The City's Preliminary Approval Letter specified certain conditions that had to be complied with prior to recording of the short plat. Additionally, the Preliminary Approval Letter noted that recording of the short plat must occur by August 6, 2010. As permitted by the Tukwila Municipal Code (TMC), the City granted you an extension until August 6, 2011 to meet the conditions set forth in the August 6, 2009 Preliminary Approval Letter. This letter is to inform you that the City will expire your short plat application because you have not complied with the conditions of Preliminary Approval. The TMC does not allow a short plat approval to extend beyond two years from the date the preliminary approval was granted. If you wish to continue with the short plat, you will need to submit a new short plat application. You will be required to comply with all land use applications at the time of submittal of a complete application. In order for the City to grant final approval, you need to demonstrate that the conditions placed on the project as part of the preliminary approval letter dated August 6, 2009 have been met. The short plat is not ready for final approval because much of the required infrastructure has not been installed. As was noted in the preliminary approval letter you need to construct the infrasture outlined in the Civil Plans prepared by Ansety Engineering date stamped by the City on March 5, 2009. The City's Preliminary Approval letter noted, "The civil plans are acceptable for a conceptual overview of how required infrausture will be installed; howevber complete plans will need to be submitted to the City's Public Works Department as part of the submittal package for the required Public Works permit". No public works permit has been submitted to the City, As was included in the City condition, you also need to verify that this is sufficient off- street parking for proposed lot #1. Again, this has not been completed. The existing side sewer located on proposed lot 2 also needs to be moved. The City has been informed that the sewer has been moved; however the City has no documentation showing that the side sewer has been moved. Additionally, an address post is required to be installed. Please see condition number 7 of the August 6, 2009 Preliminary Approval Letter. A public works permit is included with this application. Tukwila Municipal Code (TMC) 17.12.040 notes, "If the short plat is not recorded within one year of the date of preliminary short plat approval, the short plat shall become null and void. Upon written request by the subdivider prior to the expiration date, the Short Plat Committee may request one extension of not more than one - year". The short plat needs to be recorded by August 6, 2010 or a letter requesting an extension needs to be submitted to the City by that date. The letter should explain why an extension is needed due to specific issues regarding the short plat. Based on the City's review of your short plat submittal, short plat preliminary approval is granted subject to the conditions stated below. Background The subject property is located at 13222 37th Ave South. There is currently a single family house on the property. This existing structure does not comply with the City's front setback requirements. At this time the applicant has not proposed to remove the existing structure. Very steep slopes are located in the rear of the property and a type IV stream is located off - site, north of the subject property. The applicant submitted his original application on October 17, 2008. The application was deemed completed on October 23, 2008. The City issued its first correction letter on December 10, 2008. The applicant responded to the City's correction letter on March 5, 2009. The applicant's March 5th resubmitted information failed to provide information on ground ladder access as directed in the City's December 10, 2008 letter. The applicant provided additional information on ground ladder access on June 9, 2009. There are three basic steps in the approval process, Preliminary Approval, Final Approval and Recording. These three steps and their requirements are described as follows: I. Preliminary Approval Preliminary approval is granted for site layout shown on the survey document prepared by Hansen Surveying date stamped March 5, 2009 by the City of Tukwila. The City has also reviewed the Civil Plans prepared by Ansety Engineering date stamped by the City as being received on March 5, 2009. Conditions of Preliminary Approval Common Improvements 1. The original plans submitted to the City on October 17, 2009 indicated that a side sewer line was located within the proposed building area for proposed lot 2. Prior to final approval the applicant shall relocate this side sewer line in order for it not to impact future home construction on proposed lot 2. 2. (For off - site.) Provide a draft copy of the Private Sanitary Sewer Easement, if revised sanitary sewer location is outside of existing easement K.C. Rec. No. 20070524001992 — previously enclosed. The Private Sanitary Sewer Easement should include language stating who will maintain the utility, and by what portion. This document shall be recorded prior to recording of the Final Short Plat Map, and the recording number be shown on the short plat map. (Sample previously enclosed.) 3. Owner shall sign with Notary, a Sensitive Areas Ordinance Hold Harmless Agreement. Agreement will be recorded at King County, after Mayor signs the document. (Submit signed agreement at least ten (10) days prior to expected final short plat recording, as City must have time to process this document). (Draft agreement previously enclosed). 4. (For on- site.) Provide draft copy of Private Ingress, Egress and Utilities Easement and Maintenance Agreement for review by Public Works. This shall be a separate document from the Final Short Plat map. This document shall be recorded prior to recording of the Final Short Plat Map, and the recording number be shown on the short plat map. (2) The Private Ingress /Egress & Utility Easement should include language stating who will maintain the paved area and utilities, and by what portion. (Sample previously enclosed.) 5. (For on- site.) Provide a draft copy of the Private Sanitary Sewer Easement. The Private Sanitary Sewer Easement should include language stating who will maintain the utility, and by what portion. This document shall be recorded prior to recording of the Final Short Plat Map, and the recording number be shown on the short plat map. (Sample previously enclosed.) 6. (For on- site.) Provide a draft copy of the Private Water Easement. This document shall be recorded prior to recording of the Final Short Plat Map, and the recording number be shown on the short plat map. (Sample previously enclosed.) 7. In order to assist the City's Fire Department in responding to emergency calls, an address post, listing the address for lot two, shall be installed on 37th Ave South. 8. The City of Tukwila has no responsibility to build, improve, maintain or otherwise serve the private road or stormwater facilities located within this short plat area. b. Provide note on short plat that site development plan shall comply with Geotechnical Engineering Report, by E3RA, Inc., dated February 9, 2009; and subsequent geotechnical reports. c. Future construction on lot 1 of this short plat shall comply with the City's non- conforming structure requirements. 