Refer to SK -22. • #13: The visible portions of TPO membrane roofing along the vertical surfaces adjacent to the canopies will be covered by a bent flat -stock sheet metal piece. The sheet metal shall match the color of the adjacent wall surfaces, i.e.: metal panel wall or brick masonry. This condition occurs on all four facades. Refer to SK 20 -21. LOCATION: 304 Strander Boulevard NOTIFICATION: Jack Pace, Director The Fidelity Investments Center will be built on a perimeter "pad" as a part of the Westfield Mall. The Mall is southeast of the intersection of I -5 and I -405 and is bounded by Strander Boulevard, Southcenter Parkway, Tukwila Parkway, and Andover Park West. The Fidelity Investments Center will be located on the south side of the Mall property, at the northeast corner of the intersection between Strander Blvd and the southwest entrance to Southcenter Mall. The building is directly east of The Cheesecake Factory restaurant. Notice of Application for this Type 4 permit was mailed to surrounding property owners, tenants, interested parties, affected agencies and posted on the site on March 20, 2008. On May 8, 2008 a Notice of Public Hearing was mailed to surrounding properties, tenants, interested parties, and affected agencies, posted on the site, and published in The Seattle Times. Photo of the Materials Board SM Page 2 of 11 H:\Fidelity\SR.doc �S,IU►1QI1 MV P FINDINGS VICINITY INFORMATION • The Mall site encompasses an area that, in a traditional setting, would be multiple City blocks, with each block face measuring approximately 1,950 feet per side, exceeding a quarter mile along each side. For the most part, the site is owned and managed by Westfield. City streets of various widths surround the site. Beyond the City streets are interstate freeways and Gilliam creek on the north and west and retail and commercial service uses on the east and south. The City's Tukwila Pond park sits just to the south of the Target development south of Strander Boulevard. The Fidelity Investment Center is proposed for the south side of the Westfield site. It will be a detached building located on the eastside of the new western-most access road off Strander Boulevard into Westfield. This new north -south access road lines up with an entry to Tukwila Pond along the west side of the Target Development and to the east side of the Westfield Olympic (Sears) Garage. It will be located between The Cheesecake Factory on the west and The Olive Garden on the east. PROJECT INFORMATION The Board of Architectural Review (BAR) held a public hearing in December 2004 and approved the expansion plans for the Mall subject to conditions, one of which was BAR review of elevations of the "pad" buildings. The internal access roads on the north and west sides of the proposed building and the proposed parking lot configuration were approved at that time. Attachment B is the BAR approved site plan. The Fidelity Investment Center is not shown as a pad site on the BAR approved plans. Development of the Fidelity Investment Center will change the parking available and required for the Westfield site. The required parking count will be met through the planned redevelopment of the existing Bank of America into parking at the northeast corner of the Westfield site. Redevelopment of the existing Bank of America into parking is a condition of approval for the new Bank of America, permit number L08- 001. Westfield and Fidelity Investment Center propose a new 7,200 square foot freestanding building located on a new pad on the Westfield Southcenter site. The parking lot landscaping conforms to the previously approved plan. PUBLIC COMMENT No public comment has been received. DESIGN REVIEW CRITERIA The project is subject to a Pubic Hearing Design Review under Tukwila Municipal Code (TMC) Chapter 18.28.070. The Board of Architectural Review evaluates the SM Page 3 of 1 l 05/14/2008 H:\Fidelity\SR.doc • • project under the criteria established in TMC 18.60.050. The design criteria explain requirements for development proposals. They are the decision criteria from which the Board will evaluate whether to approve, condition, or deny this project. The BAR Criteria are shown in italics, followed by staff s comments. The applicant's response to the design review criteria is Attachment A. Below is the staff analysis and response. 1. Relationship of Structure to Site. a) The site should be planned to accomplish a desirable transition with streetscape and to provide for adequate landscaping and pedestrian movement; b) Parking and service areas should be located, designed and screened to moderate the visual impact of large paved areas; c) The height and scale of each building should be considered in relation to the site. The building fronts Strander Boulevard and engages with this important street in the Tukwila Urban Center. The building is not brought up to the street edge, an ultimate goal in the pending Urban Center Plan, but in fronting the public street and locating parking to the back and side, this building makes a significant and desirable change from the present development in the Urban Center. A pedestrian path intersects the landscaped front and connects both sides of the corner to the front entrance. In addition to sidewalks on the south and west sides, a pedestrian path lines the north and east sides of the building and creates a pedestrian walkway around the entire building. Fronting the sidewalks, the south and the west sides of the building have the greatest amount of transparency and include the glass enclosed entrance vestibule on the south side. The east side of the building has less transparency and is adjacent to parking. The rear of the building faces north towards Westfield Southcenter and has the least amount of transparency. Aboveground utilities are located at the interior northwest comer far removed from the public street. Fidelity does not require a dumpster. All garbage and recycling