The subdivision title allows for only one extension of not more than one year; therefore, your application for a two lot short plat has expired as of July 17, 2010. Please note that construction per the approved Shoreline Permit (file number L08 -010) cannot proceed without an active short plat preliminary approval. Per shoreline substantial development permit time requirements contained in WAC 173 -27 -090 (2) and (3): Construction activities shall be commenced within two years of the effective date of a substantial development permit. Authorization to conduct development activities shall terminate five years after the effective date of a substantial development permit. However, local government may authorize a single extension for a period not to exceed one year based on reasonable factors, if a request for extension has been filed before the expiration date and notice of the proposed extension is given to parties of record and to the department. Looking at your Public Works Permit for this project (permit number PW08 -148), a side sewer was installed and inspected in March 2009 prior to the Public Works Permit expiration on June 30, 2010, showing that construction activities were commenced within the first two years of the effective date of issuance of the Shoreline Permit. If the property owner would like to proceed with the project approved under Shoreline Permit L08 -010, preliminary short plat approval must be obtained through a new short plat application, and a new application for a Public Works construction permit must be submitted for review and issuance. The five -year expiration from the date of Shoreline Substantial Development Permit issuance is June 6, 2013. Please note that the City of Tukwila is currently in the process of updating its Shoreline Master Program. The proposed use of the site for development of single - family homes is a permitted use in the LDR zone and meets the development standards of the LDR zone. 2. The use does not conflict with the goals and policies of the shoreline master program or the provisions of the Shoreline Act and shoreline regulations. Response: Section 2, above, is a discussion of the goals of the City's adopted Shoreline Management Program. The proposed project will be consistent with the City's adopted Shoreline Management Program. 3. No structures or accessory facilities shall be located over the river unless such structure protects or promotes the public interest. Response: There are no structures or accessory facilities proposed for location over the river with this project. 4. There shall be no disruption of existing trees or vegetation within the river environment unless necessary for public safety or flood control, or if allowed as part of an approved shoreline substantial development permit; Response: It will be necessary to remove invasive species from the river environment in preparation for new native plantings that will be added to the site within 20 feet of the mean high water mark. Removal of these invasive plants shall involve methods that do not disturb the riverbank or result in increased erosion. S. No effluent shall be discharged into the Green River which exceeds the water quality classification as established by the State for the adjacent portion of the river. Response: The storm water drainage system shall be designed and constructed in accordance with the standards and specifications of the 1998 King County Surface Water Design Manual. 6. All State and federal water quality regulations shall be strictly complied with. Response: The project shall comply with all State and federal water quality regulations. 7. Wildlife habitat in and along the river should be protected Response: The requirement to plant native plantings within the entire area 20 feet landward of the mean high water mark will improve existing vegetation conditions and wildlife habitat conditions within this section of the shoreline. All perimeters of landfills or other land forms susceptible to erosion shall be provided with vegetation, retaining walls or other satisfactory mechanisms for erosion prevention. Response: The stockpile as proposed will need to be relocated to an area that is entirely within the High Impact Environment, a distance of over 100 feet from the mean high water mark of the river. The new location of the stockpile shall be shown on plans submitted for the Public Works permit, according to guidelines provided on stockpiles available from the City of Tukwila Public Works Department. Temporary erosion and sedimentation control measures shall be employed during site work and construction, to be reviewed as part of the Public Works permit application. 9. All necessary permits shall be obtained from federal, State, County or municipal agencies. Response: The applicant is responsible for obtaining all federal, state, county, and local permits. This shoreline decision will be mailed to the State Department of Ecology. 10. Dredging for purposes other than for navigational improvements or flood control is prohibited. Response: No dredging is involved with this project. 11. Mining is prohibited along the river shoreline. Response: No mining is involved with this project. 12. Solid waste disposal is prohibited along the river shoreline. Response: The stockpile location will need to be moved so that it is located outside of both the River Environment and the Low Impact Environment. A new location for the stockpile shall be submitted for review with the Public Works permit application. 13. No property will be acquired for public use without dedication by or just compensation to the owner. Response: No portion of the site will be acquired for public use with this permit. 