9. Driveway(s) shall be a maximum of 15% slope and provide for drainage. 10. Prior to final approval, the applicant shall insure that there is sufficient off - street parking for proposed lot #1. The off - street parking shall comply with the City's parking requirements and shall not hinder the movement of vehicles within the access easement for the short plat. 11. All utilities including power are required to be underground, per City of Tukwila ordinance. 12. Prior to final approval, the applicant shall verify the location of the stream buffer on proposed lot number 2. Informational Item 1. The Fire Marshal's Office has specific requirements for ground level access at required rescue windows. On June 3, 2009 a conceptual home design was submitted to the City that indicated how home construction on lot 2 would comply with the Fire Marshal's requirements. Please keep this requirement in mind for home construction on lot 2. Also, while a conceptual home design was submitted to the City on June 3, 2009, the City did not complete plan review of the proposed house. This short plat approval should not be construed to allow construction of the particular home depicted in the June 3`d submittal. Any homes constructed shall be subject to building permits and complete plan review submittal with review by the City. 2. The maximum permitted building height for any structures on the subject short plat area is 30 feet. The City uses the State Building Code definition of height which could present some issues with building on a property, such as the subject property, that contains sloped areas. 3. Please note the construction of retaining walls on the site may require a building permit from the City. Additionally, retaining walls taller than four feet must meet setbacks or comply with TMC 18.50.150. 4. The applicant is responsible for obtaining all required permits for all infrastructure improvements. Please note that when you submit the PW permit the elevation datum must be in NAVD 88. 5. For future Public Works permit; provide cross - sections across proposed driveway, profile along driveway, and spot elevations on plan sheet. Provide enough detail to verify that the driveway can be constructed, and meets Public Works standards. For future Public Works permit; Civil site development plan shall show proposed location of other utilities as applicable; which may include power, gas, telephone, cable, etc. 7. The applicant shall apply for a Public Works (PVV) type 'C' permit for approval. A Street Use, may be needed as part of this permit; and require bonding, insurance, and a Hold Harmless Agreement for work within the Right -of -Way. Plans shall be signed and stamped by a Washington State Licensed Engineer. 8. Transportation Impact Fee applies to the future Building Permit(s). Pavement Mitigation and Transportation Impact Fees Bulletin no. A3 previously provided. 9. An infrastructure design and construction standard manual, is available at the Public Works Department and on the City Web Site. Appeals This short plat approval or any condition placed in decision is appealable to the Hearing Examiner. One administrative appeal of the decision on the short plat is permitted. If no valid appeals are filed within the time limit the decision of the Department will be final. In order to appeal the decision a written notice of appeal must be filed with the Department of Community Development within 21 days of the issuance of the Notice of Decision (8/10/09). The requirements for such appeals are set forth in Tukwila Municipal Code 18.116. Appeal materials shall include: 1. The name of the appealing party. 2. The address and phone number of the appealing party; and if the appealing party is a corporation, association or other group, the address and phone number of a contact person authorized to receive notices on the appealing party's behalf. 3. A statement identifying the decision being appealed and the alleged errors in the decision. The Notice of Appeal shall state specific errors of fact or errors in application of the law in the decision being appealed; the harm suffered or anticipated by the appellant, and the relief sought. The scope of an appeal shall be limited to matters or issues raised in the Notice of Appeal. 4. Appeal fee as specified by the City's most current fee resolution. Any appeal shall be conducted as an open record hearing before the Hearing Examiner. The Hearing Examiner's decision on the appeal is the City's final decision. A party who is not satisfied with the outcome of the administrative appeal process may file an appeal in King County Superior Court from the Hearing Examiner's decision pursuant to the procedures and time limitations set forth in RCW ch. 36.70C. Brandon -M Page 4 H:1Short Plats\Hovhannisyan, L08- 0631PRE- APPROVAL LETTER.doc 08/06/2009 Final Approval The next step is to install the necessary improvements and submit the necessary short plat documents in compliance with the conditions of approval. After the documents have been found to be in order and all requirements of the short plat have been met, the Chairman of the Short Subdivision Committee signs your short plat final plat which constitutes a grant of final approval. Please note that it will take up to four to six weeks to review the final short plat documents. You must ensure that all necessary documents are submitted to the City in adequate time to allow staff to review the final plat materials before expiration of the short plat. All inspections relating to public works improvements must be completed by the time of final approval. Required Documents for Final Approval 1. A new title report will be required when you submit for final approval. The title report must be dated within 45-day of submitting for final approval and must show that the individuals on the signature blocks have title to the property subject of the short plat application. 2. Four copies of the final plat must be submitted. One of the copies must bear original signatures of the property owners and surveyor. Additionally, this copy must include the surveyor's original stamp. DO NOT FOLD THE FINAL SHORT PLAT MAP. 3. Copies of all common easements for the short plat. Ensure that the documents comply with King County Recorder's requirements. Survey Documents 1. The final short plat document shall meet the recording requirements of the King County Recorder's Office. 