will be stored internally and removed by a cleaning service. The parking and parking lot landscaping remains essentially the same as previously proposed. The parking configuration is maintained but the total amount is reduced because the building occupies what was previously proposed as parking. Changes to the previously approved landscaping are limited to the landscaping that surrounds the building and the landscape islands that are located on either side of the angled parking that fronts the new building. Like the other four buildings fronting Strander Boulevard from Westfield, this building is a one -story structure. This consistent line of one -story buildings works as an intermediary step between the street and the three -story Mall which is generally between 42 and 86 feet tall. Fidelity is 25 feet tall at the peak of its hipped roof. It is located between the 26 foot Cheesecake Factory with a 37 foot tower at the entrance and the 20- to 22 foot Olive Garden Restaurant to the east. The proposed Bank of SM Page 4 of 11 H:\Fidelity\SR.doc IMO • • America further east is 19.5 feet tall and the Key Bank at the eastern -most corner is 24 feet tall. 2. Relationship of Structure and Site to Adjoining Area. a) Harmony in texture, lines and masses is encouraged; b) Appropriate landscape transition to adjoining properties should be provided; c) Public buildings and structures should be consistent with the established neighborhood character; d) Compatibility of vehicular pedestrian circulation patterns and loading facilities in terms of safety, efficiency and convenience should be encouraged; e) Compatibility of on -site vehicular circulation with street circulation should be encouraged. The building repeats the exact brick material and color used on the Westfield Mall. The building massing is similar to the adjacent pad sites. The use of a metal canopy and metal panels repeats and compliments the canopy and metal panels of the proposed Bank of America design. Landscape areas are around the foundation of the building, between the building and street front, and within the adjacent parking areas. The landscape plan uses the same landscape architect and plant materials as the Westfield site. There is no change to the design of the landscape islands that were previously approved. Tukwila Municipal Code requires that groundcover achieve 90% coverage within 3 years of installation. The landscaping previously designed by this landscape firm is not thriving in many locations at the Mall. Staff has informed the applicant of this code requirement. On -site vehicular circulation is one -way to the adjacent parking area and maintains the existing circulation pattern. Parking is connected to the entrance via a pedestrian path along the east side of the building. There is no loading area or need for a loading area. The interface between the subject site and the adjacent street circulation is not changed. 3. Landscaping and Site Treatment. a) Where existing topographic patterns contribute to beauty and utility of a development, they should be recognized, preserved and enhanced; b) Grades of walks, parking spaces, terraces and other paved areas should promote safety and provide an inviting and stable appearance; c) Landscape treatment should enhance architectural features, strengthen vistas and important axis, and provide shade; d) In locations where plants will be susceptible to injury by pedestrian or motor traffic, mitigating steps should be taken; e) Where building sites limit planting, the placement of trees or shrubs in paved areas is encouraged; SM Page 5 of 11 05/13/2008 H:\Fidelity\SR.doc • • J) Screening of service yards, and other places that tend to be unsightly, should be accomplished by use of walls, fencing, planting or a combination; g) In areas where general planting will not prosper, other materials such as fences, walls and pavings of wood, brick, stone or gravel may be used; h) Exterior lighting, when used, should enhance the building design and the adjoining landscape. Lighting standards and fixtures should be of a design and size compatible with the building and adjacent area. Lighting should be shielded, and restrained in design. Excessive brightness and brilliant colors should be avoided. The site is relatively flat. The sidewalk fronting Strander will be regraded to meet ADA guidelines. The sidewalk design was modified to conform to the pending Urban Center plan. An 8 foot sidewalk with a 10 foot landscaped perimeter is now a part of the design. A significant landscape area (2,466 sf) softens the transition from street edge to the building. All the landscaped areas repeat the landscape plants used for the rest of the Westfield redevelopment. A two -foot high planted berm is added to the front corner which adds interest and variety to the landscaping. The south and west sides contain a mix of low evergreen and deciduous shrubs and deciduous trees provide visual access into the public areas of the building. The trees in the planting islands fronting the internal access road will provide shade when they mature. On the north and east sides of the building, a strip of foundation landscaping separates the building from the pedestrian path that is alongside the parking area. Additionally, a planted trellis is added to the north end of the east side to fill a blank wall space. The north side of the building is the least public and internal operations limit the amount of windows. Trees and shrubs line the landscape bed along this elevation and to the interior of the pedestrian path. Landscape islands enclose the parking area on either side. The aboveground utilities are located in the north island with plants screening the mechanicals. Fidelity does not require a dumpster. The undersides of the entry canopy and the exit door have recessed down lights. No other exterior lighting is proposed and the building will be illuminated from within. 