14. Landfilling is prohibited within the river channel unless such landfill is determined by the Planning Commission to protect or promote the public interest. Notwithstanding any provisions of this Code to the contrary, removal of any cottonwood tree within the river environment or the low impact environment, which tree is 12 inches or greater in diameter as measured 4.5 feet above grade, shall be subject to the requirements of TMC Chapter 18.54, Tree Regulations. Response: There are no existing trees on the subject site. Proposed removal of any trees on this site in the future will be subject to the city's Tree Regulations, contained in Chapter 18.54 of the TMC. 4. COMMENTS: One comment was received in writing during the Notice of Application period from Karen Walter, Watersheds and Land Use Team Leader for the Muckleshoot Indian Tribe Fisheries Division. The letter from the Muckleshoot Indian Tribe expressed concern that approving the subdivision of an existing undeveloped parcel into two units for the development of two single - family homes could permanently preclude the ability to re- vegetate the area within the 200 foot regulated buffer of the Duwamish River. To mitigate for this permanent impact, the Muckleshoot Tribe requested that re- vegetation with native plantings be required within the entire area from the mean high watermark 20 feet landward. This request resulted in one of the conditions of approval of this shoreline permit, to be addressed through review of a planting plan submitted with the building permit. 5. SEPA: This project is exempt from SEPA/Environmental Review according to TMC 21.04.110, consistent with the exemptions outlined in WAC 197 -11 -800. CONCLUSIONS 1. By complying with the conditions of approval listed below, the project will meet the goals and policies of the City of Tukwila Shoreline Master Program. 2. The project site is located within the Low Density Residential (LDR) zoning district. The proposed use of the site for single - family development is consistent with the comprehensive land use and zoning designations. 3. The lot closest to the river has been made larger than the landward lot, helping to accommodate location of development farther inland. Structures shall be located an additional 4.25 feet back from the mean high water mark than shown on the current set of plans, in order to accommodate a slope of 2.5:1 for a distance of 20 feet from the mean high water mark of the river. 4. The placement of the access drive within Lot 1 and Lot 2 will preserve a view corridor along the south property line of the project site. Additionally, no fences may be constructed within the River Environment, a policy which will further help to preserve views of the shoreline from the public right -of -way. 5. The requirement to add native landscaping within the first 20 feet landward of the mean high water mark, as suggested by the Muckleshoot Indian Tribe as a JR Page 9 of 10 06/05/2008 10:08 AM H:\Short Plats \Sinh\Sinh Nguyen Shoreline SR.doc • • condition of approval of this permit, will help to improve the biological and aesthetic conditions along this section of the shoreline. 6. The project will comply with all state and federal water quality regulations. 7. The project complies with all relevant review criteria contained in the shoreline regulations (Chapter 18.44) of the TMC. 6. RECOMMENDATION Approve the shoreline substantial development permit, subject to the following conditions: 1) The proposed structure on Lot 2 shall be set back from the point of stable slope and the mean high water mark a distance of at least 4.25 feet in addition to what is shown on the plans in order to accommodate a 2.5:1 slope of the riverbank from the mean high water mark. This requirement shall be stated on the face of the recorded short plat. 2) The entire area between the mean high watermark and 20 feet landward shall be planted with native trees and shrubs, according to a planting plan to be submitted for review with the building permit. In preparation for these new native plantings existing vegetation consisting of invasive species will need to be removed. The removal of invasive species prior to installation of new plantings, as well as the method of removal, will need to be included as a note or within the details and specifications on the planting plan submitted with the building permit. The purpose of the requirement to add native plantings within the area 20 feet landward of the mean high water mark is to provide a riparian area along the Duwamish River as mitigation for the impact that new development will have within the Shoreline Management Area, per comments received from Karen Walter of the Muckleshoot Indian Tribe Fisheries Division. Impacts with this project will permanently reduce the ability to re- vegetate the 200 foot buffer from the Duwamish River for the benefit of fish. The addition of this vegetation will be an improvement over existing vegetation along the shoreline in this location, which consists primarily of invasive species of shrubs and groundcover. 3) The stockpile in its proposed location within the River and Low Impact Environments is not allowed. The stockpile shall be relocated within the High Impact Environment, a distance of at least 100 feet landward from the mean high water mark. The new location for the stockpile shall be reviewed with application materials submitted for the Public Works permit. PROJECT DESCRIPTION: This project is to subdivide one lot into two lots for construction of two single - family homes. The site is currently vacant, and almost entirely located within the 200 -foot regulated buffer from the Duwamish River. 