2. The original notarized signatures of all property owners must be on the face of the plat. All lots shall be assigned an address and shown on the final plat. 3. Show all new easements on the short plat. 4. The zoning setback lines for lot 2 meet code, however they are incorrect. The zoning setback from the south and north property lines are five feet. 5. Revise sheets 1 and 2 of 2, as applicable —see redlined plan sheet enclosed. Recording It is your responsibility to record the City approved short plat documents with the King County Department of Records. The short plat is not complete until the recording occurs and copies of the recorded documents are provided to the Department of Community Development. You can shorten this process by hand delivering a copy of the recorded short plat to the Department. Do not fold or bend the final short plat map that will be recorded with King County. Expiration The final short plat must be filed with the King County Department of Records by July 21, 2010 exactly 12 months from the date of this preliminary approval or the application will expire. Please keep this date in mind in the coming months. The City is in no way obligated to remind you of this expiration date. The City may grant one extension of not more than twelve months. The request for an extension must be made in writing and must be submitted to the City prior to the expiration of the short plat. If the short plat approval expires, subsequent development permits that are related to the short plat shall also expire and any vesting will be lost. On March 5, 2009, the City received additional information from your engineer. The additional information was routed to the various City Departments that are responsible for reviewing and approving short plat applications. In the City's December 10, 2009, letter the City expressed concerns regarding the ability of any future home on proposed lot 2 to be able to comply with the Fire Department's window access requirements. The information provided to the City on March 5, 2009 failed to address how the window access issues would be resolved. The City will not approve the pending short plat application until it has been clearly demonstrated that the proposed home on lot 2 can meet the requirements of the City's Fire Department. Meeting this requirement cannot simply be a note placed on the plat. The City met with your Civil Engineer on April 29, 2009 to go over the City's concern regarding Fire access. The letter listed several comments from multiple City Department that needed to be addressed with the proposed application. The City has yet to receive the corrections requested in the City's letter. Please note that the Tukwila Municipal Code (TMC) requires that the City cancel any land use application if the applicant fails to respond to a correction letter within 90 -days of the correction letter being issued. The City can extend the expiration date an additional 30 days if a written request is provided prior to the expiration date. However, you would have to demonstrate why the additional time is needed due to circumstances outside of your control. Your application will expire on March 10, 2009 if you have not provided the request information in the December 10, 2008 letter. If the application is expired, you will be required to submit a new application and pay any new review fees. Additionally, all vesting under the pending application will be lost. This report has been prepared for the exclusive use of Armen Hovhannisyan and his consultants, for specific application to this project, in accordance with generally accepted geotechnical engineering practice. 1.0 SITE AND PROJECT DESCRIPTION The project site is an approximately 160'x 90' parcel, located on the east side of 37t Ave S in Tukwila, WA, as shown on the enclosed Location Map (see Figure 1). A vacant one -story house, with a daylight basement, is located on the west end of the property. The property generally slopes downhill from west to east. Current plans call for the subdivision of the property into two separate parcels and the construction of at least one single - family residence on the site. Lot 2 — the eastern of the two proposed lots — is intended to be the initial construction site (see Figure 2). Demolition of the existing structure, on proposed Lot 1, will likely be considered in order to allow further development of the property. 2.0 EXPLORATORY METHODS E3RA explored surface and subsurface conditions at the project site on January 22, 2009. Our exploration program comprised the following elements: • • • A surface reconnaissance of the site and nearby areas; Three hand borings (designated HB -1 through HB -3), advanced onsite; A review of published geologic and seismologic maps and literature. Table 1 summarizes the approximate functional locations and termination depths of our subsurface explorations, and Figure 2 depicts their approximate relative locations. We estimated the relative location of each exploration. Consequently, the data listed in Table 1 and the locations depicted on Figure 2 should be considered accurate only to the degree permitted by our data sources and implied by our measuring methods. It should be realized that the explorations performed and utilized for this evaluation reveal subsurface conditions only at discrete locations across the project site and that actual conditions in other areas could vary. Furthermore, the nature and extent of any such variations would not become evident until additional explorations are perfonned or until construction activities have begun. If significant variations are observed at that time, we may need to modify our conclusions and recommendations contained in this report to reflect the actual site conditions. 2.1 Hand Auger Procedures Our exploratory borings were advanced through the soil with a portable, manual, hand auger, used by an E3RA staff geologist. The subsurface conditions were noted and representative soils samples collected. Samples were stored in watertight containers and later transported to a laboratory for further visual examination and possible laboratory testing. After each boring was completed, the borehole (approximately 3 inches in diameter) was backfilled with soil cuttings. 3.0 SITE CONDITIONS The following sections of text present our observations, measurements, findings, and interpretations regarding, surface, soil, groundwater, seismic, and liquefaction conditions. 3.1 Surface Conditions The site slopes downhill to the east northeast with an approximate drop in elevation of 35 feet, starting at 37 Ave S (which is paved), over a distance of approximately 160 feet ( +/- 12° slope). There are residences at the bottom of the slope, to the east, as well as to the north and south. A creek runs approximately 40 feet north of, and roughly parallel to, the northern property line. The majority of site is overgrown with blackberry vines and there are several trees and shrubs throughout the property. The surface of the site shows no signs of any recent/evident slides, slumps or other surficial movement. The weather on the day of exploration was dry and there was no evidence, at that time, of surficial water flow or pooling. 