4. Building Design. a) Architectural style is not restricted, evaluation of a project should be based on quality of its design and relationship to its surroundings; b) Buildings should be to appropriate scale and in harmony with permanent neighboring developments; c) Building components such as windows, doors, eaves, and parapets should have good proportions and relationship to one another. Building components and ancillary parts shall be consistent with anticipated life of the structure; d) Colors should be harmonious, with bright or brilliant colors used only for accent; e) Mechanical equipment or other utility hardware on roof ground or buildings should be screened from view; SM Page 6 of 11 05/1 H:Widelity\SR.doc W PIOVE13, • • j9 Exterior lighting should be part of the architectural concept. Fixtures, standards, and all exposed accessories should be harmonious with building design; g) Monotony of design in single or multiple buildings projects should be avoided. Variety of detail, form and siting should be used to provide visual interest. The proposed elevations went through multiple iterations to reach this design. Initially, a modern building was proposed. This design was encumbered by the difficulty in hiding the rooftop mechanicals in a way that worked with that architectural style. The final design presented to BAR is dramatically different from the original proposal and meets all of staff's requests. The building is 19. 5 feet tall at the parapet wall and 25 feet tall at the roof peak. It is a similar height to the existing one -story buildings lining the north side of Strander Boulevard. The building is repeating the same brick used on the Westfield Mall. The use of a flat metal canopy and metal wall panels repeats materials used at the proposed Bank of America. Most of the windows are located at the entrance and along the west side of the building creating visually public interior spaces adjacent to the streets. The west side of the building has less transparency and internally houses offices as well as an exit door. The rear of the building is the most private. Internally, it contains private spaces and a conference room. This private space is reflected in the external design through a change of materials from brick to the metal panels and minimal glazing. The building facade is primarily brick with horizontal banding from a stone base and a horizontal canopy feature. At the entry, the canopy covers a fully glazed entrance vestibule and on the west elevation the canopy shades the windows. The dark green metal canopy is visible on all sides of the building. The horizontal line created by the canopy is continued with stone lintels capping the windows. The stone base is also capped with a stone lintel. The lintels project two inches creating a shadow line which adds depth and creates a finished appearance. The northwest and southeast corners are wrapped with smooth metal planes that contrast in color and texture with the rougher brick facade. On the southeast comer, the metal panels create an entry portal that projects in front of the building and contains the entrance vestibule. On the northwest comer, the metal panels have minimal windows. A hipped, metal roof hides the rooftop mechanicals and matches the charcoal color of the parapet walls. The only extemal lighting is building- mounted flush lighting above the doorways. The interior public spaces will remain lit after hours. 5. Miscellaneous Structures and Street Furniture. a) Miscellaneous structures and street furniture should be designed to be part of the architectural concept of design and landscape. Materials should be compatible with buildings, scale should be appropriate, colors should be in harmony with buildings and surroundings, and proportions should be to scale. SM Page 7 of 11 05/13/2008 H:1Fidelity\SR.doc • b) Lighting in connection with miscellaneous structures and street furniture should meet the guidelines applicable to site, landscape and buildings. A bike rack is proposed along the pedestrian path at the front. Locating the bike rack in the front of the building allows visual surveillance and also lends importance to non - motorized transportation. The bike racks will match the racks on the rest of the Westfield site. External lighting consists of recessed down lights in the entry canopy and above the exit door, parking lot landscaping, and the existing pedestrian poles on the internal drive aisle. The building is designed to be lit from within and will remain lit after hours. A Westfield Southcenter freestanding sign is located at the landscaped corner. In addition to the specific criteria of the Board of Architectural Review, proposed development must show consistency with adopted plans and regulations (18.100.030 TMC.) Below are the specific policies from the adopted Comprehensive Plan that relate to the location of the proposal. 6. Comprehensive Plan Policies A. Commercial Areas - Goal 1.7: "Commercial districts that are visually attractive and add value to the community, are visitor and pedestrian friendly, are designed with pride and constructed with quality workmanship, are secure and safe with adequate lighting and convenient access, are uncongested with smooth flowing traffic patterns, are well - maintained with adequate streetscape landscaping, and are wholesome and in harmony with adjacent uses". a) This significant commercial development requires design review (1.7.1). b) This development requires sidewalks (1.7.2). c) The development provides adequate parking and lighting (1.7.3). Westfield is reinstalling and regrading the sidewalk along Strander Boulevard for the frontage within the scope of this project. An 8 foot sidewalk separated from the street edge by a 10 foot planting strip conforms to the pending Urban Center Plan. No existing landscaping will be removed. Westfield has installed sidewalks that connect the main Mall entrances with Strander Boulevard. Pedestrian paths surround the