Subject: Completion of Committee's Tasks
The Committee is charged with making a recommendation of yes or no, but the months of
review and discussion provide you with the most insight and knowledge about the impacts of this
decision. If this proposal proceeds, the voters will ultimately decide, but your thoughts and
ideas will be part of that community discussion.
Recommendation
Attached is a DRAFT Recommendation. We want you to have an opportunity to articulate and
include any additional thoughts. The following questions are included to spark those ideas. In
order to help with the decision, please consider the following three questions:
1. If you are thinking about recommending yes, is there something that would change it to
no?
2. If you are thinking about recommending no, is there something that would change it to a
yes?
Other than the pros and cons that are listed in the recommendation, is there anything else
that the Mayor or City Council should know about this issue?

Attached are Sections 1 -6 that you reviewed at your August meeting. The remaining sections, 7,
8, and 9, are still being drafted and will be sent to you as soon as possible. There is a
placeholder on the Agenda to talk about these Sections as we hope to have them completed for
your review.