2 February 9, 2009 E3RA, Inc. An existing cast -in -place (CIP) retaining wall, approximately 30 feet long by 7 feet high, is situated along the western property line, north of the existing residential structure. This wall has at least one significant crack which has developed in the center of the wall. An additional CIP wall, approximately 50 feet long, runs along the southern half of the eastern property line. This wall tapers from approximately 4 feet high (north end) to 2 feet (south end). A retaining wall constructed of recycled concrete slab segments (each approximately 1'x 2') and oriented in an "L" shape is located just outside the property line in the northeast portion of the site. The wall is approximately 6 feet tall and marked on Figure 2 as "ROCKERY." This wall appears to be in good repair. The presence of drainage behind all three walls is not evident. Both CIP walls are shown on Figure 2 as well, marked "Conc. Ret. Wall." 3.2 Soil Conditions On -site explorations, ultimately, revealed three relatively distinct native soil types. The first was a grey -brown sandy silt with reddish -brown marbling. The second was a light brown sandy silt. The third — only found in HB -2 — was a brown, well graded, sand with silt and some gravel. As indicated in the attached Hand Boring Logs, the silts were found to overlie the sand material. Specifically, HB -3 (see Figure 2) was found to be purely sandy silt to its termination depth of nine feet. HB -2 consisted of the well graded sand with silt and gravel. While advancement of the hand auger was extremely difficult, in the first two and one -half feet, complete refusal was met at three feet. HB -1, terminated at four feet, was found to contain the same sandy silts as found in HB -3. 3.3 Groundwater Conditions As mentioned in Surface Conditions, the weather on the day of site exploration was overcast but dry and there was no apparent evidence of surficial water flow. Material removed from the bottom six inches of HB -2, however, was wet and, before filling the shallow boring, slight perched and /or groundwater seepage could be seen in the bottom of the hole. In terms of elevation, HB -2 was lower than HB -1 and HB -3. It should also be noted that there is a white, four -inch, PVC pipe which daylights out of the slope directly south of BH -1, just inside the property line. There was no water exiting the pipe on the day of exploration and the point of origin for the line is not clear. 3.4 Seismic Conditions Based on our analysis of subsurface exploration logs and our review of published geologic maps, we interpret the on -site soil conditions to correspond with a seismic site class SD, as defined by Table 1615.1.5 of the 2003 International Building Code (IBC). According to the IBC, the site is Seismic Region 3. 3.5 Liquefaction Potential Liquefaction is a sudden increase in pore water pressure and a sudden loss of soil shear strength caused by shear strains, as could result from an earthquake. Research has shown that saturated, loose sands with a fines (silt and clay) content less than about 25 percent are most susceptible to liquefaction. While one soil type observed on site was sand there has been no evidence of any significant groundwater in our explorations. In addition, while the fines content of the sand is less than 25 %, the condition of the test pit side -walls suggest 3 February 9, 2009 E3RA, Inc. E09008 / Hovhannisyan Residential Geotech this material to be in at least a medium -dense condition. Accordingly, we consider the liquefaction potential of the site to be very low. 3.6 Slope Stability Analysis Sub - surface explorations did not reveal slip planes, perched groundwater, or geologic features that would indicate that site soils are unstable at the grades observed. In addition, the planned excavation for the house will remove a significant mass of soil from the existing slope. This will have a stabilizing effect on the hillside. 4.0 CONCLUSIONS AND RECOMMENDATIONS Development plans call for the initial construction of a single family residence on a gently to moderately - sloped site. We offer the following general geotechnical conclusions and recommendations concerning this project. Feasibility: Based on our field explorations, research, and analyses, the proposed construction appears feasible from a geotechnical standpoint, provided that the recommendations in Section 4 are followed. Landslide Hazards and Landslide Mitigation: Our site reconnaissance and subsurface explorations indicate that the site is now stable. Construction plans for the site should increase overall site stability. Erosion Hazards: Soils on the part of the site to be developed present a moderate to severe erosion hazard. We recommend that standard erosion control measures, consisting of properly placed silt fences or straw bales and interceptor ditches, as described in Section 4.1, be implemented in the construction area. Foundation Options: We recommend conventional spread footings that bear on subgrades consisting of organic -free, medium dense or denser native soils. Recommendations for spread footings are provided in Section 4.2. Floor Options: We recommend concrete slab -on -grade floors for the residence. Recommendations for slab - on -grade floors are included in Section 4.3. Retaining Walls: Retaining walls are under consideration for locations above and below the proposed residence. We recommend that plans for this wall be developed and /or reviewed by E3RA prior to construction to assure that wall excavations do not affect the stability of the hillside. Subgrade Protection: The contractor should install appropriate temporary drainage systems to keep water out of the construction areas, and should reduce traffic over any subgrades prepared within these soils. The following text sections of this report present our specific geotechnical conclusions and recommendations concerning site preparation, spread footings, slab -on -grade floors, subgrade walls, drainage, and structural fill. The WSDOT Standard Specifications and Standard Plans cited herein refer to WSDOT publications M41 -10, Standard Specifications for Road, Bridge, and Municipal Construction, and M21 -01, Standard Plans for Road, Bridge, and Municipal Construction, respectively. 4 February 9, 2009 E3RA, Inc. E09008 / Hovhannisyan Residential Geotech 4.1 Site Preparation Preparation of the project site should involve erosion control, temporary drainage, clearing, stripping, cutting, filling, excavations, and subgrade compaction. Erosion Control: Before new construction begins, an appropriate erosion control system should be installed. This system should collect and filter all surface run off through either silt fencing or a series of properly placed and secured straw bales. We anticipate a system of berms and drainage ditches around construction areas will provide an adequate collection system. If silt fencing is selected as a filter, this fencing fabric should meet the requirements of WSDOT Standard Specification 9 -33.2 Table 3. In addition, silt fencing should embed a minimum of 6 inches below existing grade. If straw baling is used as a filter, bales should be secured to the ground so that they will not shift under the weight of retained water. Regardless of the silt filter selected, an erosion control system requires periodic observation and maintenance. Specifically, holes in the filter and areas where the filter has shifted above ground surface should be replaced or repaired as soon as they are identified. Temporary Drainage: We recommend intercepting and diverting any potential sources of surface or near - surface water within the construction zones before stripping begins. Because the selection of an appropriate drainage system will depend on the water quantity, season, weather conditions, construction