remaining two sides of the building and bisect the front corner providing access to the front entrance from either the south or the west. Parking adequacy was considered during the review of the overall Mall permit, which did not incorporate the subject building or the use at this general location. The Mall's parking requirements will be met through the redevelopment of the existing Bank of America site into parking. This is already a condition attached to the new Bank of America proposal, permit L08 -001. SM Page 8 of 11 H:\Fidelity\SR.doc 012 arl • • Lighting needs will be met through Westfield site lighting. Parking lot light poles and pedestrian poles along the internal sidewalk illuminate the site. The entrance and secondary exit are lit with canopy - mounted lighting. Lighting of the building is through internal illumination. B. Tukwila Urban Center (TUC) - Goal 10.2 "Encourage and allow a central focus for the Tukwila Urban Center, with natural and built environments that are attractive, functional, and distinctive, and supports a range of mixed uses promoting business, shopping, recreation, entertainment, and mixed use residential opportunities:" a) This development shall achieve a high - quality design; contribute to the creation of hospitable pedestrian environments through site design techniques, such as integration of architectural /site design/landscape elements and co- existence of auto /transit /pedestrian traffic; should be designed to maximize pedestrian safety and convenience; and should incorporate physical and natural elements that enhance the area's overall aesthetic, including street orientation (10.2.3). b) This development provides an interior vehicular connection between adjacent parking areas (10.2.4). c) Parking areas are designed with appropriate landscaping and on -going parking needs studies to assure adequate parking requirements and effective use of land in parking design. (10.2.6) d) This development is designed with an appropriate scale and proportion; pedestrian - oriented features and street front activity areas, such as ground floor windows, modulated facades, rich details in materials and signage; quality landscaping; an appropriate relationship to adjacent sites; an overall building quality; and with sensitivity to important features such as Green River and Tukwila Pond. (10.2.7) e) Signage compliments the design of the structure and shall have visual consistency. (10.2.8) The site is designed with the building orienting towards the street and it will be surrounded by pedestrian pathways. Internal parking lot circulation and landscaping for the site has been maintained. Parking directly adjacent to the building is framed with landscape islands. The original BAR decision granted approval for nonconforming landscape areas within the parking lot with the expectation that landscaping shall be added where feasible if parking is not compromised. A pattern of evergreen and deciduous shrubs and ornamental grasses are the dominate plant palette. Most landscape areas and islands are anchored with Jacquemontii Birch, a deciduous tree that is used throughout the newly landscaped areas of the Mall. A clematis is attached to a trellis on the east facade. In several areas various species of groundcover are combined with shrubs. Building details include a harmonious blend of stone, brick, and metal; an extensive use of glazing along the public sides of the building; and a design that integrates well with the new Mall expansion. Signage consists of two internally illuminated wall signs on the south and west facades. White letters with green details and a golden logo are shown on Attachment F. A separate sign permit is required and a detailed review of the sign dimensions will be done as part of that review process. CONCLUSIONS The Board of Architectural Review, pursuant to Tukwila Municipal Code (TMC) Section 18.108.040, and upon finding of the facts above, hereby makes the following conclusions under the city's Design Review Criteria (18.60.050 TMC) and Determination of Consistency with Adopted Plans and Regulations for Type 4 approvals (18.100.030 TMC.) DESIGN REVIEW CRITERIA 1. Relationship of Structure to Site. The new building faces Strander Boulevard. Either a sidewalk or a pedestrian path surrounds the building and the front entrance is accessed by a pedestrian path from both the north and the west side. The building elevations with the greatest amount of transparency face the most public areas. The least transparent facade faces north towards Westfield Southcenter Mall. Landscaping between the building and the sidewalk softens the approach to the building. New landscaping surrounds the building on all sides and is located on the perimeter of the parking area. The site was previously approved as a parking lot as part of the overall Mall site plan. Some of the previously approved landscaping will be altered but the quantity is increased by the construction of this building. The building size is similar to the other pad sites fronting Strander Boulevard from Westfield. 2. Relationship of Structure and Site to Adjoining Area. Vehicular circulation is modified slightly on site. However no change is proposed between the site and the adjoining street. Parking is adjacent to the building, so points of conflict between vehicles and pedestrians are minimized. The BAR had previously approved the nonconforming landscape plan. The pad site includes foundation plantings on all sides, significant landscaped areas between the building and the streetfront, and landscaped islands on either end of the parking area. The aboveground utilities are screened with landscaping and located at the back of the building and interior of the site. The trees in wells along the interior sidewalk will shade the west side of the building. 