HomeMy WebLinkAbout2015-02-02 Special Minutes - 2015 Community / Neighborhood Focus Work SessionWork Session: 2015 Community /Neighborhood Focus Location: Council Chamber, City Hall Date: February 2, 2015 Start: 5:30 p.m. End: 6:59 p.m. City of Tukwila City Council PRESENT Elected Officials: Jim Haggerton, Mayor; Kate Kruller, Council President; Joe Duffie, Dennis Robertson, Allan Ekberg, Verna Seal, De'Sean Quinn Staff: David Cline, Rachel Bianchi, Peggy McCarthy, Mike Villa, Rick Still, Rachel Turpin, Marty Grisham, Bob Giberson, Stephanie Brown, Joyce Trantina, Jack Pace, Derek Speck, Laurel Humphrey The purpose of this Council Work Session was to meet jointly with Administrative staff to discuss the following questions: I. What are your emerging areas of focus for Tukwila? 11. What would you prioritize? 111. What action steps could the City take? Councilmembers and staff met in small groups to discuss these questions. Each group reported out, and discussions are summarized as follows: 1. What are your emerging areas of focus for Tukwila? Residential Neighborhoods • Garbage Issues • Code enforcement • Potholes, speed bumps • Safety • Streets, curbs, gutters • Marijuana • Two -way communication with residents /city o What is best way to loop back? o Explain why it takes time o Consider a form response, or phone call • Concern with perception of inconsistent code enforcement • Concern with perception of lack of police in neighborhoods (need visible presence), or non - prioritizing of res. Burglaries (No anecdotal complaints about PD, however) • Why is CE not combined with PD? • Traffic, speeding City Council — Joint Executive Staff February 2, 2015 — Page 2 • Lack of sidewalks • Unmowed lawns • Crosswalk along TIB 2. What would you prioritize? Police responsiveness Code Enforcement responsiveness Sidewalks (Visual enhancement of neighborhoods) 3. What action steps could the City take? Beautify City (flags, flowers, TUC, Foster High) Enhance Coded Enforcement • Train citizens to report code violations • Civilian resources • Code enforcement task force (council /staff) • Incentives /rewards for code compliance e.g. SeaTac • Close the report -back loop (consider alternatives such as reporter, council chats) • Code Enforcement Forum (block watch, captain meetings) Sidewalk Plan — dedicated funding. Keep moving forward. Communication to residents on CIP projects like 53rd, 144th' 42nd use publications and E- hazelnut, provide graphics. Revamp website • Highlight code enforcement • Highlight Capital Projects status • Robust search engine • PDR request • CE complaint form • Upload photos Police Responsiveness • Block Watch • Better way to tell stories • Access to your crime report • Response form follow up • Police cars in neighborhoods • Foot patrol in neighborhoods City Presence • Continue neighborhood surveys, target Thorndyke, Cascade, Foster 1. Community Livability • Code enforcement o Alternatives to being punitive • Increase community pride (incentivize compliance) • Safety City Council — Joint Executive Staff February 2, 2015 — Page 3 • "Shop local" effort • Farmer's Market • Veteran's Day • "Fit City" • Park events • Dog Park • Tukwila Trolley • Bike Lanes • Stair Climbs • Housing near light rail • Can't expect Tukwila Village to be all - encompassing solution Youth Council • Input on city projects /priorities • Input at Planning Commission stage Community Identity • May help with "pride" issue, code compliance 2. What action steps could the City take? Many items already on CAP work plan Review current community events and consider opportunities for additions /changes • Add Veteran's Day celebration • Parades • MLK Recognition Continue 53rd Capital project Continue advocacy for BAR station Consider root cause of code enforcement issues — human services 1. What are your emerging areas of focus for Tukwila? Residential livability • Making our neighborhoods more desirable • Addressing residential crime • Residential revitalization • 53rd • Farmers markets, festivals, etc. to build a sense of community Communications • Need to get people to believe that the City is working for them • Specific areas need better communications, i.e. PD and code enforcement following up with individuals /neighbors after an incident Public Safety • Focus on the next stage of TIB City Council — Joint Executive Staff February 2, 2015 — Page 4 Veteran's Programs • Programs for indigent veterans, i.e. discounts • Recognition for veterans — events, page on website, etc. • Hiring focus BAR Light Rail Station • Clear understanding of what it will take to get it done Long range master planning process to achieve our goals • Not a strategic plan, but project plan with benchmarks to get to the goals 2. What would you prioritize? Code enforcement • Staffing • Proactive enforcement • Code adjustments, or at the very least review • Understanding best practices from other jurisdictions PD /PW updates • Commercial vehicles in residential areas • Number of vehicles per residence • Enforcement of above Revenue New residential street program • Financing • Communications and roll out of plan • How to demonstrate activities Communications • Better feedback loops • More education as to what the City is doing • Marketing around residential improvement • Seasonal events focused on neighborhoods • Catalyze residents to get engaged, get participation and buy -in Community Clean up events BAR station • Sound Transit relationships • Making the business case for the station 53rd 3.