sequence, and contractor's methods, final decisions regarding drainage systems are best made in the field at the time of construction. Based on our current understanding of the construction plans, surface and subsurface conditions, we anticipate that curbs, berms, or ditches placed around the work areas will adequately intercept surface water runoff. Clearing and Stripping: After surface and near- surface water sources have been controlled, the construction areas should be cleared and stripped of all sod and topsoil. Our explorations indicate that sod and topsoil are very thin, and that only an inch or two of the surface will need removal. It should be realized that if the stripping operation proceeds during wet weather, a generally greater stripping depth might be necessary to remove disturbed moisture- sensitive soils; therefore, stripping is best performed during a period of dry weather. Site Excavations: Based on our explorations, we expect that excavations will encounter medium -dense to dense soils which can be adequately excavated using standard excavation equipment. Dewatering: Our site explorations encountered only slight groundwater and/or perched water seepage. However, if substantial groundwater is encountered, we anticipate that an internal system of ditches, sumpholes, and pumps will be adequate to temporarily dewater excavations. Temporary Cut Slopes: All temporary soil slopes associated with site cutting or excavations should be adequately inclined to prevent sloughing and collapse. Temporary cut slopes in site soils should be no steeper than l' /4 H:1 V, and should conform to WISHA regulations. Subgrade Compaction: Exposed subgrades for footings, slabs, and floors should be compacted to a firm; unyielding state before new concrete or fill soils are placed. Any localized zones of looser granular soils observed within a subgrade should be compacted to a density commensurate with the surrounding soils. In contrast, any organic, soft, or pumping soils observed within a subgrade should be over - excavated and replaced with a suitable structural fill material. 5 February 9, 2009 E3RA, Inc. E09008 / Hovhannisyan Residential Geotech Site Filling: Our conclusions regarding the reuse of on -site soils and our comments regarding wet - weather filling are presented subsequently. Regardless of soil type, all fill should be placed and compacted according to our recommendations presented in the Structural Fill section of this report. Specifically, building pad fill soil should be compacted to a uniform density of at least 95 percent (based on ASTM D- 1557). On -Site Soils: We offer the following evaluation of these on -site soils in relation to potential use as structural fill: • Surficial Organic Soils: Any organic soils and/or strippings from adjacent sites encountered can be used only for non - structural purposes, such as in landscaping areas. Sandy Silts: The light brown and grey -brown sandy silts, encountered throughout the site, are moisture sensitive and will require careful management to be used in any planned on -site fills. Compaction will be difficult during wet weather conditions. Well Graded Sands: Well graded sand found in the lower elevations of the site has a significant silt content and will likely require similar management as the sandy silts, if used as structural fill. Permanent Slopes: All permanent cut slopes and fill slopes should be adequately inclined to reduce long -term raveling, sloughing, and erosion. We generally recommend that no permanent slopes be steeper than 2H:1 V. For all soil types, the use of flatter slopes (such as 21/2H:1V) would further reduce long -term erosion and facilitate re- vegetation. Slope Protection: We recommend that a permanent berm, swale, or curb be constructed along the top edge of all permanent slopes to intercept surface flow. Also, a hardy vegetative groundcover should be established as soon as feasible, to further protect the slopes from runoff water erosion. Alternatively, permanent slopes could be armored with quarry spalls or a geosynthetic erosion mat. 4.2 Spread Footings In our opinion, conventional spread footings will provide adequate support for the proposed structure if the subgrades are properly prepared. Footing Depths and Widths: For frost and erosion protection, the bases of all exterior footings should bear at least 18 inches below adjacent outside grades, whereas the bases of interior footings (if any) need bear only 12 inches below the surrounding slab surface level. To reduce post - construction settlements, continuous (wall) and isolated (column) footings should be at least 18 and 24 inches wide, respectively. Bearing Subgrades: Footings should bear on medium dense, or denser, undisturbed soils which have been stripped of surficial organic soils, or on properly compacted structural fill which bears on undisturbed native soils which have been stripped of surficial organic soils. In general, before footing concrete is placed, any localized zones of loose soils exposed across footing subgrades should be compacted to a firm, unyielding condition, and any localized zones of soft, organic, or debris -laden soils should be over - excavated and replaced with suitable structural fill. 6 February 9, 2009 E3RA, Inc. E09008 / Hovhannisyan Residential Geotech Subgrade Observation: All footing subgrades should consist of firm, unyielding, native soils or structural fill materials compacted to a density of at least 95 percent (based on ASTM D- 1557). Footings should never be cast atop loose, soft, or frozen soil, slough, debris, existing uncontrolled fill, or surfaces covered by standing water. Bearing Pressures: In our opinion, for static loading, footings that bear on properly prepared subgrades can be designed for a maximum allowable soil bearing pressure of 2,000 pounds per square foot (psf). A one -third increase in allowable soil bearing capacity may be used for short-term loads created by seismic or wind related activities. An increase is also possible for larger footings supporting the internal retaining walls on the house. Once these have been preliminarily sized, the magnitude of the increase can be determined by E3RA. Footing Settlements: Assuming that structural fill soils are compacted to a medium dense or denser state, we estimate that total post - construction settlements of properly designed footings bearing on properly prepared subgrades will not exceed 1 inch. Differential settlements for comparably loaded elements may approach one - half of the actual total settlement over horizontal distances of approximately 50 feet. Footing Backfill: To provide erosion protection and lateral load resistance, we recommend that all footing excavations be backfilled on both sides of the footings and stemwalls after the concrete has cured. Either imported structural fill or non - organic on -site soils can be used for this purpose, contingent on suitable moisture content at the time of placement. Regardless of soil type, all footing backfill soil should be compacted to a density of at least 90 percent (based on ASTM D- 1557). Lateral Resistance: Footings that have been properly backfilled as recommended above will resist lateral movements by means of passive earth pressure and base friction. We recommend using an allowable passive earth pressure of 250 pounds per square foot. We recommend an allowable base friction coefficient of 0.25. The upper foot of soil should be neglected when calculating lateral resistance. 