4. Building Design. The proposed brick facade will be consistent with the materials used for the Mall. The colors proposed are subdued and compatible with the material used on the Mall. The limited use of the green- colored canopy draws the eye to and around the building. Scale is harmonious with the other "pad" buildings located along the adjacent streetfront. Good proportions are used for the building massing as well as in the details. The building will be illuminated from within during the night. 5. Miscellaneous Structures and Street Furniture. There are no external light fixtures aside from canopy - mounted entrance lighting. The sign package contains two wall signs. A freestanding Westfield sign will be located at the corner of the site. Bike racks are similar in style and design as for the rest of the racks used throughout the Westfield site. Two wall signs are proposed and one freestanding Mall sign will be located at the intersection of Strander Boulevard and the internal access drive. 6. Comprehensive Plan Guidelines A. Commercial Areas Goal Adequate pedestrian walkways are proposed. B. Tukwila Urban Center Goal Materials proposed are high - quality and durable. Architectural design and materials are harmonious with the existing site. Details added to the elevation create an interesting and attractive design. No changes were proposed to the onsite circulation or parking lot landscaping. Foundation landscaping is a mix of evergreen and deciduous and includes multiple trees, flowering shrubs, and a planted trellis. RECOMMENDATION Staff recommends approval of the Design Review application. Informational Item Per the zoning code, the landscaping needs to achieve 90% coverage in 3 years. The landscape minimizes planting along the east facade where the majority of pedestrian traffic will occur. e. The site planning for this particular project has been developed separately as part of the overall Southcenter expansion project, which has been previously reviewed and approved by the BAR. Landscaping in parking areas has been provided. f. No dumpster is required at this site. All mechanical equipment is hidden by the hipped metal roof that compliments the building architecture and colors. g. This criteria is not applicable. h. Exterior lighting for this particular project is restricted to recessed down lights in the underside of the entry canopy and the underside of the exit door soffit. No other site and /or building lighting is proposed. Architectural lighting effect will be achieved through the strategic illumination of interior components to promote activity and visual interest within. Public area lighting in the building lobby along the south elevation and in the corridor along the west elevation will remain on after closing. Public areas of the Investor Center like the main lobby and main corridor are revealed to the passerby through multiple storefront sections on the south and west facades, with the southwest corner highlighted as the most active and therefore, visually transparent portion of the building. The horizontal roofline is accentuated by lower canopies that wrap two corners of the building. Those two corners, the northwest and southeast, are further highlighted by a change from the typical building material (brick) to more refined metal panel planes with a different coping height. The corners step out in plan to provide for interesting shadow opportunities and highlight specific uses on the interior. At the southeast corner, the metal panel plane creates a portal signifying the entry progression from the parking area under the green canopy. That canopy then folds down to provide a backdrop to the entry vestibule beyond. The building is capped by a hipped, standing seam metal roof to provide for a visually interesting, variegated roofline. Additional detailing is provided through the use of stone lintels and a stone base. The lintels project approximately 2 inches from the face of the brick while the top portion of the stone base Is 6 inches high and also projects approximately 2 inches from the face of the brick. b. The parapet of the main building will be 19' -3" high, providing for a human - scaled approach upon leaving the car. The massing of the building attempts to compliment the design of the adjacent pad sites and main mall building by providing interesting horizontal lines and accentuated corners. The green accent canopies at 12' -0" high, further mitigate and enhance the building's relationship to human scale. c. The public areas of the space within are provided with more glass than usual through multiple storefront sections while offices located on the east and north facades are provided with more private, smaller 'punched' windows. The larger storefront sections are separated by brick 'piers' and are capped by a projecting stone lintel, providing an arcade motif. The 'punched' windows have a stone sill created by the continuous base and are also capped by a projecting stone lintel. d. The brick proposed is Endicott Norman Velour, Coppertone color which is exactly the same as that used on adjacent buildings within the overall development. The texture and color of the brick is offset and complimented by a smoother, lighter earthtone- colored metal panel assembly at the northwest and southeast corners. The main parapet and standing seam roof are charcoal gray. The building's overall color palette is complimented by green horizontal canopies, highlighting entry on the south elevation and public corridor on the west elevation. e. All rooftop mechanical equipment is hidden by the hipped, standing seam metal roof matching the charcoal grey color of the building parapet. f. Exterior lighting for this particular project is restricted to recessed down lights in the underside of the entry canopy and the underside of the exit door soffit. No other site and /or building lighting is proposed. Will recycling also be stored internally and removed by a cleaning service? Your write -up lists garbage, I wanted to be sure that garbage includes recycling. Also, please re -check the