2. POLICIES OF THE SMA/SMP: The site is within the jurisdiction of the Tukwila Shoreline Management Program (SMP). This program was adopted in June, 1974 and amended March 16, 1982. The City's SMP was reviewed and approved by the State Department of Ecology as being consistent with the State Shoreline Management Act, adopted in 1971. The Shoreline Master Program establishes three management environments adjacent to the Green/Duwamish River: River Environment The river environment is a 40 -foot wide management zone, measured on a horizontal plane from the mean high water mark. This zone offers the highest level of environmental protection of all the management zones within the Shoreline Overlay District. Uses within this zone are limited to public access and recreation, pollution control, dikes for bank stabilization, signage, bridges, and access for fire and maintenance. Low - Impact Environment The low impact environment is a 60 -foot wide management zone, located between the river environment and 100 feet from the mean high water mark. This zone is a transition area intended to minimize physical and visual impact on the river zone while accommodating shoreline development. High Impact Environment The High Impact Environment is located between 100 feet and 200 feet from the mean high water mark. This area is intended to provide for more intensive use of the shoreline resource. Within the High Impact Environment, allowed uses are the same as all of those uses allowed within the underlying zoning district. The applicable policies of the City's Shoreline Management Program are set forth below along with a discussion of the proposed project. City of Tukwila Shoreline Master Plan: Overall Goals: 1. Promote reasonable and appropriate use of the shorelines, which will promote and enhance public interest. 2. Protect against adverse effects against the public health, the land, its vegetation and wildlife and the waters and their aquatic life within Tukwila. 3. Protect public rights of navigation. 4. Recognize and protect private property rights consistent with public interest. 5. Maintain a high quality of environment along the shorelines of Tukwila. 6. Preserve and protect fragile natural resources and culturally significant features. 7. Provide safe and reasonable access for the public to the shorelines. 8. Recognize, protect, and improve aquatic habitats and spawning grounds of the Green River, which are invaluable natural resources. 9. Recognize, protect and improve those wildlife habitats, which are valuable natural resources of the State. 10. Encourage recreational activities unique to or dependent upon the use of the river which benefit the public interest. Response: The existing parcel proposed for subdivision with this project is almost entirely within the 200 foot buffer from the mean high water mark of the Duwamish River, with the exception of the northernmost corner of the site. The underlying zoning designation for the project site and surrounding parcels is Low Density Residential (LDR). Development to the north, south, and east consists of single - family homes. Across the river to the west is an area of commercial development consisting mostly of office uses, including the Boeing Employees Credit Union. Also located on the west side of the river directly across from the project site is the Duwamish/Green River Trail, a trail for pedestrians and bicycles which runs along the top of the riverbank. Lot 1 as proposed is almost entirely within the High Impact Environment, between 100 and 200 feet from the mean high water mark of the river. Uses allowed within the High Impact Environment management zone are the same as those allowed within the underlying zoning designation. JR Page 2 of 10 06/052008 10:08 AM H:1Short Plats\Sinh\Sinh Nguyen Shoreline SR.doc • • Lot 2 is the portion of the project site nearest to the river bank, extending from the toe of the bank to approximately 100 feet from the mean high water mark, including areas within the River Environment and the Low Impact Environment. Uses allowed within the River Environment are limited to public access and recreation, pollution control, dikes for bank stabilization, signage, bridges, and access for fire and maintenance. No portions of the proposed building outlines or access drive shown on the Slope Exhibit (see Attachment A) are located within the River Environment. However, the Drainage & T.E.S.C. Plan on page C -1 of the civil plans (see Attachment B) shows a circular feature within the River Environment labeled as "Approximate Stockpile Location ". The proposed location of the stockpile will need to be changed in future plans submitted with the Public Works permit to be located completely outside of the River Environment and the Low Impact Environment. Within the Low Impact Environment, uses that are allowed are structures no taller than 35 feet, parking /loading and storage facilities that are adequately screened or landscaped, public and private roads, utilities, and signs, as well as the same uses that are allowed within the River Environment. The uses proposed for Lot 2, including one single family home, along with an access drive and utilities, are allowed within the Low Impact Environment. There is no work proposed below the mean high water mark of the Duwamish River, so this project will not have impacts on public rights of navigation of the river or aquatic habitats and spawning grounds within the waterway. Plants to be added within the first 20 feet landward of the mean high water mark will help provide habitat and shade for wildlife, including fish. No fencing or other structures will be allowed within the first 40 feet landward of the mean high water mark. In terms of impacts to the Shoreline Management Area including those associated with public health, the land, vegetation, wildlife, waters, and aquatic life, there are a few conditions of approval of the permit that will work to mitigate potential impacts to the land, and help to improve vegetative cover and wildlife habitat within the 200 foot buffer from the Duwamish River. Economic Development Element Goals: 1. Encourage economic development along shorelines that will enhance the quality of life for the residents of Tukwila with minimum disruption of the environment. 