ISSUE
Award the bid for the first phase of construction for the 42nd Ave South/Allentown Roadside
Barriers Project.
BACKGROUND
In 2013 a study was conducted to evaluate the need for installation of a guardrail or barrier between
the Duwamish River and the adjacent streets of 42nd Ave S and S 115th St in Allentown. Several
sections are recommended for guard rail/barrier installation and funding was approved in the CIP for
design in 2014 and construction in 2015.
ANALYSIS
A call for bids was advertised for the 42nd Ave South/Allentown Roadside Barriers Project on
October 13th and 20th and two bids were opened on October 27, 2015. The lowest bidder was
Dirt and Aggregate Interchange, Inc. with a bid of $77,777.00. The engineer's estimate was
$72,460.00. No errors were found in the bid tabulations. KPG Inc. provided a review of the bids,
a background check, and a recommendation letter to award the bid to Dirt and Aggregate
Interchange, Inc.

As requested, KPG has tabulated the bids and reviewed the bid packages submitted for the 42"d
Ave S/Allentown Roadside Barriers Project. The lowest bidder in the aniount of $77,777.00 is
Dirt and Aggregate Interchange, Inc.
As part of our review, we checked the status of Dirt and Aggregate Interchange, Inc on the
Washington State Labor and Industries web page to confirm they are currently insured, bonded,
and licensed. We also checked their state and federal debarment status, both of which indicated
no issues. Finally, we ran a rUdimentary analysis of their bid against all other bids and industry
pricing, which indicated no substantial imbalances or significant front loading,
It is KPG's recomniendation that the 42 nd Ave S/Allentown Roadside Barriers Project be
awarded to Dirt and Aggregate Interchange, Inc.
We have enclosed the original bid package along with the contractor verification and bid
tabulation for your review.

Execute Contract Supplement No. 2 with KPG, Inc. for additional construction management services for the 2015 Overlay
and Repair Program,
BACKGROUND
KPG, Inc. was hired to provide design services for the 2015 Overlay and Repair Project through Contract No. 14-157 and
was subsequently selected to perform construction management services through Contract Supplement No. 1. The
construction phase was scheduled to be complete by September 11, 2015, but unexpected delays (primarily within the
Contractor's control) have extended the completion date into November.
DISCUSSION
An additional supplement is needed with KPG to continue services through November due to the construction extending
past the expected completion date. Due to the unexpected time extension, KPG has incurred additional expenses for
construction management services that are estimated to be $92,143.12. Since Contract Supplement No. 2 exceeds the
Project's contingency funds, the additional construction management costs will be paid for using anticipated under-runs in
the construction budget as noted below.

SUBJECT: Amtrak Cascades Corridor Stop Policy Advisory Committee

Staff is participating in an advisory committee convened by WSDOT and ODOT regarding how the agencies will
respond to communities along the Cascades Route that wish to have a stop added in their city or town.

In 2013, the Washington State Legislature mandated that WSDOT investigate the feasibility of adding an additional
stop on the Amtrak Cascades line in Auburn. Due to constraints placed on the Cascade line — including reducing the
run time between Seattle and Portland — there was discussion at that time of removing a stop if another was to be
added. Concerns were raised that Tukwila would lose its Amtrak stop.
Ultimately, the 2013 study did not find Auburn to be a feasible location for an additional stop. However, the process
clearly identified the need for the agencies to develop a permanent policy for adding or deleting stops along the
Amtrak Cascades line. City of Tukwila staff, along with representatives of the following agencies, is participating in
this Advisory Committee:
• City of Auburn
• City of Blaine
• City of Albany (OR)
• City of Woodburn (OR)
• WSDOT
• Washington Legislators and /or representatives
• Metro Council of Governments (Oregon)
• BNSF
• Amtrak
• Sound Transit
• Tri -Met (Oregon)

There is currently a moratorium in place until 2017 regarding any additional stops. In 2017, the Amtrak Cascades
Route will add two additional round trips per day between Seattle and Portland. There is no expectation that there is
any current threat to the Tukwila station, which runs about in the middle of the pack for annual riders among the 18
stations between Vancouver, B.C. and Eugene, Oregon.
The Advisory Committee met for the first time on October 30, 2015. It is anticipated there will be two additional
meeting over the next five months, with refinements to the draft policy occurring between meetings over email and
phone. Tukwila's representative on the Advisory Committee is being supported by additional staff in DCD and Public
Works.