trash situation with Fidelity. I was told the same thing by BofA and am now possibly receiving conflicting info for their site and may need to add trash into their plans. Response: The trash removal service handles both trash and recycling and removes both to an off - site location. b. Will the cleaning service that picks up the trash require a loading area? Reconfigure the landscape island at the south end of the nearest most double -angle stalls into a "slipper" shape identical to the shape on the north end. See red -lined plans. Verify that adequate turning radius can be met on this corner. (I don't think this is within the scope of the Fidelity project but it will be done within the scope of work.) Response: Adjustments will be indicated on revised plans per recommendations indicated in red -line markup by Stacy MacGregor. Suggestions show that modifications do not reduce the number of parking spots. d. The west side of the building will get very hot, consider adding deciduous trees to this side to provide natural solar shading. Response: Existing street trees will provide some shading once fully mature. Additional trees / landscaping will be taken into consideration and may be indicated on revised plans. e. Add the plant symbol to the legend. Response: Plant symbols will be included on the revised plans. \Considerations for the east facade: i. Add foundation plantings along the east side of the building. Drive -up customers will enter the building from this side. This facade has significantly fewer windows and no plants. Activate this side with additional windows and plantings, extend the sidewalk out to accommodate them. Place taller trees between the windows to add interest to this side. Adjust the curb and parking configuration accordingly. It appears that the stalls and drive -aisle can be reduced and still meet code to accommodate additional foundation plantings. Response: Design revisions will include potted planting between windows, sufficient to provide tall plants and activate this facade. The plan is relying on internal illumination, I really like this part of the design but what happens after Fidelity closes for the evening what sort of lighting will illuminate the site and provide security? Relying on the interior building illumination to light the area will not be sufficient along the east and north sides, particularly along the east sides where customers will be parking and walking and where glazing is reduced or minimized. Provide exterior lighting along these sides. Provide lighting for after -hours around the entire site. Consider adding clerestory windows to further illuminate the outside via the inside (and to elevate the roof canopy and screen the mechanical screen.) Response: Internal illumination from the building remains on throughout the night along the south and west facades. Existing parking lighting coupled with Westfield's security program meets safety requirements. Lighting calculations for this area will be provided with revised plans. i. Your plan calls for removing an existing light pole in the parking lot, demonstrate that adequate lighting will be met to cover what is lost in removing that light. Rooftop mechanical screening is great. However, it creates a large massing; adjust the building design to so the building's architecture can work as additional screening. Can the metal fascia component be increased in height to reduce the mass of the roof -top screening? Can clerestory windows be added in the additional height? Response: We believe that the mechanical screen is set back far enough from the facade that its visual impact is minimized from eye -level view. Also, revisions to the fascia /parapet will affect the overall scale of the building components (relationship of windows to overall wall height; disruption of continuous elements, such as horizontal banding, etc.). Photographs of a similar built project will be submitted for support of this assessment. Gensler will consider alternate materials and submit samples accordingly. d. For BAR, I will want either color - corrected drawings that more closely matches the color on the materials board (particularly the metal wall panel is much more yellow on the materials board than on the elevations) or I will provide the board with black and white drawings. Response: It will be difficult to match colors on printed drawings to the actual samples. We will a 2 provide black and white drawings as required. e. Show the brick as brick on the elevations. There are no horizontal lines shown. Revised: Corrections will be included with the revised plans. c>" f. The green shown on the materials board is significantly brighter than the green on the rendering. Consider going with a green similar in color to the rendering or choose a grayer shade for the "oyster" colored metal wall panel. Response: The green indicated on the materials board is Fidelity's brand standard and will znatclz that of the signage. g. Please note that in order to provide adequate contrast between the white letters of signage and the metal panel walls, we will be revising the color of the metal panels to a slightly darker shade. We will provide revised samples with the revised drawings. Provide a sample of the Mechanical Equipment screen. It is not on the materials board. Response: The color of the mechanical screen will match that of the metal panel walls. A sample of the panel system will be provided with the revised drawings. h. Provide an explanation of the mullions in the windows. Are they internal or external? There is a thicker mullion on the east and north sides, could that be replicated on the west and south elevations? Response: All glass throughout the storefront and curtain wall systems are front plane installations, therefore mullions are expressed on the exterior, but the majority of the frame is internal to the building. The horizontal band along the North and East facades separates the main window from the upper spandrel band and provides scale to the masonry openings, corresponding to the overall wall plane. Relationship of Structure to Site a. Will recycling also be stored internally and removed by a cleaning service? Your write -up lists garbage, I wanted to be sure that garbage includes recycling. Also, please re -check the trash situation with Fidelity. I was told the same thing by BofA and am now possibly receiving conflicting info for their site and may need to add trash into their plans. b. Will the cleaning service that picks up the trash require a loading area? c. When the east -west drive aisle and turn is added, some existing pedestrian lighting may need to be relocated. Be sure they are included in the new plans. 