4.3 Slab -On -Grade Floors In our opinion, soil - supported slab -on -grade floors can be used. We offer the following comments and recommendations concerning slab -on -grade floors. Floor Subbase: Structural fill subbases do not appear to be needed under soil - supported slab -on -grade floors at the site. However, the final decision regarding the need for subbases should be based on actual subgrade conditions observed at the time of construction. If a subbase is needed, all subbase fill should be compacted to a density of at least 95 percent (based on ASTM D- 1557). In our opinion, well - graded sand and gravel such as Gravel Borrow or Ballast per WSDOT: 9 -03.14 or 9- 03.9(1), respectively, would be ideal for a subbase material, if needed. All subbase fill should be compacted to a density of at least 95 percent (based on ASTM D- 1557). Capillary Break and Vapor Barrier: To retard the upward wicking of groundwater beneath the floor slab, we recommend that a capillary break be placed over the subgrade. Ideally, this capillary break would consist of a 4 -inch -thick layer of pea gravel or other clean, uniform, well - rounded gravel, such as "Gravel Backfill for Drains" per WSDOT Standard Specification 9- 03.12(4), but clean angular gravel can be used if it adequately prevents capillary wicking. In addition, a layer of plastic sheeting (such as Crosstuff, Visqueen, or Moistop) 7 February 9, 2009 E3RA, Inc. E09008 / Hovhannisyan Residential Geotech should be placed over the capillary break to serve as a vapor barrier. During subsequent casting of the concrete slab, the contractor should exercise care to avoid puncturing this vapor barrier. 4.4 Retaining Walls Conventional cast -in -place backfilled walls may be used for the below -grade portions of the proposed residence. Our backfilled wall design recommendations and comments are presented below. Curtain Drains: To preclude hydrostatic pressure development behind each backfilled retaining wall, we recommend that a curtain drain be placed behind the entire wall. This curtain drain should consist of washed rock or some other clean, uniform, well - rounded gravel, extending outward a minimum of 2 feet from the wall and extending upward from the footing drain to within about 12 inches of the ground surface. For walls that do not include a footing drain, we recommend that a 4- inch - diameter perforated drain pipe be installed behind the heel of the wall. Backfill Soil: Ideally, all retaining wall backfill placed behind the curtain drain would consist of clean, free - draining, granular material, such as "Gravel Backfill for Walls" per WSDOT Standard Specification 9- 03.12(2). Alternatively, on -site granular soils could be used as backfill if they are placed at a moisture content near optimum. This may be problematic in seasons other than summer. In the event that silty soils are used as backfill, a geotextile should be placed between the curtain drain and the backfill soil, to prevent drain clogging. Backfill Compaction: Because soil compactors place significant lateral pressures on retaining walls, we recommend that only small, hand - operated compaction equipment be used within 3 feet of a backfilled wall. Also, all backfill should be compacted to a density as close as possible to 90 percent of the maximum dry density (based on ASTM D- 1557); a greater degree of compaction closely behind the wall would increase the lateral earth pressure, whereas a lesser degree of compaction might lead to excessive post - construction settlements. Grading and Capping: To retard the infiltration of surface water into the backfill soils, we recommend that the backfill surface of exterior walls be adequately sloped to drain away from the wall. Ideally, the backfill surface directly behind each wall would be capped with asphalt, concrete, or 12 inches of low- permeability (silty) soils to minimize or preclude surface water infiltration. Applied Loads: Overturning and sliding loads applied to retaining walls can be classified as static pressures, surcharge pressures, seismic pressures, and hydrostatic pressures. We offer the following specific values for design purposes. • Static Pressures: Yielding (cantilever) retaining walls should be designed to withstand an appropriate active lateral earth pressure, whereas non - yielding (restrained) walls should be designed to withstand an appropriate at -rest lateral earth pressure. Theses pressures act over the entire back of the wall and vary with the backslope inclination. Assuming a level backslope, we recommend using active and at rest pressures of 38 pcf and 55 pcf, respectively. • Surcharge Pressures: Static lateral earth pressures acting on a retaining wall should be increased to account for surcharge loadings resulting form any traffic, construction equipment, material stockpiles, or structures located within a horizontal distance equal to the wall height. For simplicity, a traffic 8 February 9, 2009 E3RA, Inc. E09008 / Hovhannisyan Residential Geotech surcharge can be modeled as a uniform pressure of 75 psf acting against the upper 6 feet of wall. Where only floor loads are applied, the surcharge pressure can be reduced to 40 psf. • Seismic Pressures: Static lateral earth pressures acting on a retaining wall should be increased to account for seismic loadings. These pressures act over the entire back of the wall and vary with the backslope inclination, the seismic acceleration, and the wall height. Based on a design acceleration coefficient of 0.30 and a wall height of "H" feet, we recommend that these seismic loadings be modeled as uniform active and at -rest pressures of 4H psf and 12H psf, respectively, assuming a level backslope. • Hydrostatic Pressures: If an adequate drainage and discharge system is included behind the retaining wall, we do not expect that hydrostatic pressures will develop. 