Amtrak Cascades overview
Amtrak Cascades provides intercity passenger service
on the Pacific Northwest Rail Corridor between
Eugene, Oregon and Vancouver, British Columbia, via
Seattle and Portland.
Sponsored by the Washington State Department of
Transportation ( WSDOT) and the Oregon Department
of Transportation (ODOT), the Amtrak Cascades
service is an essential element of the two states'
multi -modal transportation system. The service
provides transportation and connectivity options to
communities along the 1 -5 corridor region.
Service Improvements
WSDOT is currently investing nearly $800 million in
federal high -speed rail funds to deliver critical rail
infrastructure improvements that will expand travel
choices and foster economic growth across our two
states. By the end of the funded program (Fall 2017),
WSDOT will be able to achieve the following service
outcomes:
• Add two additional daily round trips between
Seattle and Portland, for a total of six
• Improve on -time performance to 88 percent
• Reduce travel time between Seattle and
Portland by 10 minutes
These service outcomes are a requirement of the
funded program and committed through agreement
between WSDOT, BNSF, Amtrak, and Sound Transit.
All future projects, improvements, and
additions /changes to stops must align with these
commitments.
Corridor Policy for
Station Stops
Station locations on the
Pacific Northwest Rail Corridor
Station Stop Policy
WSDOT developed an interim policy on station stops
in 2013. This policy was established to guide
consideration of new stops on Amtrak Cascades until
a formal process was adopted.
2013 Interim Policy
• Washington and Oregon are working to manage
their respective services together as a unified
corridor. Both the WSDOT and ODOT operating
budgets are very constrained: the WSDOT
operating budget for Amtrak Cascades was cut by
$1 million in 2013 -2015. The agencies will work
together to reduce station costs and implement
other cost saving alternatives.
• WSDOT and ODOT will evaluate proposals to add
station stops based on benefits and disadvantages
for the entire service. Evaluation criteria include:
Consistent with State Rail Plan; Operational
Feasibility; Customer Demand; Station Suitability;
Interconnectivity Benefits; and Fiscal Viability.
• The addition of a station stop should not degrade
service or add cost for WSDOT, ODOT, Sound
As recommended by each States' Rail Plan, and
through a community engagement process, a final
corridor -wide policy on station stops will be
developed and formally adopted.

Sound Transit is currently preparing a package to submit to the voters in November of 2016.

Sound Transit is currently evaluating nearly 100 projects that will be whittled down early next year to form ST3, the
ballot measure that will go before voters in November of 2016. Included on the larger list are four projects that could
have a positive impact in the Tukwila community if they make the final list:
Boeing Access Road Light Rail Station: The City has been working for years to restart the station at Boeing
Access Road, which was an original project, listed in Sound Move, that was approved by the voters in 1996. This
year, a strong coalition has developed around the Boeing Access Rd station and includes residents (in Tukwila
as well as other areas near the station), employers and other organizations. The coalition is strongly advocating
for the inclusion of Boeing Access Road Light Rail Station project on the final list.
Boeing Access Road Commuter Rail Station: Because of the way Sound Transit does its planning, this is
technically a separate project from the light rail one listed above, but would be in the same location and would
serve as a stop for the Sounder Commuter Rail. The coalition described above is also advocating for this project.
Bus Rapid Transit on 1 -405,• Bunen to Lynnwood, While this project is currently somewhat less defined than the
others, the goal would be to provide true Bus Rapid Transit (BRT) from Burien to Lynnwood along the 1 405
corridor. Through dedicated lanes, on ramp /off ramp and other investments, the commute from south King
County to points on the eastside and north could be dramatically reduced.
Parking Study and Potential Parking Expansion at the Tukwila International Boulevard Station: Sound Transit
expects that the significant demand for parking at the Tukwila International Boulevard (TIBS) Light Rail Station
will lessen once the Angle Lake station opens in 2016. However, the City and Sound Transit have an agreement
that, if after Angle Lake opens, parking at TIBS does not become easier, Sound Transit will need to fund
construction of additional spaces. One of the projects being studied for inclusion in ST3 would fund this parking
study and the eventual construction of the parking structure if the study indicates it is needed.
Sound Transit expects to make a final decision on the ST3 projects next year. Similar to what they did on the draft list
earlier this year, they will then engage in a robust public involvement effort before finalizing the ST3 list. However,
decisions are being made now that will have great impacts on which projects move forward. It is expected that only
one -third of the projects on the draft list will make it to final ST3.