2. Encourage economic development along shorelines that will result in long -term over short-term benefits for the river shoreline. 3. Recognize the quality of the existing economic activities along the river and discourage any future economic activities that may be of less quality. 4. Encourage inland location of development so that access along the shorelines is enhanced. 5. Encourage commercial development of public recreational facilities consistent with shoreline goals and policies. Response: The development of this site will generate construction jobs as well as bring additional housing, residents, and property taxes to the City of Tukwila. Lot 2, the proposed lot that is closest to the river, is much larger than Lot 1, allowing more space from the proposed building footprint to the river. The building footprint for Lot 2 as shown on the plans meets the minimum setback requirements of the LDR zone. However, in order to accommodate the space needed to set back the riverbank at a slope equal to 2.5:1 for a distance equal to 20 feet, the building on Lot 2 will need to be set back from the river at least 4.25 feet more than what is shown on the plans while still meeting all other required setbacks from the property lines. This can be accomplished by either shortening the length of the building or reconfiguring the building shape on the lot. Public Access Element Goals: 1. Encourage safe, convenient and diversified access for the public to the shorelines of Tukwila. 2. Assure that the intrusions created by public access will not endanger life, property or have adverse effects on fragile natural features. 3. Increase public access to publicly owned shorelines. 4. Encourage public access to privately owned shorelines, consistent with private property rights. 5. Encourage inland location of development so that access along shorelines is enhanced. Additionally, Tukwila's Shoreline Master Plan provides a description of the kind of development that should be prevented with new single - family development in order to provide public access to and along the water's edge. According to Policy 1 (d) under the Public Access Element of the Tukwila Shoreline Master Plan, "For a single - family dwelling unit, the water's edge should be kept free of buildings and fences" (p. 4.3). Fences are not allowed within the first 40 feet from the mean high water mark landward. Circulation Element Goals: 1. Encourage a safe, convenient and diversified circulation system to assure efficient movement of persons during their daily and other activities with minimum disruption to the shoreline environment and minimum conflict between the different users. 2. Encourage a balanced system for transporting people and moving goods in existing corridors. Response: A 17 foot wide shared access drive is proposed along the south side of the site, connecting both lots with 50th Place South. No portion of this access drive is located within 40 feet from the mean high water mark of the river. Recreational Element Goals: 1. Encourage recreational activities and related facilities unique to or dependent upon the use of the river, which benefit the public interest. 2. Encourage diverse, convenient and adequate recreational opportunities along the shorelines for the local residents and a reasonable number of transient users. Response: There are recreational opportunities provided along the shoreline in close proximity to this project site. The Green River Trail runs along the west bank of the Green River, on the opposite side of the river as this project. This trail is used by pedestrians, bike riders, and runners. Codiga Farm, a 3 acre park within walk distance to the south, provides public access to the shoreline, as well as picnic tables and shelter. Shoreline Use Element Goals: 1. Encourage appropriate development in suitable locations without diminishing the quality of environment along the shorelines of the river. 2. Shoreline activities should be consistent with the overall goals for development along the river. Response: Native landscaping required as a condition of approval of this permit, to be located within 20 feet from the mean high water mark of the river, will improve the biological and aesthetic conditions on this site. The height limit of the underlying zoning is 30 feet, which is less than the height limit of 35 feet allowed within the Low Impact JR Page 5 of 10 06/05/2008 10:08 AM H:\Short Plats\Sinh\Sinh_Nguyen Shoreline SR.doc • • Environment. The access drive proposed for the south side of the site will allow for a view corridor from 50th Place South to the riverbank. Conservation Element Goals: 1. Encourage preservation of unique, fragile and scenic elements, and of non- renewable natural resources; assure continued utilization of the renewable resources. 2. Encourage the preservation of as much as possible of the natural character of the river and its shoreline. 