2. Relationship of Structure to Adjoining Area a. Provide an 8' wide sidewalk along Strander separated by a 10' wide planting strip. Provide a minimum of two bike parking spaces. Reduce the width of the handicapped median stripping to 5' allowing the handicapped aisle marked "van" width to be 11'. Adjust the ramp accordingly. d. The southern most stall needs to be marked as compact and the curb in front of it needs to be reduced to allow a 17' perpendicular depth. See red -lined plans. c. 3. Landscape and Site Treatment a. Provide square footage for all landscaped areas. Ensure that there is enough parking lot landscaping per code (15 sf/ parking stall for the stalls to the east of Fidelity, 10 sf /stall for the stalls north of Fidelity). • 1 b. The south -east corner pie shaped landscape area needs to be lengthened to be the same length as the head -in parking stalls to the right. Verify that adequate turning radius can be met on this corner. c. Reconfigure the landscape island at the south end of the nearest most double - angle stalls into a "slipper" shape identical to the shape on the north end. See red -lined plans. Verify that adequate turning radius can be met on this corner. (I don't think this is within the scope of the Fidelity project but it will be done within the scope of work.) d. The west side of the building will get very hot, consider adding deciduous trees to this side to provide natural solar shading. e. Add the plant symbol to the legend. f. Considerations for the east facade: i. Add foundation plantings along the east side of the building. Drive -up customers will enter the building from this side. This facade has significantly fewer windows and no plants. Activate this side with additional windows and plantings, extend the sidewalk out to accommodate them. Place taller trees between the windows to add interest to this side. Adjust the curb and parking configuration accordingly. It appears that the stalls and drive -aisle can be reduced and still meet code to accommodate additional foundation plantings. g. The landscape plan legend lists 8 trees: 6 birch, 2 sweetgum. The plan shows 6 trees, only 3 are labeled. Identify and delineate all trees. Also, the south- east corner lists a `Pacific Sunset' Maple which isn't on the legend. Clarify. h. Add trees (a cluster of `Jacquemontii' Birch would be nice) to the large landscape area in the south. i. Change spacing of Wickwar Flame' heather to 1' OC — j. Change spacing of `Ice Dance' Sedge to 18" OC. k. `Ice Dance" Sedge requires shade; is the west side of the building an appropriate location for it? 1. The landscape plan shows "existing" landscaping along the west and east edges of the east sidewalk on the west side of the building. The east portion of landscaping does not exist and the existing landscaping lining the sidewalks is in poor shape. m. Utilities: i. What is the size of the utility boxes and associated pads? Provide those dimensions on the plan or in a detail. ii. Group them and landscape around them to minimize their appearance and impact. iii. Locate as many utilities and associated boxes in the landscape area on the north east corner of the building and not in the south front area f141 % unless the landscaping configuration can more thoroughly screen them. iv. Show all the existing utilities and pads on all sets of plans (including landscaping). There are additional boxes along the main drive aisle off Strander and a fire hydrant on the Strander frontage. n. Consider flaring the edges of each sidewalk end off the south side where it touches the perimeter sidewalk to accommodate the reality that people don't walk in right angles and may trample the landscaping. See red -lined plans. o. Consider reshaping the sidewalk on the south east corner. See red -lined plans. p. Smooth out the sidewalk edge at the corner to eliminate right angles in the pavement around the utility boxes. See red -lined plans. q. What is the width of the existing sidewalk to the west of the building? r. An irrigation plan will be required as a part of your building permit. 4. Building Design a. In regards to lighting, what happens at night when the building is closed? The plan is relying on internal illumination, I really like this part of the design but what happens after Fidelity closes for the evening what sort of lighting will illuminate the site and provide security? Relying on the interior building illumination to light the area will not be sufficient along the east and north sides, particularly along the east sides where customers will be parking and walking and where glazing is reduced or minimized. Provide exterior lighting Cr- along these sides. Provide lighting for after -hours around the entire site. Consider adding clerestory windows to further illuminate the outside via the inside (and to elevate the roof canopy and screen the mechanical screen.) i. Your plan calls for removing an existing light pole in the parking lot, demonstrate that adequate lighting will be met to cover what is lost in removing that light. ii. Provide a lighting plan that demonstrates adequate lighting. Ybou. b. The Conceptual Perspective dated 1 -29 -08 doesn't appear to show the entrance