PRESENTATIONS II. BUSINESS AGENDA A. Land Donation: South 126th Street and 37th Avenue South Staff is seeking Committee approval to draft a resolution that would accept the donation of a parcel of land, approximately 16,250 square feet, along South 128th Street and 37th Avenue South. The land is heavily vegetated and contains an intersection for two tributaries of Riverton Creek. Staff estimates the costs associated with receiving the property donation to be around $10,000, including an appraisal, environmental assessment, survey and title report. The Park Commission reviewed this issue at its October 21, 2015 meeting and supported staff's recommendation to proceed. UNANIMOUS COMMITTEE APPROVAL. B. Update on Tukwila Community Special Events In response to public comment requesting that a community event aka "Tukwila Days" be reinstated, the Council requested that the Community Affairs and Parks Committee host a discussion on this topic. To aid in the discussion, Parks staff provided a summary of all community special events and volunteer engagement activities sponsored by that department in 2015, including attendance numbers. There is a wide variety of events tailored to different groups including seniors, kids and families, wildlife and nature enthusiasts, and more. Tukwila Days was discontinued in 2011 after receiving Council direction to reduce spending for special events. In lieu of Tukwila Days, three new events were created: Tukwila Kid's festival, Community Heritage and Culture Celebration, and Touch a Truck. Coucilmembers, staff and guests discussed the purpose and value of various community events. Tukwila is not a designated Seafair host city and there is a lot of summer time competition for vendors due to several big festivals in area cities such as Kent and Renton. National Night Out against Crime is a very successful event that brings neighbors together. Staff is hesitant to expand the focus of the Backyard Wildlife Festival because it is a unique and educational event that is specific to Tukwila. Following conversation no additional requests were made, but there was general agreement that the opening of Tukwila Village will foster opportunities for new community celebrations. Ordinance: Amending Development Agreement for Washington Place Development Staff is seeking Council approval of an ordinance that would authorize a second amendment to the Development Agreement with South Center WA, LLC for the property known as Washington Place. The owners of 223 Andover Park East have requested this amendment as detailed construction plans have revealed a need for a small amount of additional height. The existing agreement as amended in May 2014 stipulates a maximum height of 190 feet for 50% of the site. If approved, this second amendment will stipulate a maximum building height of 200 feet for 50% of the site, with the maximum height of the parapet wall of the elevator penthouse being 205 feet. As before, the building may have no more than 19 floors. Councilmember Ekberg inquired about plans for wireless facilities that may impact the building's height and DCD staff confirmed that the City has not seen anything in the design. Any future modification to accommodate wireless facilities will require DCD approval. Councilmember Ekberg suggested that the developer be reminded of this issue. UNANIMOUS APPROVAL.