3. Encourage the preservation of resources and ecology of the river and its shoreline. 4. Water quality in the river should be sufficiently high to permit human use and provide a suitable use and habitat for desirable forms of aquatic life. Response: The condition of approval of this permit, to include plantings native to the Puget Sound region within the entire area 20 feet landward of the mean high water mark will help improve the aesthetic qualities of the river and the shoreline management area, reduce surface water run -off, provide shade to the river to help maintain a constant water temperature, and will help reduce siltation. These plantings will also provide an area of open space and wildlife habitat in the area directly adjacent to the river. To ensure that the project meets state and federal water quality regulations, the project will comply with the 1998 King County Stormwater Design Manual. Historic /Cultural Element Goals: 1. Protect or restore areas having historic, cultural, educational or scientific values. 2. The long -term effects upon the river must be considered over short-term benefits, economic or otherwise. Response: This project site is not known to have particular historic, cultural, educational, or scientific values. However, in the case that any are found during work associated with this project, the owner and any agents of the owner shall follow all local, state, and federal laws related to protection or restoration of these areas. 3. SHORELINE REGULATIONS: Following are the relevant review criteria as contained in the Tukwila Shoreline Regulations (Tukwila Municipal Code, Chapter 18.44) as applied by the City of Tukwila. A. TMC 18.44.110 General Shoreline Regulations All uses within the shoreline overlay district must conform to the following general regulations: 1. The proposed use of the site for development of single - family homes is a permitted use in the LDR zone and meets the development standards of the LDR zone. 2. The use does not conflict with the goals and policies of the shoreline master program or the provisions of the Shoreline Act and shoreline regulations. Response: Section 2, above, is a discussion of the goals of the City's adopted Shoreline Management Program. The proposed project will be consistent with the City's adopted Shoreline Management Program. 3. No structures or accessory facilities shall be located over the river unless such structure protects or promotes the public interest. Response: There are no structures or accessory facilities proposed for location over the river with this project. 4. There shall be no disruption of existing trees or vegetation within the river environment unless necessary for public safety or flood control, or if allowed as part of an approved shoreline substantial development permit; Response: It will be necessary to remove invasive species from the river environment in preparation for new native plantings that will be added to the site within 20 feet of the mean high water mark. Removal of these invasive plants shall involve methods that do not disturb the riverbank or result in increased erosion. S. No effluent shall be discharged into the Green River which exceeds the water quality classification as established by the State for the adjacent portion of the river. Response: The storm water drainage system shall be designed and constructed in accordance with the standards and specifications of the 1998 King County Surface Water Design Manual. 6. All State and federal water quality regulations shall be strictly complied with. Response: The project shall comply with all State and federal water quality regulations. 7. Wildlife habitat in and along the river should be protected Response: The requirement to plant native plantings within the entire area 20 feet landward of the mean high water mark will improve existing vegetation conditions and wildlife habitat conditions within this section of the shoreline. All perimeters of landfills or other land forms susceptible to erosion shall be provided with vegetation, retaining walls or other satisfactory mechanisms for erosion prevention. Response: The stockpile as proposed will need to be relocated to an area that is entirely within the High Impact Environment, a distance of over 100 feet from the mean high water mark of the river. The new location of the stockpile shall be shown on plans submitted for the Public Works permit, according to guidelines provided on stockpiles available from the City of Tukwila Public Works Department. Temporary erosion and sedimentation control measures shall be employed during site work and construction, to be reviewed as part of the Public Works permit application. 9. All necessary permits shall be obtained from federal, State, County or municipal agencies. Response: The applicant is responsible for obtaining all federal, state, county, and local permits. This shoreline decision will be mailed to the State Department of Ecology. 10. Dredging for purposes other than for navigational improvements or flood control is prohibited Response: No dredging is involved with this project. 11. Mining is prohibited along the river shoreline. Response: No mining is involved with this project. 12. Solid waste disposal is prohibited along the river shoreline. Response: The stockpile location will need to be moved so that it is located outside of both the River Environment and the Low Impact Environment. A new location for the stockpile shall be submitted for review with the Public Works permit application. 13. No property will be acquired for public use without dedication by or just compensation to the owner. Response: No portion of the site will be acquired for public use with this permit. 