HomeMy WebLinkAboutTrans 2015-11-16 Item 2D - Update - Sound Transit ST3TO: City of Tukwila Jim Haggerton, Mayor INFORMATIONAL MEMORANDUM Mayor Haggerton Transportation Committee FROM: Rachel Bianchi, Communications and Government Relations Manager DATE: November 13, 2015 SUBJECT: Sound Transit ST3 Update ISSUE Sound Transit is currently preparing a package to submit to the voters in November of 2016. BACKGROUND Sound Transit is currently evaluating nearly 100 projects that will be whittled down early next year to form ST3, the ballot measure that will go before voters in November of 2016. Included on the larger list are four projects that could have a positive impact in the Tukwila community if they make the final list: Boeing Access Road Light Rail Station: The City has been working for years to restart the station at Boeing Access Road, which was an original project, listed in Sound Move, that was approved by the voters in 1996. This year, a strong coalition has developed around the Boeing Access Rd station and includes residents (in Tukwila as well as other areas near the station), employers and other organizations. The coalition is strongly advocating for the inclusion of Boeing Access Road Light Rail Station project on the final list. Boeing Access Road Commuter Rail Station: Because of the way Sound Transit does its planning, this is technically a separate project from the light rail one listed above, but would be in the same location and would serve as a stop for the Sounder Commuter Rail. The coalition described above is also advocating for this project. Bus Rapid Transit on 1 -405; Burien to Lynnwood: While this project is currently somewhat less defined than the others, the goal would be to provide true Bus Rapid Transit (BRT) from Burien to Lynnwood along the 1 -405 corridor. Through dedicated lanes, on ramp /off ramp and other investments, the commute from south King County to points on the eastside and north could be dramatically reduced. Parking Study and Potential Parking Expansion at the Tukwila International Boulevard Station: Sound Transit expects that the significant demand for parking at the Tukwila International Boulevard (TIBS) Light Rail Station will lessen once the Angle Lake station opens in 2016. However, the City and Sound Transit have an agreement that, if after Angle Lake opens, parking at TIBS does not become easier, Sound Transit will need to fund construction of additional spaces. One of the projects being studied for inclusion in ST3 would fund this parking study and the eventual construction of the parking structure if the study indicates it is needed. Sound Transit expects to make a final decision on the ST3 projects next year. Similar to what they did on the draft list earlier this year, they will then engage in a robust public involvement effort before finalizing the ST3 list. However, decisions are being made now that will have great impacts on which projects move forward. It is expected that only one -third of the projects on the draft list will make it to final ST3.
