The issuance of a permit based on construction documents and other data shall not prevent the Building Official from requiring the correction of errors in the construction documents and other data. 10: ** *FIRE DEPARTMENT CONDITIONS * ** 11: The attached set of building plans have been reviewed by the Fire Prevention Bureau and are acceptable with the following concerns: 12: H.V.A.C. units rated at greater than 2,000 cfm require auto - shutdown devices. These devices shall be separately zoned in the alarm panel and local U.L. central station supervision is required. (City Ordinance #2051) 13: H.V.A.C. systems supplying air in excess of 2,000 cubic feet per minute to enclosed spaces within buildings shall be equipped with an automatic shutoff. Automatic shutoff shall be accomplished by interrupting the power source of the air- moving equipment upon detection of smoke in the main return-air duct served by such equipment. Smoke detectors shall be labeled by an approved agency for air -duct installation and shall be installed in accordance with the manufacturer's installation instructions. By now you should have received the project procedures manual and some reference. drawings. I believe that the ST Design Criteria Manual has already been sent to you. Attached is a preliminary scope summary matrix for your reference. I will call you tomorrow morning to discuss your availability to commence work and also to plan ahead for a visit here for orientation /scope clarification. Note that the electrical room will be 12 x10 ft rather than the 10.x 10 ft shown on the architect's drawings. The systems consultant has advised that the equipment is not sensitive to heat In this room, and that only ventilation Is required.to maintain a "reasonable "interior temperature for maintenance activities. • The heat load for the communications room Is estimated at 12 kW (all equipment running). ThIs Is conditioned •wironment requiring HVAC as well as humidity (and dust ?) control. 'ems Initial tasks that would assist include the following: • Determine If the space allocated for mechanical equipment appears adequate. Note f will send you sections through the station shortly. There should be. plenty of room for roof mounted HVAC equipment if necessary. • • Advise approximate size /details (catalogue. cuts) of fire hose cabinets for 150ft x 1 -3/4 Inch diameter . double wall fire hose with (2-1/2 Inch connections). Determine approximate fire water supply requirements (pressure /flow) for sprinkler systems. Note that ST does not wish to use Energen or other gas suppression systems. • Determine piping routing between levels. The Seattle Mechanical Code (Section 502.4.2) contains requirements that Battery Storage Rooms be provided with continuous ventilation not less than lcfm /sqft. This requirement is limited (by the fire code section 608) to batteries (including VRLA) with an electrolyte capacity of 50 gallons or greater. Per discussion with the vendor that provided the batteries. to Mt. Baker and Tukwila Stations the capacity is 72 gallons. Airport Is a larger battery. In order to meet code, the minimum required constant outside air supply must be met :(Agree. Exhaust will be provided*) Additionally per ASHRAE 62.1 it appears Elevator Machine Rooms also have a minimum outside air supply value. (Range is from 17 to 30 cfm based on 0.12 cfm /ft of ASHRAE 62.1, however, the IMC with Washington amendments and Seattle amendments doesnot require it. I did find a note that said ASHRAE 62.1 can be used as an exception to the requirements, that is compliance with ASHRAE 62.1 can be used as justification to deviate from the IMC with amendments. My opinion is infiltration into the machine room may achieve this rate. We do have the option of adding ventilation air however with the split system. I have assumed no ventilation at the moment for machine rooms. * Exhaust was not provided for this purpose on Tukwila and Airport originally. Perhaps when the criteria was being developed these rooms were considered to be just electrical equipment and no batteries. Mt. Baker 11/17/2009 Page 2 of 3 .• The heat rejection calculations cannot be located. • Per discussion with the battery supplier the heat rejection of the 30 KVA UPS is 7500 BTU /HR however that same space contains some transformers and other heavy electrical equipment. Airport • The HVAC calculations are on file and were performed by Hatch Mott. However, the calculations do not seem to address the heat rejection of the transformers and UPS. If Paul does not already have them I will scan in and send over, let me know. I have the calcs which say 3.5 Kw plus lights or 13700 BTUH. The installed UPS is a 40KVA and per the EATON manual this produces 10900 btu /hr which is greater than the 1kw ( ?) heat of the original calculation. On a further note, the Seattle Energy Code must be reviewed as this will likely require the installation of insulation (if not already installed) and the incorporation of economizers on air conditioning units drawing from outside air. Based on elevator machine room calcs, all rooms are insulated. I will confirm with the UPS rooms. The use of an economizer is dictated by the capacity of the system and its energy efficiency rating. The energy efficiency rating of the proposed split system equipment meets the code requirement in all cases. The individual unit capacity limitation from what I read is 33000 BTUH. Based on current equipment selection, the only units in question would be Tukwila G103 and all the airport elevator machine rooms. Tukwila is the room with two pumping units so we will have to review further. Airport can be stated as 33000 BTUH each as this is close to our requirement and equipment specifies a range of capacities within each size. There is also a building capacity limitation where again it may be Tukwila,G103 being a problem. I will review this further. Generally if we are under the capacity limit and meet the minimum efficiency then no economizer cycle is necessary. Note also l have never seen how an air economizer would be incorporated into this type of equipment. I think this is why the code exception for small capacity units was developed. 2. Per discussion with Jeff Demarre the alarm points defined In a previous email are consistent with the current design. Specification /Drawing wording must identify provisions for connecting to our current Central (Field) Control System. The actual controller /software updates will be performed by ST but the contractor must be held responsible to work with ST to ensure proper operation.