19. Landfilling is prohibited within the river channel unless such landfill is determined by the Planning Commission to protect or promote the public interest. Notwithstanding any provisions of this Code to the contrary, removal of any cottonwood tree within the river environment or the low impact environment, which tree is 12 inches or greater in diameter as measured 4.5 feet above grade, shall be subject to the requirements of TMC Chapter 18.54, Tree Regulations. Response: There are no existing trees on the subject site. Proposed removal of any trees on this site in the future will be subject to the city's Tree Regulations, contained in Chapter 18.54 of the TMC. 4. COMMENTS: One comment was received in writing during the Notice of Application period from Karen Walter, Watersheds and Land Use Team Leader for the Muckleshoot Indian Tribe Fisheries Division. The letter from the Muckleshoot Indian Tribe expressed concern that approving the subdivision of an existing undeveloped parcel into two units for the development of two single - family homes could permanently preclude the ability to re- vegetate the area within•the 200 foot regulated buffer of the Duwamish River. To mitigate for this permanent impact, the Muckleshoot Tribe requested that re- vegetation with native plantings be required within the entire area from the mean high watermark 20 feet landward. This request resulted in one of the conditions of approval of this shoreline permit, to be addressed through review of a planting plan submitted with the building permit. 5. SEPA: This project is exempt from SEPA/Environmental Review according to TMC 21.04.110, consistent with the exemptions outlined in WAC 197 -11 -800. CONCLUSIONS 1. By complying with the conditions of approval listed below, the project will meet the goals and policies of the City of Tukwila Shoreline Master Program. 2. The project site is located within the Low Density Residential (LDR) zoning district. The proposed use of the site for single - family development is consistent with the comprehensive land use and zoning designations. 3. The lot closest to the river has been made larger than the landward lot, helping to accommodate location of development farther inland. Structures shall be located an additional 4.25 feet back from the mean high water mark than shown on the current set of plans, in order to accommodate a slope of 2.5:1 for a distance of 20 feet from the mean high water mark of the river. 4. The placement of the access drive within Lot 1 and Lot 2 will preserve a view corridor along the south property line of the project site. Additionally, no fences may be constructed within the River Environment, a policy which will further help to preserve views of the shoreline from the public right -of -way. 5. The project complies with all relevant review criteria contained in the shoreline regulations (Chapter 18.44) of the TMC. 6. RECOMMENDATION Approve the shoreline substantial development permit, subject to the following conditions: 1) The proposed structure on Lot 2 shall be set back from the point of stable slope and the mean high water mark a distance of at least 4.25 feet in addition to what is shown on the plans in order to accommodate a 2.5:1 slope of the riverbank from the mean high water mark. This requirement shall be stated on the face of the recorded short plat. 2) The entire area between the mean high watermark and 20 feet landward shall be planted with native trees and shrubs, according to a planting plan to be submitted for review with the building permit. In preparation for these new native plantings existing vegetation consisting of invasive species will need to be removed. The removal of invasive species prior to installation of new plantings, as well as the method of removal, will need to be included as a note or within the details and specifications on the planting plan submitted with the building permit. The purpose of the requirement to add native plantings within the area 20 feet landward of the mean high water mark is to provide a riparian area along the Duwamish River as mitigation for the impact that new development will have within the Shoreline Management Area, per comments received from Karen Walter of the Muckleshoot Indian Tribe Fisheries Division. Kent, WA 98031 (206) 261 -2418 Attn: Dan Garvida February 6, 2008 Geotechnical Analysis Slope Stability Nguyen Short Plat 125XX — 50th Place South IGng County, Washington PN: 0179002860 Prop: Garvida.Nguyen.EL INTRODUCTION We are pleased to submit this geotechnical engineering analysis regarding the slope stability for the two -lot short plat to be located at Lots 30 and 31 in block 13 of the Allentown Addition on 50'h Place South in King County Washington. The location of the site is illustrated on the attached Figure 1, Site Vicinity Map. SITE CONDITIONS Surface The parcel is rectangular shaped and is bounded by 50th Place South to the northeast, the Duwamish River to the southeast and residential property to the northwest and southeast. Access to the site is via 50th Place South. The majority of the site is relatively flat with less than 4 feet of elevation change, sloping slightly down from south to north. Along the western boundary of the site lies the bank of the Duwamish River. The river bank is approximately 17 feet in height and has a slope of approximately 65 percent. The proposed houses are situated in the central portions of the Tots 1 and 2 of the proposed 2 -lot short plat. The parcel is approximately 223 feet long and 80 feet in width, and encompasses