4.5 Modular Block Retainini Walls Because modular block retaining walls are also part of the planned construction, we offer these recommendations for subgrade walls: Wall Type: The planned use of Ultrablock walls on this site is feasible and practical. A gravity type wall should be used where cut walls are planned and a mechanically stabilized earth (MSE) or reinforced soil wall should be used where fill walls are required. Once the final site geometry is determined by the civil engineer, E3RA will be available to design the planned walls. Wall Foundations: Retaining walls can be supported on shallow footings bearing on suitable soils as described in the Spread Footings section of this report. Footings should be designed using the recommended allowable bearing pressures and lateral resistance values presented for building foundations Wall Settlements: We estimate that the settlement of the wall footings constructed as recommended will be on the order of 1 inch or less. Most of this settlement is expected to occur as soon as the loads are applied. Differential settlement along the walls is expected to be 1 inch or less over a 50 -foot span. Wall Drainage: Groundwater drainage should be provided behind concrete walls by placing a zone of sand and gravel containing less than 3 percent fines (material passing No. 200 sieve) against the wall. This drainage zone should be at least 24 inches wide (measured horizontally) and extend from the base of the wall to within 1 foot of the finished grade behind the wall. Smooth - walled perforated PVC drainpipe having a minimum diameter of 4 inches should be embedded within the sand and gravel at the base of the wall along its entire length. This drainpipe should discharge into a tightline leading to an appropriate collection and disposal system. Backfill Soil: Ideally, all retaining wall backfill placed behind the curtain drain would consist of clean, free - draining, granular material, such as "Gravel Backfill for Walls" per WSDOT Standard Specification 9- 03.12(2). In the event that silty soils are used as backfill, a geotextile should be placed between the drainage zone and the backfill soil to prevent drain clogging. Backfill Compaction: Because soil compactors place significant lateral pressures on subgrade walls, we 9 February 9, 2009 E3RA, Inc. E09008 / Hovhannisyan Residential Geotech recommend that only small, hand - operated compaction equipment be used within 3 feet of a backfilled wall. Also, all backfill should be compacted to a density as close as possible to 90 percent of the maximum dry density (based on ASTM D -1 557); a greater degree of compaction closely behind the wall would increase the lateral earth pressure, whereas a lesser degree of compaction might lead to excessive post - construction settlements. 4.6 Drainage Systems In our opinion, the proposed residence should be provided with permanent drainage systems to reduce the risk of future moisture problems. We offer the following recommendations and comments for drainage design and construction purposes. Given the slope of the site, as well as the proximity to existing structures — specifically those down - slope, we recommend that the site drainage system be designed to collect any potential runoff and tight -line it to the nearest suitable location, down - slope. Perimeter Drains: We recommend that the building be encircled with a perimeter drain system to collect seepage water. This drain should consist of a 4- inch - diameter perforated pipe within an envelope of pea gravel or washed rock, extending at least 6 inches on all sides of the pipe, and the gravel envelope should be wrapped with filter fabric to reduce the migration of fines from the surrounding soils. Ideally, the drain invert would be installed no more than 8 inches above the base of the perimeter footings. Discharge Considerations: If possible, all perimeter drains should discharge to a suitable location by gravity flow. Check valves should be installed along any drainpipes that discharge to a sewer system, to prevent sewage backflow into the drain system. Collected water should discharge into a tight line pipe and be routed away from the building offsite or down to the stormwater system. Runoff Water: Roof -runoff and surface -runoff water should not discharge into the perimeter drain system. Instead, these sources should discharge into separate tightline pipes and be routed away from the building offsite or down to the stormwater system. Grading and Capping: Final site grades should slope downward away from the buildings so that runoff water will flow by gravity to suitable collection points, rather than ponding near the building. Ideally, the area surrounding the building would be capped with concrete, asphalt, or low - permeability (silty) soils to minimize or preclude surface -water infiltration. 4.7 Structural Fill The term "structural fill" refers to any placed under foundations, retaining walls, slab -on -grade floors, sidewalks, pavements, and other structures. Our comments, conclusions, and recommendations concerning structural fill are presented in the following paragraphs. Materials: Typical structural fill materials include clean sand, gravel, pea gravel, washed rock, crushed rock, well - graded mixtures of sand and gravel (commonly called "gravel borrow" or "pit- run "), and miscellaneous mixtures of silt, sand, and gravel. Recycled asphalt, concrete, and glass, which are derived from pulverizing the parent materials, are also potentially useful as structural fill in certain applications. Soils used for structural fill should not contain any organic matter or debris, or any individual particles greater than about 6 inches in diameter. 10 February 9, 2009 E3RA, Inc. E09008 / Hovhannisyan Residential Geotech Fill Placement: Clean sand, gravel, crushed rock, soil mixtures, and recycled materials should be placed in horizontal lifts not exceeding 8 inches in loose thickness, and each lift should be thoroughly compacted with a mechanical compactor. Compaction Criteria: Using the Modified Proctor test (ASTM D -1557) as a standard, we recommend that structural fill used for various on -site applications be compacted to the following minimum densities: Fill Application Footing subgrade and bearing pad Foundation and subgrade wall backfill Slab -on -grade floor subgrade and subbase Minimum Compaction 95 percent 90 percent 95 percent Subgrade Observation and Compaction Testing: Regardless of material or location, all structural fill should be placed over firm, unyielding subgrades prepared in accordance with the Site Preparation section of this report. The condition of all subgrades should be observed by geotechnical personnel before filling or construction begins. Also, fill soil compaction should be verified by means of in -place density tests performed during fill placement so that adequacy of soil compaction efforts may be evaluated as earthwork progresses. Soil Moisture Considerations: The suitability of soils used for structural fill depends primarily on their grain -size distribution and moisture content when they are placed. As the "fines" content (that soil fraction passing the U.S. No. 200 Sieve) increases, soils become more sensitive to small changes in moisture content. Soils containing more than about 5 percent fines (by weight) cannot be consistently compacted to a firm, unyielding condition when the moisture content is more than 2 percentage points above or below optimum. For fill placement during wet - weather site work, we recommend using "clean" fill, which refers to soils that have a fines content of 5 percent or less (by weight) based on the soil fraction passing the U.S. No. 4 Sieve. 5.0 RECOMMENDED ADDITIONAL SERVICES Because the future performance and integrity of the structural elements will depend largely on proper site preparation, drainage, fill placement, and construction procedures, monitoring and testing by experienced geotechnical personnel should be considered an integral part of the construction process. Consequently, we recommend that E3RA be retained to provide the following post -report services: • Review all construction plans and specifications to verify that our design criteria presented in this report have been properly integrated into the design; • Provide design services for the planned Ultrablock gravity and MSE retaining walls; • Prepare a letter summarizing all review comments (if required by the City of Tukwila); • Check all completed subgrades for footings and slab -on -grade floors before concrete is poured, in order to verify their bearing capacity; and • Prepare a post - construction letter summarizing all field observations, inspections, and test results (if required by the City of Tukwila). 