vestibule. Clarify this. c. Rooftop mechanical screening is great. However, it creates a large massing; adjust the building design to so the building's architecture can work as additional screening. Can the metal fascia component be increased in height to reduce the mass of the roof -top screening? Can clerestory windows be added in the additional height? d. For BAR, I will want either color - corrected drawings that more closely matches the color on the materials board (particularly the metal wall panel is much more yellow on the materials board than on the elevations) or I will provide the board with black and white drawings. e. Show the brick as brick on the elevations. There are no horizontal lines shown. f. The green shown on the materials board is significantly brighter than the green on the rendering. Consider going with a green similar in color to the rendering or choose a grayer shade for the "oyster" colored metal wall panel. g. Provide a sample of the Mechanical Equipment screen. The description will address criteria as outlined according to the six categories of design review criteria attached to the BAR application. 1. Relationship of Structure to Site a. The site planning for this particular project has been developed separately as part of the overall Southcenter expansion project, which has been previously reviewed and approved by the BAR: A desirable transition from the streetscape to the site, along with adequate landscaping and pedestrian movement have been provided. Specific discussion regarding landscape design within the project boundary is discussed further below. b: The site planning for this particular Project has been developed separately as part of the overall Southcenter expansion project, which has been previously reviewed and approved by the BAR. Parking and service areas are located, designed and screened to moderate the visual impact of large paved areas. is Please note that the Fidelity building will not require a dumpster. All mechanical equipment will be screened by a metal enclosure centered on the roof with a height of 25' -0" above the finish floor. The building height acts as an intermediary between the street and the two- to three -story mall located in the center of the overall site and falls within the allowances agreed to in the original Westfield BAR submittal. 2. The massing of the building attempts to compliment the design of the adjacent pad sites and main mall building by providing interesting horizontal lines and accentuated corners. All rooftop mechanical equipment is hidden by a 6' -9" tall metal screen that compliments the building architecture and colors. g. This criteria is not applicable. h. Exterior lighting for this particular project is restricted to required entry and exit lighting at the two doors of the building. Recessed downlights are proposed at the green entry canopy on the south facade and in the soffit at the east exit door. Architectural lighting effect will be achieved through the strategic illumination of interior components to promote activity and visual interest within. 4. Building Design a. The proposed building's design is meant to display activity within. Public areas of the Investor Center like the main lobby and main corridor are revealed to the passerby through multiple storefront sections on the south and west facades, with the southwest corner highlighted as the most active and therefore, visually transparent portion of the building. The horizontal roofline is accentuated by lower canopies that wrap two corners of the building. Those two corners, the northwest and southeast, Gensler • o Department of Community Development City of Tukwila, Washington 02/25/08 Page 3 are further highlighted by a change from the typical building material (brick) to more refined metal panel planes with a different coping height. The corners step out in plan to provide for interesting shadow opportunities and highlight specific uses on the interior. At the southeast corner, the metal panel plane creates a portal signifying the entry progression from the parking area under the green canopy. That canopy then folds down to provide a backdrop to the entry vestibule beyond. b. The overhang parapet of the main building will be 18' -3" high, providing for a human - scaled approach upon leaving the car. The massing of the building attempts to compliment the design of the adjacent pad sites and main mall building by providing interesting horizontal lines and accentuated corners. c. The public areas of the space within are provided with more glass than usual through multiple storefront sections while offices located on the east and north facades are provided with more private, smaller "punched" windows. d. The brick proposed is Endicott Norman Velour, Coppertone color which is exactly the same as that used on adjacent buildings within the overall development. The texture and color of the brick is offset and complimented by a smoother, lighter colored metal panel assembly at the northwest and southeast corners. The main overhang parapet is charcoal gray and complimented by two green horizontal canopies that highlight entry on the south facade and public corridor on the west facade. e. All rooftop mechanical equipment is hidden by a 6' -9" tall metal screen that matches the metal panel corners of the main building. f. Exterior lighting for this particular project is restricted to required entry and exit lighting at the two doors of the building. Recessed downlights are proposed at the green entry canopy on the south facade and in the soffit at the east exit door. Architectural lighting effect will be achieved through the strategic illumination of interior components to promote activity and visual interest within. g. Please see section 4a above for a description of how the building provides for variety of detail and form. 5. Miscellaneous Structures and Street Furniture a. There are no miscellaneous structures on this site.