approximately 0.4 acres. The site topography and proposed building envelopes are shown on the site plan provided in Figure 2. The site has largely been cleared and is vegetated with grass with the exception of the river bank which is vegetated with heavy bushes and bamboo shoots. The slope is also "armored" with tires and broken concrete. No areas of significant erosion were apparent on the site slopes. No standing water was observed on the site at the time of our site visits. Geology According to the Geologic map of the Des Moines 7.5' Quadrangle, King County, Washington, compiled by Derek B. Booth and Howard H. Waldron (2004), the site is mapped as being underlain by Alluvium deposited by the Duwamish River. These are relatively young deposits that are Tess than 10,000 years old. These alluvial deposits consist of a moderately well sorted mixture of gravel, cobbles and silty sand that are Garvida.Nguyen.EL February 6, 2008 Page 2 considered normally consolidated. An excerpt of the geological map is included as Figure 3. Soils The United States Department of Agriculture (USDA) Soil Conservation Service (SCS) for King County, does not map the soils at the site. We observed no active erosion in the site area during our reconnaissance. Based on our observations, the site soils will have a low susceptibility to erosion, particularly where vegetation is established. Subsurface Explorations On January 24, 2007, a representative from our office was on site to explore subsurface conditions at the site by the excavation of a single hand auger to a depth of 10 feet below existing surface grades. The approximate hand auger location is shown on the Site Plan provided as Figure 2. Our representatives continuously monitored the excavation, maintained logs of the subsurface conditions encountered in the hand auger, obtained representative soil samples, and observed pertinent site features. The specific number, location, and depth of the explorations were selected by GeoResources personnel in the field based on the encountered soils. The soils encountered were visually classified in accordance with the Unified Soil Classification System (USCS) described on Figure 4. The explorations performed as part of this evaluation indicate conditions only at the specific locations and that actual condition in other locations could vary. Furthermore, the nature and extent of any such variations would not become evident until additional explorations are performed or until construction activities have begun. The test pit logs are shown in Figures 5. Representative soil samples obtained from the test pits were placed in sealed containers and taken to a laboratory for possible further examination and testing. Subsurface Conditions The subsurface conditions encountered in the hand auger were fairly uniform consisting of fine sand with variable amounts of silt to the depths explored. We did not encounter groundwater seepage within the hand auger although we did find evidence of iron oxide staining at a depth of approximately 9 feet indicating the potential for groundwater at that depth. CONCLUSIONS Based on our site explorations it is our opinion that the river bank is stable in its current configuration. It is our understanding that a buffer will likely be imposed along the river bank that will preclude any development of the bank itself. It is also our understanding that the City defines the "Point of Stable Slope" (POSS) as being the catch point of a line projected from the toe of the slope at a 2.5 horizontal to 1 Vertical slope. This would locate the POSS approximately 43 feet from the toe of the bank or approximately 18 feet from the top of the bank. In addition to this the City requires a 20 foot building setback from the POSS which would make the closest allowable point of any structure 38 feet from the top of the bank. Currently a building envelope is shown as being approximately 30 feet from the top of bank. Based on a slightly reduced slope of 2.25 horizontal to 1 vertical slope the current proposal is located outside of the POSS. Based on our observations we would assign a friction angle of 33 to 35 degrees for the site soils. This equates to a 1.5 Horizontal to 1 Vertical slope which matches the existing slope condition, indicating that the slope is in an inherently stable condition. It should be noted that this setback far exceeds International Building Code (IBC) Ganrida. Nguyen .EL February 6, 2008 Page 3 requirements, which would normally require a building setback based on 1/3 the height of the slope to a maximum of 40 feet. Using IBC requirements the minimum setback without requiring a geotechnical engineer's recommendation would be one third 0117 feet or approximately 6 feet from the top of slope. Based on our observations we would recommend a minimum setback of 10 feet from the top of the slope as being adequate to protect the slope and any future structure. The location of the site is illustrated on Figure 1, Site Vicinity Map. The short plat is a combination of lots 30 and 31 into new lots 1 and 2. The parcel is rectangular shaped and is bounded by 50th Place South to the northeast, the Duwamish River to the southeast and residential property to the northwest and southeast. Access to the site is via 50th Place South. The site is relatively flat with less than 4 feet of elevation change, sloping slightly down from south to north. The proposed houses are situated in the central portions of the lots 1 and 2 of the proposed 2 -lot short plat. The parcel is approximately 223 feet long and 80 feet in width, and encompasses approximately 0.4 acres. Site soil conditions