11 February 9, 2009 E09008 / Hovhannisyan Residential Geotech E3RA, Inc. 6.0 CLOSURE The conclusions and recommendations presented in this report are based, in part, on the explorations that we observed for this study; therefore, if variations in the subgrade conditions are observed at a later time, we may need to modify this report to reflect those changes. The 14,096sf(0.32 acre site is located off of 37? Avenue South in Tukwila, WA. The project consists of the construction of a two lot short plat dividing an existing parcel which has one existing home. An improved driveway will also be constructed on the site for access to 37th Avenue South, sharing an easement with the property to the south, City of Tukwila Short Plat #20070606900002. The site is steeply sloped from the west and south down to the east and north. All runoff from the site currently sheet flows down to the a d j a c e n t properties to the north and east. Per the SMALL SITE DRAINAGE REQUIREMENTS of the 1998 King County Surface Water Drainage Manual storm drainage runoff will be directed to the existing storm drainage system on 38th Avenue South. The site will be approximately 25% covered by the existing 1,617sf house and proposed 1,938sf driveway. The rest of the site is covered with grass and trees and will mostly be left in the existing condition for now. Some new landscaping will be installed. In the future there is the potential to build a 3,636sf house on lot 2 and redevelop the house on lot 1 to 3,555sf. The existing site has no storm drainage system and no storm water quality or quantity controL We are proposing to add only 1,938sf new impervious surface to the site at this time for the development of the driveway. EXISTING SI'Z'E HYDROLOGY: The parcel is developed with trees, grass, and brush, one existing 1,617sf house and gravel driveway, and is steeply sloped. The storm water runoff from the site infiltrates or sheet flows to the north or northeast where it is dispersed onto the adjacent properties. There is no evidence of any other on -site flows going off -site. The site does not receive off site flows from the south or from 37 th Avenue South on the west. The property to the south, City of Tukwila Short Plat #20070606900002 has a piped drainage system which drains to a catch basin at the SE corner of this site and from there is piped to the existing public storm drain in 38th Avenue South. DEVELOPED SITE HYDROLOGY: According to the City of Tukwila's Construction Standards for storm water management, the city does not requires storm water quantity and quality control for this project as there will only be 1,938 sf of new impervious surface added for the proposed development. We have proposed to collect all of the storm water runoff from the, roof and pavement areas with downspouts and catch basins. A new concrete driveway extending from the existing driveway on the property to the south will be constructed on an easement to serve both lots 1 and 2 of this Short Plat. Runoff from the site will be collected by a new catch basin at the end of the; drive and will be conveyed to the existing storm drain in 38th Avenue South through 6"0 PVC pipe over the existing easement. The roof and footing drains for lots 1 and 2 of this short plat will be connected to a single 6 "0 PVC pipe which will be routed to the existing stub at the storm drain manhole at the south end of 38th Avenue South. Should the storm drainage collection system fail the water would overflow onto the adjacent property as it does now. HYDRAULIC ANALYSIS: A 6" PVC Pipe at 10% minimum slope can pass approximately 1.0cfs Q= 0.2* (1.486/0.012) *(0.5/4) *(0.1^0.5) = 1.0cfs per Manning's formula Per the Rational - Method the peak flow from the site will be: C= 0.6 for 6DU /GA = 4/0.64AC for drainage basin parcels 0925 & 0926& 0933 Area = 0.64 Acres = this site and the two lots to the south I = (3.4in for 24 hr 25 yr Strom) * ((2.66 *6.5)^( - 0.65)= 2.67 Q = CIA = 0.6* 2.67 *0.64 = 1.0 cfs = peak runoff for 25 year storm Slope for existing pipe = 12% +/- hydraulic gradient See SUBH printout 25 year storm peak for site = 0.43 cfs for 0.6 acres this site and 2 lots to the south. UPSTREAM ANALYSIS: There is no evidence of direct off -site flows which enter or affect the site. The adjacent residences to the east and north are lower than the site. The property to the south does not drain onto the sites and 37th Avenue South to the west of the site has a curb which directs all runoff to the north. OFF -SITE All of the storm water from the roofs, footing drains and catch basins will be collected and discharged through a new storm drain to the existing 24 "0 storm drain pipe in 386 Avenue South to the northeast of the property. No other accumulated or concentrated exit the site. DOWNSTREAM ANALYSIS: No significant surface water runoff will be discharged off- site except by the new storm drain. If overflow should occur the water would sheet flow over the vegetated slope as it now does. There are no downstream effects anticipated from the proposed development. However, the proposed addition will improve the downstream conditions because of the improved control of storm water runoff to the piped drainage system. All roof, yard, and footing drains will be connected to the existing 6" PVC pipe sloped at a minimum of 10% which is routed to the existing 6 "0 pipe connecting to the south side of the existing storm drain manhole at the south end of 38th Avenue South. The storm drain manhole at the end of 38th Avenue South drains east through a 24" 0 CP to a vegetated swale east of 38th Avenue South. The flow then proceeds east through the vegetated swale to 40th Avenue South where it crosses through a 30" 0 CMP and continues to the east through a vegetated swale. CONCLUSIONS AND RECOMMENDATIONS: The Hovhannisyan Short Plat can be constructed on the site without changing the character of the drainage in the area. Storm water flow control will be provided by a new piped drainage system to the existing storm drainage system in 38th Avenue South. This system will provide adequate storm water control per the KCSWDM Small Site Drainage Requirements. The site currently has no drainage system and is too small and steep for a pond to be installed and still have a useable lot. A piped system will prevent problems for the downstream property owners. The site is too steep and small for practical dispersion or infiltration systems. Should overflow occur the water would continue to drain onto the existing vegetated slope as it now does. There will be no change to the existing system other than the system will now be provided with a piped drainage system to reduce erosion and better control water flow which will reduce the amount of erosion and pollution from the site.
