson attended the K8an:h 18, 2014 0eetnA, noting the discussion on oil transportation
safety, which has been a growing issue of concern for cities.
Counci|members and staff discussed the growing concern for rail oil transport, particularly with
regard to the BNGF intennodo| yard in Allentown and any potential future expansion uf that facility.
BNSF has stated a commitment to purchasing 5,000 new tanker cars that have been designed with
improved safety features for the transport ofoil. Staff mentioned the current negotiations toward an
agreement with BN8F' which will take into account public and Council input. INFORMATION
ONLY.
IV. MISCELLANEOUS
In light of recent public comment regarding the sidewalks on the South 144° Street Bridge (over I-
5), Staff noted that in 3013. funding from PSRCTnaneportatioD Alternatives was applied for but
not awarded. Staff will continue to develop the proposal for this project and seek funding
opportunities as they arise. The S144mSt bridge is owned byVV8DOT and proper coordination ia
essential.
Staff noted that 8 meeting was recently held with Riverview Plaza owners regarding the alignment
plan for the Tukwila Urban Center Pedestrian Bridge. They were pleased to know the City is
considering multiple options.

The USDOT announced TIGER FY 2014 grant applications are due on April 28, 2014. PSRC
is overseeing the regional and countywide competitive process for federal transportation

applications are due May 7, 2014. WSDOT has announced that Safe Routes to School grant
applications are due on May 5, 2014.

PROJECT:
Cascade View Safe Routes to School Project No. 91210301
Construct an off - street, paved shared use path, sidewalks, and a traffic circle at 33rd Ave S and S 140th St.
DESCRIPTION:
This route was identified in the Walking Audit prepared for the Cascade View school zone. S 140th St is one
of the high priority missing sidewalk areas prioritized as part of the Walk and Roll Plan.
JUSTIFICATION:
Enhance safety for students walking to Cascade View Elementary School and encourage transportation choices
for Cascade View neighborhood residents.
STATUS:
Phase I is construction of an off - street, paved shared use path between S 137th St and S 140th St.
Phase II includes a traffic circle at 33rd Ave S/S 140th St. Also includes sidewalks on the east side of 33rd Ave S
between S 140th St & S 144th St and the north side of S 140th St between Military Rd S and 34th Ave S.
MAINT. IMPACT:
New trail, traffic circle, and sidewalks will need to be maintained.

Acknowledgement of Section 4(f) de minimus Use of Christensen Road Property
ISSUE
Accept public comment on the proposed fill and excavation to the Christensen Road Property and acknowledge the Section 4(f) de
minimus impact determination in accordance with FHWA (Federal Highway Administration) requirements.
BACKGROUND
Since 2005, the City has been designing the TUC Pedestrian /Bicycle Bridge over Green River Project. Funding for the design has been
primarily from three federal grants, two from STP -E (Surface Transportation Program — Enhancement) grant and one from CMAQ
(Congestion, Mitigation, and Air Quality). Because of these grants, the project is subject to FHWA review and approval processes,
including obtaining a NEPA (National Environmental Protection Act) approval. As part of the NEPA process, compliance with Section
4(f) of the US Department of Transportation Act of 1966 and codifed at 13 U.S.0 § 138 and 49 U.S.0 § 303 which requires all potential
impacts on Section 4(f) lands be analyzed for prudent alternatives prior to implementation of a project. Publicly owned land which is
considered to be a park, recreation area, or wildlife and waterfowl refuge are considered Section 4(f) lands. The property being
impacted by the TUC Pedestrian /Bicycle Bridge Project is known as the Christensen Road Property in the PROS Plan (Parks and
Recreation and Open Space Plan) and is identified as Project No. 21 in the Shoreline Master Plan. The existing use of the property as
a passive park with the supplemental trail running parallel to the Green River Trail, the proposed future non - motorized boat launch from
the PROS Plan, and the proposed habitat restoration in the Shorelines Master Plan qualify this property as a Section 4(f) facility.
DISCUSSION
The Green River Trail will be widened from the bridge landing point westerly to Christensen Road. In order to accommodate the
widening, the levee will have additional fill placed on the riverward side so that the trail can be widened to the north. Widening to the
south was not a possibility due to right -of -way constraints. The widened trail will be done within the existing trail easement as much as
possible, although an additional 191 square feet of easement is being obtained from the owners of the Riverview Plaza site to match
where the existing trail is outside the easement and on private property. To mitigate this new fill, as well as mitigate for a reduction in
flood storage on the east side of Green River due to the bridge landing, a 2,500 square foot area is impacted in order to provide the
required compensatory storage. The best location for this excavation is on the Christensen Road Property.
All adjacent property owners have been notified by mail and /or direct communication about TUC Pedestrian /Bicycle Bridge Project. A
public notification and comment period was provided through the SEPA (State Environmental Protection Act) and the Shoreline
Variance processes. The SEPA comment period ended on September 24, 2015 and Shorelines Variance comment period ends on
October 9, 2015.
FINANCIAL IMPACT
There is no financial impact to acknowledging the Section 4(f) impacts.
RECOMMENDATION
Council is being asked to accept public comment at the October 12, 2015 Committee of the Whole Meeting for the Tukwila Urban
Center Pedestrian - Bicycle Bridge Project and acknowledge the de minimus use of public park and habitat restoration property.

continue to coordinate with the Parks and Recreation Department as necessary during

Temporary construction access through the Open Space will extend along approximately 620
linear feet (approximately 9,300 square feet) of the existing paved path on the site, and will
require steel plates or similar temporary improvements to protect the underlying surface and to
support construction equipment. In addition, approximately 6,400 square feet of temporary
impacts associated with clearing and grading for construction of the trail improvements will
occur adjacent to the base of the proposed fill slope. Temporary trail closures will occur during
construction. The proposed project has been designed to avoid removal of trees from the Open
Space. All land temporarily disturbed will be restored /replanted as necessary.