are such that infiltration is not feasible for containing stormwater runoff from the proposed development. As a result of the proposed development, we understand that the City of Tukwila is requiring that drainage design be submitted addressing all of the minimum requirements as identified in the 1998 King County Surface Water Design Manual (KCSWDM). This Technical Information Report, (TIR) in conjunction with the provided plans, is intended to address those minimum requirements. TIR Section #2: Conditions and Requirements Summary The project includes two single family residences to be constructed on lots 1 and 2 created by the short plat. The project will comply with the requirements of the short plat as well as the City of Tukwila storm drainage and utility construction requirements. TIR Section #3: Offsite Analysis The site will utilize partial infiltration (dispersal trenches) with an overflow path to the existing stormwater system for controlling stormwater runoff. Runoff from t 50th Place South and enters the closed system through a catch basin. The d'. in is located 5 feet off the northeast corner of the parcel. From this catch basin, tIlitilori 7 2007, proceeds north under 125th Street and into an open ditch. The open ditch ch 1 s water to a 12" pipe which crosses the intersection of 124th Street and 50th Place South ,� Garvida.Nguyen.Dnr October 8, 2007 Page 2 • • then proceeds east along 124th Street to 51st Place South. From this location, the stormwater heads north towards 122nd Street through a series of pipes. The property itself is bounded by 50th Place South. Much of the downstream drainage system was recently constructed as part of recent upgrades to the sanitary sewer system. The road system includes a combination of closed system with catch basins as well as open ditches that controls and directs runoff. Adjacent properties tend to drain towards 50th Place South or to the banks of the Duwamish River, therefore there is no offsite drainage entering the site. TIR Section #4: Flow Control and Water Quality Facility Analysis and Design As mentioned the site will utilize infiltration and the existing storm drainage system for stormwater control for both the roof drainage and the driveway drainage. The total roof area for each residence is approximately 1,500 sqft while the proposed driveway and other impervious area is approximately 1,000 sqft. Given the relatively small amount of impervious area to be generated by the project (less than 5,000sqft) we propose to use dispersion methods for controlling stormwater runoff from the site. The proposed driveway will sheet flow into a gravel filled interceptor trench which will have an overflow connected to the existing storm system located in 50th Place South. Roof drainage will be a combination of splash blocks and interceptor trenches. Splash blocks will be used where drainage can be directed to the river bank or 50th Place South. Those roof drains that cannot be directed to these locations will be connected to a interceptor trench which will overflow into the driveway system. The interceptor trenches will provide a certain amount of infiltration into the native soils while controlling runoff and safely conveying it into the street system. TIR Section #5: Conveyance System Analysis and Design As mentioned, driveway drainage will be sheet flowed to the perforated tight line connection along the driveway. This will be sufficient to convey this limited amount of drainage. Roof drainage will be conveyed through the use of typical gutters and downspouts. Approximately half of the water will be collected by a catch basin and infiltration system with a 6 inch overflow pipe. The other half dispersed with splash blocks. A 6 inch PVC pipe flowing full at that slope has a capacity of 0.56 cfs. Given the amount of impervious area draining to any single system (approximately 5,000sqft maximum) the 6 inch pipe will have sufficient capacity to convey this flow. TIR Section #6: Special Reports and Studies Soil logs are included as appendix "A ", in summary, soils were observed on the site at hand dug holes and the bank to the river. Generally the site soils were very consistent throughout the area. No other reports or studies are required for this project. TIR Section #7: Other Permits Residential building permits will be required, it is also anticipated that a right of way permit will be required to make utility connections to the existing storm, water and sewer utilities. TIR Section #8: CSWPPP Analysis and Design RECEIVED Typical erosion control measures have been shown on the engineered ari rip no site is currently covered with brush and tall grasses. Given the relative flatness of the Tots and the near surface soils, it is unlikely that there will be a significant chance of erosion at the site. The bank to the river does not appear to show any sign of erosion. The bank is well vegetated with bamboo shoots. It is our understanding that this area will be undisturbed. While we have shown a silt fence along the western edge of the property it is our opinion that little runoff will leave the site and that this will be adequate erosion protection for the site. Surface areas that are cleared are expected to be seeded, landscaped, or otherwise protected shortly after they have been cleared further minimizing the chance for erosion. It is expected that the plans as prepared are adequate for a project of this nature. TIR Section #9: Bond Quantities, Facility Summaries and Declaration of Covenant A Declaration of Covenenant is included as Appendix "B" for review, no other requirements are applicable for this project.
